The facts of history prove be- V nd a shadow of doubt that the claim of the opponents of protection that the protective tariffs discourage foreign hade, compelling foreigners to refuse to buy American products because "foreigners will not buy where they c.innot sell," has not a solitary fact in experience upon which to hang as a demonstration to the people of the actual results In our foreign trade. If there is one thing certain besides the fact that protection gives revenues where lower tariffs fail to supply ade quate funds for government use it is \ the plain truth recorded in the pases i of the experiences of the American peo- j )>!?, under all the tariff laws which the country has known in twenty-five i years, that adequate protective tariff ' laws are accompanied by increased j foreign trade, exports as well as im ports. Foreigners do not refuse to buy Amor ie.m products when we have protective tariffs. I'nder protection they buy more generously than they do under l.wer tariffs. Foreigners do not fail to sell commodities to the American 1 •pie during the existence of protec tive tariffs, because under protection the American people are prosperous r.iid they are better aide to buy high priced foreign goods, luxuries, etc. If, li.en. it can be shown not only that pro tective tariffs are the only kind of tar iffs which produce revenues and that t nder their operations our foreign trade, including both our sales to for eign countries and our purchases from foreign countries. The recent agitation of trade ques tions in Germany incident to the pro posed establishment of closer protec tive lines upon German industries has had the effect of producing a general clamor throughout this country among the "tariff smashers" that our protec tive tariff system is shutting us out of foreign markets, decreasing our sales to foreigners, "who will not buy of us because we do not buy of them." And this statement is made in the face of the facts, easily shown from the gov ernment records, that under our pro tective system we sell more commodi ties abroad and we buy more foreign goods than we did under the experi ments with lower tariffs. Protection encourages domestic in dustry, Increases the productive power of our mills and shops,reives added prosperity to the whole people and en ables them to buy Increased quantities of such goods as enter the markets of t' « t'uited States under our customs laws. It is because the protective sys tem gives protection, discriminates iu the character of Importations, gives en couragement to domestic industries and enriches all our people that it is possible for our people under protec tion to buy increasing quantities of such foreign goods as are admitted be cause less competitive in their charac ter and influence upon the American markets.
