SLipton [llepored for the Baltimore Sun.] TWENTY-NINTR CONGRESS After the disposal of ! sorne unimportant mat ters, Mr. Mangum, who was absent yesterday, when the resignation of Mr. Haywood was an nounced, took the floor and delivered a high eulo glum upon the character and services of the lat ter. After the speech of Mr. 'Benton, Messrs. Niles, Berrien, Bagby, Crittenden and Archer made sonic explanations relative to reasons which influenced Mr. Haywood to resign, and endorsed him as a patriot. After which the senate passed to the consideration of some private bills. Mr. Lewis, from the. finance committee, to whom was referred last night the tat IT bill, with certain instructions, reported back the bill, with a resolu tion that the committee be discharged from the further consideration of the instructions. Mr.,Evans said he should like to h , ar some rea sons why the committee had come to this conclu sion, for no reason had been urged in the commit tee room. Mr. Lewis alluded to the indefinite nature of the instructions, and spoke of the great difficulty there was of ascertaining what was "raw materi al.- Independent of this, however, obeying the instructions would have had the effect of changing the whole frame work of the bill. In addition to this, the :ienator from Delaware, Mr. Clayton, in I making the motion to recommit yesterday, openly avowed that his object was to 1:111 the bill Now that being the case, if it was the settled pur pose of the majority to defeat the bill, the major ity of the finance committee did not choose to have the responsibility thrust upon them, They there-1 fore reported kick the bill for the purpose of throwing the responsibility upon the Senate. Mr. Johnston contended that the committee had no right to set themselses up as judges in the matter. We yesterday received the following letter, says the Baltimore Sun, from o u r attentive correspond ent on board the U. S. ship Princeton, containing a detailed account of the proceedings of the Gulf Squadron, which has reached us from no other source. It will be seen that it contains matters of much importance and interest: • [Correspondence of the Baltimore Sue.] Sim—The Princeton sails to-morrow for Pen sacola, and I hasten to give you a sketch of the first skirmish 1 ever witnessed. The monotory of blockading is almost intolerable, particularly for the larger vessels. as we lay at an anchor un der Cape de Verd (Green Island) for a month at a time. The smaller vessels are more actively en gaged, particularly the Princeton, which is with out exception the most efficient vessel for blocka ding I have ever seen. At an expense of a ton of coal per day she can blockade this port effectual ly. On the 6th July she started with the Com mander on board on a cruse, as was supposed, of observation, for she ran in along the reef, and was several times within gun shot of the Castle, at least it appeared so from our anchorage, but she continued her course up the coast for about 12 miles; running within a mile of the shore, which was the Commodore's object in going. On the afternoon of the .7th the Princeton star ted, and was soon followed bythe Cumberland and this ship; we beating the Commander with easy sail, and G r. :a. we came too abreast the mouth of the river, about 12 miles north of Vera Cruz, and I believe, called the Antigua. _.On the morn ing of the Bth launches of the twii.frigates, one cutter and two boats from the PrinSaton, started :for water, under the command of Lieitt.. Boggs, and hearing a white flag to endeavor, if possible, to open trade with the peasantry for cattle and vege tables, but they would not come near them. The heats returned about S e. ar., bringing about :1000 gallons of water. .They started again about 10 a. 31., and had got some distance up the riser when the Mexicans opened a fire of musketry upon them from behind the bills and bushes on the bank of the riser. At this critical moment a marine that had been sent to reconnoitre returned at full speed down the hill and reported there were from five hundredto two thousand men behind the hill. The frigate's launches also discovered they had no ammunition, and give way like fine fellows. The Princeton's boats followed, firing a few random shots into the bushes. The steamer trained her Long Torn, and sent several shells among the bushes, which kept them quiet, and they brought off another load unmo lested. On the morningof the 9th the boats went on shore—the boinche., for water, and the Prince ton's boats as a guard; the whole paarty under the CODimand of Capt Eagle. They landed on a long sandy point between the river, (which runs for some distance along the - coast.) and the sea, and with the aid of coal bags filled w ith sand, soon erected a small breast work. The launch came off with a full load, and left the Princeton on the beach, but seperated from the chapperals by the river, at this place, about forty yards wide. About 7 o'clock, a. M. the Mexicans commenced tiring from their hi ling places, but the steamer trained her long gun and tired several shells with so much precision, that they dare not show them. selves.
