Publication has nlready been made In the newspapers of the pro posed system of the Poat-olllce Depart ment under which the letter-carrlsrs will collect the letters from tbe Bipar tite buildings along their routoi as well ns deliver them to their designated uddrisjes. Postmaster General Wau umuker has been making n careful uttidy of this question and, matching theory with experiment, has becoino convinced that It Is not only feasible but economical of time, nud thereforo desirable. The plan Is to have at eaoli house a letter box, nutoraatlo In its Mtlon, In one uompartment of which tlio hoiiBoliolder may deposit his out going mail without being exposed to the annoyance of going out ol doom. Or ll'ai Jt Simply a Case of Animal Ob servation. Houzean do la Hale, Bays the St. Louis llepublic, tells of a pelican living In a fisherman a family nt Santo Dom ingo that fed upon tho refuso of tho flbh-cleaning. Every week day It would go to the shore looking for tho food which the boats were buro to bring in. Now, tho owner of this pet pelican, although a rough fisherman, was of a pious turn of mind and, always observed Sabbath. Tho pelican was not long in learning this and tho fact that he was unwillingly mado to observe a forced fast every seventh day. Mme.
