This bill contained a section winch re lit ved the banks which have issued notes under the "Relief Hill," from receiving' them 'in payment ! debts or on deposite. This provision was'iulcn ' Wed 'to operate lis a repayment of ihe'toal) made to the state by the banks, under the relief bill, without -which ilia 'Universally conceded, that the accept ing banks cannot be compelled to 'legume. The effect of the provision was most disastrous to the holders of the rcliel notes, as they immediately fell to 30 and 40.per cent, beliiw par, and the laborer who bad'recelved them in payment of his hu'd earned wages, was obligej to go to the broker and lose 40 cents on 'the do'liar, before he could por- ciiuso inc necessaries ot lite.
