J.v Ihnr k.- : You have heard all the deeds that the leRisla ture did against you during the ses sions of 'itl and UX, now I will till you what it did for you. The legis lature of lS3(i gnve you free Hchools, or, a-4 I would say, pretended freo schools. Prior to 1W3 we did not have a system of freo schools in Pennsylvania. Why do I say that f As I said before, we pretended to have free schools. We built school houses, we furnished tho teachers, ..o uia not give them free text books. Free schools nro not free that deny to tho poor man of this commonwealth every essential to tho proper education of his chil dren. Let me illustrate : There are i-eople in this State, many of them, who do not earn more than fifty cents a day. There are many of them in tho mountain districts of this Stato who do not have employ ment one half of tho year. There are many (if them who have as many as six ehildreu to send to the public Hi'hools. No man Knows better than I what the eot of school books is, and no man can furnish six children with necessary books in tho public school at less cost than eighteen dollars a year. To tho man who works for fifty cents a day it means thirty-six days' hard labor to buy books for his children in tho public schools. Think of it, eighteen dol lirs a years to a man who owns not his own homo ; it is an enormous tax. The session of ly.'.'l brought, by tho Free Book Bill, greater relief thau any measure that was ever passed by previous legislatures, ex cept tho session of Iv.U which gavo another great relief byjumping from 5fi,(KM),(H to $r,0M,(i(i() for tho sup port of tho public schools. Then again. In ls'.t.'t, in addition to tho free text books, we increased tho ap propriation to!if.",iXH),.ri(Mi. Xow pray l ell me, what great things did the previous legislatures do for the relief of tho people ? I wish you to under stand there is not much solicitude on this subject among tho rich, bo eauso tho children of the rich are not patronB of tho public schools. It does away with the practice, of the boy learning his alphabet from a book which is practically furnished him because of the poverty of his parents. Tho reason I am interest ed in this piece of legislation is bo c:uise I am interested in school mat ters. Tho best portion of niv hfo was spent as a teacher, and I know something of the grievance whereof I complain, and the utility and value of this bill. There are people in this Stato who, after text books shall have been furnished to their chil dren free, will still not be able to send them to schoul because of not being able to properly clotho them in theso good old democratic times. Remember, this was a republican measure, puro and simple, and passed by a republican legislature, LOWELL. Tho heavy rain we had on last week did a good deal of damage to tho hill fields that had been no wen with wheat. .. .John P. Fisher is about buying E. Peter's bears.
