Reefer, Superintendent of sewer?, it was learned that upon the opening up of spring it is probable that there will be sewer extensions nude along sever al of the streets. Whatever action is taken in this direction, of course, will depend upon Che attitude of the prop erty owners. As soon as these petition the borough for sewer extensions on any of the streets the matter will be at once taken up by Council. Should the petition rs be sufficiently numer ous to indicate any thing like a un animity ot seutiment among the prop erty owners on any particular thor oughfare the Borough will at once or der the extension ot the sewer along that street. The point that is not clear with many people is whether when this stage of the work has be< u reached and the sewer is extended property owners will bw obliged to connect with it or whether it will remain optional with them whether to connect with the sewer or uot. Section 3 of the ordinance ielating to sowers adopted on January would seem to settle the matter be yond all controversy. As each exten sion is completed the Clerk of the Borough must serve notice to that effect on the property owners follow ing which the section of the ordi nance above quoted provides "That each and every owner of property abutting on or adjoining any street or alley ou which are any of tlie public sewers are required to make at his, her or their own cost uniform and propt r connection within 3 months from (lit) of service." Should they fail or tefuse to comply the Borough will make connection and collect the cost of the property owners as other debts due the Borough are by law col lected. To what e.xtiut the property owners of the Borough are going to avail themselves of the much needed im povement of sewerage remains to be seen and their attitude ou the matter will be watched with no little inter est To Cure a Uold in One Day. The p'tiding bill authorizing the j construction of armories for the use of i the Natioual Gaard of Pennsylvania j should be passed and made operative promptly. The Pennsylvania soldiery i are the best iu the Natioual Guard, as | officers cf the regular army frequent- I ly have reported, and yet these reports i nearly always uncover some weakness of drill. This is uot due to the stand ard of the men or their oftijers, but ' to iusuftiuiency of their armories, in 1 which, in many instances, proper 1 drilling is impossible. It will amaze uia'iy Pennsylvanians who have Dot given the matter a thought, to learn that some of the armories in this State were built at the expense of the Guardsmen who use them. This is a bad record for Pennsylvania, especial ly when it is remembered that New ; York, which builds armories, is noted I for her liberality to her citizen sold- j iers. The bill appropriates (20,000 foi each company of infantry aud fBO,OOO ; fore ich battery of artillery or troop | of cavalry. That is not an enormous sum when it isconsiderel that effic- I iency in drill cannot be attained uulesg there be ioom for constant drilling. | At present this is uot always possible. Some of the so-called armories are lit tle better than depots for arras and j munitions, and the compauies owning I them most drill in tin open or not at I all. The land, and 'he armories it is J proposed to build, would belong to j | the State and would be a permanent investment bound to increase in val- I ue. The operation of the bill would I euable all companies to reach the de- I sired standard of efficiency The j State owes it to itself to pass the ar- 1 mory bill. ! FEW BOAT I HIGH UD JHI The ferry boat, which was frozen i fast in the ice, by dint of the hardest | kind of work that covered several days, [ is at last iu a position of relative i salety. W. A. Sheppersou, who had | the coutra for the boat's, removal | prououuees the job one of the hardest i that he ever undertook. The ferry, which is the largest in this section, 1 weighs at le»st 30 tons aud after cut ■ ting It loose from the ice the tug of war really began. Iu bringing the | boat up to its present positiou it had to be raised some eight or ten feet and carried over a heavy ridge of ice cakes 1 deposited below the river bank by the last flood. Two large crabs were em ployed, each manned by tour men. Progress was slow, indeed, several days in all being occupied in the work. > The big boat Is still some eight feet below the level of Water street and its timbers are badly bent and twisted by reason of the slanting nature of the surface it rests up on. The ferry boat is eighteen feet wide and Mr. Shep [iersou says he was not permitted to raise the craft up on top of the river bank, as it would have obstructed Front street. He regards the boat as perfectly safe iu its present position and says that it can very easily be tak en care of when the ice moves. It is worth a strong effort to pie serve the boat, as the anuual break-up is nearly due, after which it is hardly likely that the river will again close with ice. The ferry can soou go into commission again and it will no doubt have a career of usefulness coveriug a couple of months at least pending the fiual completion of the bridge. Fraud Exposed. Nearly all the huge 112 iron brackets are in positiou and it B would seem that the npper side of the i bridge might be made ready for foot j passengers iu the course of a couple of 9 weeks. s During an intertiew with Commis . sioners Clerk Horace C. At the same time he was not prepared to say whether with construction at its pres ) tnt stage a person on the sidewalk ■ would be exposed to much or auy dan i ger. He felt sure ouly that the con , tractors, who are responsible for cas -5 ualties, would not want to assume i auy tisks in the premises, i The matter up to the present has been barely more than talked of. At the same time, if some arrangements can be made whereby persons crossing QO so at their own risk it does not seem out of the question that the bridge may be thrown open to pedes trians in the very near future.
