The W-4E is an exemption-from withholding form and is used if the part-time em ployee does not owe tax in 1976 and does not expect to owe tax in 1977, said Robert Recker, State College Internal Revenue Service agent. The 1040 A, or short form, is used strictly for wage earnings or if dividend and interest income is less than $4OO. Although the standard 16 per cent deduction as well as deductions for depend ents are still in effect on this form, the taxpayer may not itemize his deductions. On the 1040, or long form, the taxpayer may itemize his deductions as well- as claim any specific tax not aware of how much they are spending because they fail to keep records of where their money goes. Students may not want to keep a budget because they think they are being tied down by letting something external define their behavior. Hefferan said. "If they looked at a written plan as a way to free themselves to meet a certain set of goals, students might find it easier to keep a budget," she said. in addition, students often are unaware of what they are spending most of their money on. she said. Hefferan had . her students keep a record of all expenditures for a month. The results showed that the largest non educational expendittire was for food purchased on his Mideast tour to reactivate the Arab-Israeli peace talks in Geneva. It is difficult to say which students are careful about how they spend their money. Hefferan said. Marcos. August McCormick Lehman, 28, of Nash ville. Tenn., is the only American still held by Philippine authorities. The prosecution said the others, identified only as Robert Pincus anti Larry Tractman, are still at large. Brian Borthwick, a Briton who reportedly died in London last year, and seven Filipinos also were named in the charge sheet. Five of the Filipinos and Lehman are in prison. The seven-man military tribunal agreed to the delay of the trial arraignment and start of the trial following arguments by lawyers of the Filipino defendants asking for an in definite postponement. Ernesto Bernahe, Lehman's lawyer, asked a "quick and speedy. trial" and said he ex pected a maximum sentence of six years if Lehman is convicted on a general charge of rebellion. Lehman was imprisoned Sept. 22, 1972, the day Marcos declared martial law in the Philippines.
