The juvenile court law prohibits the sending of children under four teen years of age to prison. This fact seems to lie overlooked bysomeconi miting magistrates. A case in point came to the notice of Judge Hart June 12. A colored boy about six years of age had been sent to the county jail on the charge of incorrigi bility, his father claiming that he was unable to control hisson. Judge 11 art promptly discharged the lad and said things which were not at alljconiplimcntary to the magistrate and to the father of the little colored boy Judge llart declared that the boy should not have been sent to jail, but that the father of the lad should have b.ien punished for failing to take proper care of the boy. The court said that if the father failed to perform liis duty in the premises the court might lake up the matter and treat him as the boy bad been treat ed. It ought to be plain that a fath er who cannot control his six-year old son does Eliot deserve any con sideration from the law. Maxim's noiseless gun, if his "muffler" suppresses noise, as is re ported, will work a change in battle tactics and in the general use of fire arms; but the change is already half acomplished. When the powder of the past was superseded in the last fifteen years by the new explosives two changes came. Smoke almost wholly dis appeared and sound was greatly di minished. The small projectile, the narrow bore and great initial veloci ties secured by the various new powders, not only reduced the old cloud of smoke to a mere gray haze, but it cut the noise of a shot to a mere fraction of the past. In the Boer War it was often impossible in full sunlight to tell the position of riflemen only a few hundred yards away. The Hash could not be seen in the sun; the smokeless powder left no trace visible on the air, and the dull noise could not easily be placed. If this noise can wholly be suppresed the fireitig liue will gain greatly over the charging line. In attack it will be impossible to know where is {the line of the defense. Artillery will have no guide in shelling a position, Men under lire will have their nerves shaken by their ignorance of where shots come from. The defense, which has been gaining in battle over the assault for twenty years will have an added advantage. All this adds to the value and ettici • encv in war of the well-trained force jof good marksmen actitijr on the de fensive. It reduces the lighting I worth of the big army.
