Black driver citation hearings set HARRISBURG (AP) The state Human Relations Commission yesterday scheduled two more days of hearings into allegations a Montgomery County police department has singled out black drivers for citations. Commission spokesman Chris Johnson said the hearings will be at 10 a.m. Dec. 3 and 4 at Norristown Borough Hall. The commission held three days of hearings last week into the allegations against Lower Providence Police Department, which also faces two related lawsuits in U.S. District Court in Philadel phia. Timothy D. Michener, one of six former officers who filed one federal suit, has said one four-man platoon of the 24-member department had issued 74 percent of all tickets to blacks. The other federal suit was filed by black motorists. Tabatha's liver worries doctors t Pr *7 SI L URGH (AP) - Quintuple organ transplant patient Tabatha Foster was back on a breathing machine yesterday and under sedation and additional medication over concerns about her new liver. The 3-year-old Madisonville, Ky., girl was receiving a third anti rejection medication, known as OKT3, to prevent her body’s natural defenses from attacking the liver. The drug requires that she be sedated, and she was connected to the respirator as a precaution.
