The effect , has been to kindle a war of recrimination, which has for several days blocked the progress of useful legislation, and which derogates more from the dignity of the House than anything which has occurred on itsrfioor for many years. Since a question ofthis character has been thrust upon them, the Democratic members are entirely right I. rum - on - sera= lIILS gYnjeh_ It previous time is consumed, t e pro poser' and the abettors of the resolution are alone answerable. A stab is aimed at the most vital of all parliamentary rights; any, at whatever cost to inferior interests, freedom of debate must be maintained and vindicated. If Mr. Long is expelled for no other of fense than the honest and temperate ex pression of his opinions, a ready way is marked out, to borrow the language of Junius in a somewhat similar case, "by which the majority "may at and time, remove the honestest and "ablest Erten who happen to be in opposition to them." The home-thrusts by which our friends in Congress have exposed the inconsistency and hypocrisy of the Republicans 'was an excellent mode of argumentation until the subject had be come so serious. But the strongest der ferrets rests upon higher... and more iin• pregnable ground than the best-founded retort of to quopte. The case of Mr. Conway and the others which have-been cited in the course of the debate should, indeed, if shame had not lost its blush, operate as a complete estoppel to theße* publicans. Arguments of this kind; however, do not touch the merits of the question, and now that public attention is so fully drawn to it, the champion's of the right should perceive wherein - lies the full strength Of their position. The truth of Mr. Long's opitticins--much more their resemblance or dissimilarity to other opinions--ceases to be of any importance, until . it id'determiried whether the touch-stone of opinions in Congress is hereafter to be argument or exclusion. The delegate from Utah is probably the only person on the floor of the House 'who is an avowed po lygamist; but if the Speaker had come down from his seat 'to move hle eirpnlf eion on that groirnd, everyright-Minded man would *aive pis opposition to po lygamy so long as freedom of opinion was menaced by an irtbletant fattion, Instead of the great array of outholir ties which might easily be brought to gether in support of the right Which is assailed in the person of Mr. Long, we prefer to present the subject in the sim. ple light of reason. Authority may over whelm, but only reason can convince; The Constitution, whith guaranties free discussion in general, guards freedom of debate in Congress with peculiar jeal r ousy. "For any speech or debate in either house," this lefts language, "they shall not be questioned in any other place." A strain of remark which, if published in a newspaper or uttered in a popular assembly, would subject its ku thor to prbsecution for libel, may be in dulged in either house of Congress with out any such liability. We introduce this remark merely to get a standpoint fornur reasoning, by showing that the Constitution attaches a peculiar briptir tante to freedom of debate in Congress in excess 'of what belongs to free speech in general. The deliberations °teach house in every question that comes be- fore it tend toward, and terminate* a vote; and no member can, without the consent of the House, be excused from voting. To vote on a proposition is a higher act than to discuss it, as is appar ent from their relation of means to an end, and illustrated by the fact that the delegates from territories, though per mitted to speak, cannot vote. Now a vote. besides being an act, is a declara tion of opinion, in the strongest and most responsible form in which an opinion can be declared in a legislative assembly.
