Communist travel easier Carter lifts travel limits - WASHINGTON (UPI) President Carter announced yesterday he is cancelling restrictions on travel to Cuba, North Korea, Vietnam and Cambodia so that the United States does not violate Helsinki Agreement provisions on freedom of movement. At a news conference, Carter said the longstanding travel restrictions spanning decades in the case of Cuba and North Korea will become invalid as of March 18. The expiring legal provision will simply be allowed to lapse without renewal on that date. All U.S. passports now carry a stamp prohibiting' the bearer ‘ from using the document to travel to Cuba, North Korea; Vietnam or Cambodia. Technically, if the host nation were willing, an American could travel to those countries anyway without using the passport. Thousands have visited Cuba that way since the U.S. travel ban went into effect in 1961, and antiwar delegations visited Hanoi as well during the Vietnam war period. The North Korean restriction dates from the outbreak.of the Korean War in 1950, and the Cambodian ' from the Communist takeover there in 1975. ■ Even without the passport restriction, American travelers will need visas issued by the four nations themselves. “I have long been concerned about our own nation’s stance in prohibiting American citizens' to travel to foreign countries,” Carter said in announcing an end to Tax plan aids industries WASHINGTON (UPI) - Sen., Edward M. Kennedy (D-Mass.), yesterday pro posed a major revision in the investment tax credit 1 which would wipe out tax bills for some companies and result in direct federal payments to some others. Kennedy, in testimony to the Senate Finance Com mittee on President Carter’s tax proposals, also suggested that the 10 per cent in vestment credit be extended for the first time to nonprofit groups such as hospitals and universities. . Kennedy said his plan would create jobs by en couraging modernization by marginal money-losing in dustries' which cannot now take full advantage of the credit. "We also are quite eagerly assessing our own nation’s policies that violate human rights as defined by the Helsinki agreement,” which comnjits signatory nations to allow freedom of movement by their citizen’s. He usaid he wants “to, be sure we.don’t violate these travel rights” and added, “I’ve instructed the secretary of state to remove any travel restrictions on American citizens who want to go to Vietnam, to North Korea,- to Cuba and to Cambodia. ” ' The President also cautioned Americans, however, that the United States still has no diplomatic relations with the four countries involved and said prospects of establishing such relations are “doubtful ... at this ’ time.” “So there will be , some necessary precautions that ought to be taken by citizens who go there, since we don’t have our own diplomats in these countries to protect them if they should have difficulties,” he said. State Department spokesmen also pointed out that Treasury Department restrictions on use of, American currency in the four nations are still in effect meaning a traveller cannot exchange dollars for local currency in any of them or pay bills with dollar travelers checks. A spokesman said the State Department was consulting with Treasury officials on the currency restrictions and might have an announcement on the matter soon. Finance Committee chairman Russell Long, (D- La.) a flongtime [ foe of Kennedy’s on tax matters, could hardly contain his glee with Kennedy’s proposal for a ‘‘refundable” credit—one that would be paid even if a company owed little or no tax. Caught by surprise by Kennedy’s testimony, Long grinned and nodded as Kennedy announced his proposal. Afterwards, Long, told him: “Senator, that is a very provocative statement and I’ll be in touch with you.” The committee held its second day of testimony on Carter’s bill, which contains, $5O tax rebates of payments for more than 90 per cent of Americans, small tax cuts, and business tax incentives. Under current law, com panies may subtract from their tax bills 10 per cent of the cost of new plants and equipment. But the credit may not be used to wipe out more than 50 per cent of their tax bills, and if they have excess credits they, must carry them forward to future years.
