A Two Story Street for the City Railway.—The Journal of Commerce of yesterday morning, repub lishes an article by Mt. l'utten, giving lengthy details of aproject to connect the two extremities of New York by a Railroad, thus described: "Levu Railroad be then constructed, supported on the bops of iron pillars, high enough to admit all urdi nari carts and carriages to pass under them; the iron supporters should be about where the lamp posts now are; sleepers or connecting bars should go across the street from one to the other—the track on the one side for the cars going up, that on the other for the cars doming down. It may be floored over, if necessary, making in fact a two-story street. At the beginning (edits track, which shouldbe at the Park. a large and convenient recepticlo should be erected'. The speed can be as great as in any other mil car, without any dan ger to passengers, or collision, or interference with the, carriages beneath, or from the crossing. The foot-way will be as open as that of any other street. The car riage-way will be equally so, with having only a range of columns upon the curb-stone; and the street itself will present the appearance of an ornamental arch-way.
