rich, to suggest measures to the Board, which they may urge "with untiring zeal, and which, if adopted, may greatly increase their fortunes at the expense of the company. Hence the necessity of constant -vigilance on the part of those vrho have no interest to promote, except that of the company There are measures nnw Tvon.lmo. before the Board, in the decision of 'which large paUic as well as private in terests are involved. A committee was ap pointed, (of which I was i. member,) consis ting of all those members of the Board not personally concerned in speculations, whose duty it was to judge, first of the expediency of making a branch road jrom Ilestonville, to cross the Schuylkill river near Gray's Ferry, and terminate on the Delaware in the vicinity of the Greenwich Company's lands, or at League Island, or at some other place below the Navy Yard. Fire t, they were to inquire aa to the exjediewy of the measure, and sec ondly, as to the termination on the Dela ware. The President and several of the lead ing members of the Board are largely interes ted in the Greenwich Land Company. This Company owns several hundred acres of land on the Delaware, between the Navy Yard and Greenwich Point. Had it not been for this circumstance, wo should probably not have heard of a branch road in that direction for some time to come. But a road to that point may be right at the present time. As member of the Committee, and knowing that our company had a large floating debt, that the second track was not tiearly comple ted, that a branch road, would increase our liabilities a half a million of dollars, and that we had obtained permission of the city to re pair and occupy the railroad to the Delaware, along Market, Third and Dock streets, I was etrongly impressed with the inexpediency of the measure at present ; but if it should be decided expedient to make such a branch, I might favor League Island as affording great er facilities than any other place. Members of the Board, who are interested iuthe Green wich Land Company, are also interested in the Westmoreland Coal Company, the Alle gheny Coal Company and the Clearfield Lum ber Company, all dependant upon the road They want an outlet for their coal on the Del aware river a la Reading Railroad. I had strong doubts whether the price paid for trans porting coal over our road fairly met the ex penses. And I was not willing to allow trans porters greater facilities than the transporters of merchandize for whose benefit the road mainly was made. That merchants must pay cash for their freight, and coal nienchauts have six months credit, appeared tome unfair and unjust. ' If we take the Canal Commis sioners ' report a3 correct, giving the cost of transportation over the Columbia Railroad, our charges do not pay the expenses, inde pendent of the six months credit. Several large stockholders have become interested in those companies. The ramifications in tins city and on the line of the road are extensive; and their fortunes depend upon measures to be adopted by the Board. A simple resolu tion might put hundreds of thousands into the pockets of individuals. A few cents less on the freight on coal, may give a company a splendid income. A branch road to Green wich may make a difference of one or two hundred thousand dollars ia th? value of their property. Knowing my disposition to scrutinize every measure closely, intended to favor these spec ulations, I presume the alarm was given that i couia noi do irust. a, ana mat ratiier tnan risk my opposition, they laid better put vie out of the way. My impertinent meddling might cost them thousands of dollars. Such, I pie sumc, were some of the causes of my defeat. My overthrow would be easy, j rovided the intention oould be kept a secret. The num ber of persons interested in those companies, the Proxies that could be procured along the line of the road, assuring the stockholders there was no opposition to the old members, -and the English Proxies would be more than Bufficient to effect their purpose, if no alarm was given It must be understood that the regular ticket with my tame was distributed for voters on the counter on the day of elec tion, and was the only one visible. And vo ters were told there was no opposition to it. The Pennsylvania Railroad-U-of iinmese ben efit to the city of Philadelphia. It enables J,or to compete successfully with rival cities The golden stream which it pours into the coffers of hercitizensmusj. continually increase. It id acknowledged on all bauds to be the best trunk Hue between the oast and the west- It is the pride of Pennsylvania and her great metropolis. If properly directed, its stock and its hauda must become favorites iuthe -market. Every citizen cf Philadelphia is in terested in its prosperity. The speculations above alluded to are all laudable enterprises, and bhould bo properly encouraged, but no man engaged in them should have a seat in that Board, lut every Director should be en tirely above suspicion This being attained, employees on the line of the road, engaged, also, largely in speculations, could be restrain ed. Xo man can serve two masters well What is it that has made our Company more unpopular at Ilarrisburg than any other Com pany? Is it not the double purpose for which legislation has been so often asked, to gether with the disposition, every year, to break a lance with the Sutu authorities be cause they would not be convinced. For other causes which Lave rendered my absence from tho Board desirable to some of my late colleagues, I must defer for a future letter. Respectfully, W.M. Neal. I'l'BLIG 8ALH.
