The interest in the approaching time of census taking, and the com pleteness with which the work is to be done, has awakened considerable inquiry. The census is designed to be much more complete in all re spects than tiny ever before taken, and while the general outline of the work has been published, many things are not yet undertood. This is particularly the case in the in quiry into the recorded indebted nss of private individuals and cor porations, and the statistics of farms, homes and mortgages. At the census office in Washing ton there have been received thous ands of letters asking for informa tion on the subject, and Robert P. Porter, Superintendent ot Census, has issued a bulletin in reply to a Senate resolution to have tbe matter more fully set forth and explained. The inquiry particularly concerns only answers to five questions. They are the following : la the' house you live in hired, or is it owned by the head or by a member of the family ? If owned by head or member of the 'family, is the | bouse free from mortgage incum brance ? If the the head of tbe ! family is a farmer, is the farm which j he cultivates hired or is it owned by | liim or by a member of his family ? , If owned by member or head of lamily, is the farm free from mort- ; gage incumbrance? If the farm or | house is owned by head or member | of family and mortgaged, give tbe ! postoflice address of owner. Speaking of thes< questions, Mr. ] Porter says that it is impossible to ' secuie reliable data in relation to ; the value and ownership of property,' or the amount of private indebted" ness of individuals directly through the medium of enumerators. Tbe particular points touching the im«» i practicability of securing or expect-! ing to secure from the women or the household accurate information concering the ownership of property ' are emphasized in the report made by Gen. Francis A. Walker in 1879. j In the report referred to, urging the] abandonment of the interrogatory relating to the ownership of the pub lic debt, General Walker called at tention to the fact that the ques tions on the population schedule would often have to be answered by the women of the family in the tem porary or protracted absence of the head thereof, and that it is difficult to obtain accurate information ex cept from the head of the family re specting the investment of the family property. Even when the head of the family is present r the direct in quiry of an enumerator respecting bow much the head of the family owes is likely to engender distrust, and in the end only secure partial returns. Congress decided by the act of February 27, 1890, that the enumer ators should simply be called upon to secure information which will enable the census office*, by cor respondence and ultimately by special agents, to give the facts re quired. Mr. Porter says : "There are seveial advantages to this meth od. The office will be able to tabu late and give to the country in a comparatively short time the number of persons in each county who owns the house they occupy and the farms they cultivate, the number of people who are tenants of their homes and farms, the number of all owned and tenanted farms and homes which are mortgaged, and the number free from mortgage incumbrance. If the enumerator performs his duty in ac cordance with the instructions here inafter appended the postoffice ad dress of every person owning and occupying a mortgaged home or farm will be in the possession of the census office, together with the sddresdes of all owners of farms and ■fadjbaes in cases Where a dou'bt exists as to whether ssfid farms afid homes are mortgaged or not. It should be borne in mind that these addresses, unlike those ob'ained from the real estate refolds by abstractors in search of mortgaged indebtedness, and referred to hereafter, will not be subject to any considerable change in (he short time elapsing between their collections and the forwarding fVom the census office of the circular of inquiry. As the law provides a peftalty of §IOO for a re fusal to answer these questions, it is believed that a very large percentage of the circulars which will be sent from this office as soon as the poula tion Kjhedules are returned will be answered forthwith. It is not like ly that these circulars will be re quired before July, so tbey have not as yet been formulated. It is tbe intention, however, to include such questions as will elicit tbe amount j of mortgaged indebtedness due up on every mortgaged homo and farm occupied by the owner, the value of the mortgaged property, the rate of interest borne by tbe debt the causes and purpoaes cf the indebtedness, and such other information as may be obtainable will aid in making this inquiry as complete as possible." Other advantage is found in the fatt that, the enumerator is a local man and mostly known to the per son to whom inquiry is directed. It is therefore fair to assume that the persons called upon who are in debt will more cheerfully answer questions on a blank sent to them by the Superintendent of Census than they will the local enumerator. Once the enumerators forward to I Washington the postoffice address | of people wbo are in debt, or have | their farms and houses mortgaged j and the matter of getting accurate j statistics will be reduced to a simple j plan. j The results to be obtained are im ) portant. The financial transactions | of the people, as far as indicated by I recorded mortgages, will be ascer ! tained for the ten years from 1880 jto 1800. The number of acres of j agricultural land and the number of | real estate holdings by States and | minor civil divisions which have I been mortgaged cacti year, and the ! mortgage debt placed upon those two classes ot real estate by years and by counties will be ascertained, j The amount of mortgage debt ex | kiting on January 1, 1890, upon agricultural land and upon village j and city real estate will also be ob i tained for each county. Besides these statistics of general interest, 1 the growth of business of building j and loan associations will be dis j closed. The causes of debt and : purposes of mortgages will be : sought for and an endeavor made ;to ascertain whether they have re i suited from misfortune or enterprise jin business. Chattel mortgages will not be dealt with. Mr. Porter, in his census bulletin to Congress, gives many facts of interest to all classes of people, and | sums up by saying that it ia the pur pose of the ollice to make the in vestigation through and as nearly accurate as may be, to the end that the eleventh census may show the actual situation of the people in re spect of financial prosperity, and may furnish foundation for com parison with the results of censuses to bo taken in the tutu re. — • I Court Proceeding The regular May Term of Court convened at the Court House, on Monday last at 2 o'clock p. m., with a full bench.
