WASHINGTON-, Aug. 20,1867 The important army order which has been contemplated for some days past, making radical changes in three military departments, was made public this afrer noon by Gen. Grant. The way it was worded crrated some comment, and the opinion was vary freely expressed that the President and Grant had had an open rupture, and that the latter had issued the instruction to Thomas in the fifth sec tion, colely because the President would Dot heed his advice not to remove Sher idan. The latter officer will not be here for ten days yet There is but oce opin ion among Republicans, and that is that Sheridn's removal is a defiance of Con gress aud an outrage on loyalty.
