I ATURDAY MORNING, NOV. 8 CITY AND NEICIIBORNOOD INTELLIGHNCE Tlie Drafted Militia to Fill up • the Old Regiments. 'Cloy. Curtin has returned to Harrisburg from Washington City, where he has been conferring with the United States authori• tie's in relation to the drafted militia. A c ntespondent of the Philadelphia In qtriter, at Harrisburg, thus announces the estilt !‘The Governor returned from Washing ton this morning. He was besieged by an eager multitude with, anxious inquiries. The' result of the conference was this . The Governor, with the Federal authori ties recognizes the necessity, which is ab solute. of filling up the old regiments now in eervice. It must be done soon. The material must be found. It is quite evi dedtilliat it cannot be done by volunteer ing, At least eighteen thousand men are reqtrired to fill up the Reserves. A plan was determined upon. The drafted mili tia have already been organized into coin w; , pas, but few into regiments, with the field and company officers already appoint ed and selected. These men are not to be depriVed of their rights. These officers re:nut to be deprived of their commis- Rio, s, which have already been issued. Old 'regiments, whose ranks are decimated, will have their companies consolidated withnht doing injustice to the old commis sioned officers. They are few in number, and new commissions - have been issued in thde regiments,•in anticipation of some such!Ovent as this. Thus room will be made in each regiment for three or four new ;COmpanies. In this room will be placo the new militia companies, with their“ Organizations complete and unal tereili' This arrangement, it is thought will be satisfactory, as no injustice can re Butt therefrom Adjutant-General Thomas now presents his instructions, with positive orders, to fill ulriOhe oid regiments with the drafted militia Thus the matter rests. The final decision is made; there is no other appeal. Soldiers' Correspondence Regu late(. Information having been received at the Post Office Department that the corres pondence, especially for General Grant's army, had . been subject to mischievous ir regularities and delays, the Postmaster .General at once caused investigations to ,ciad6, which show that the mails had Been 6GL/ined by unauthorized and irre :sponsii?le persons who assumed to be agents," and "military postmas ters," Itut destitute of even a common in terest in delivering the letters and news papersito the soldiers, except as a cover for cariiing on an illicit trade in the stamps. The SPecial agent of the department, A. 11. Markland, Esq., has, under instruc tions, taken possession of all mail matter for the, army referred to, and will restore that dpgree of security and regularity which Will put every soldier in early pos sessiowcif the.letters intended for him. ti speCial agent, who was recently die -pat:heti:lo the headquarters of Maj. Batchelor ' Collector of the. Port, yesterday received $26,000 of the new postage currency, being. the first in ' stahneut 01 the $50,000 promised last week. As soon as the fact became known there was a general rush to the Custom House, but all were met with a decided refusal, Capt. Batchelor having announced the manner of distribution ,in the fol lowing: OFFIOE UNITED STATES DEPOSIT ART, I Pittxburgh, November 6, 18b2, f NOTW E.—l have this day received twen ty thousand of the fitty thousand dollars Postage Currency, promised for' circula- tion in this community and have placed a portion of the same in the hands of the persons named below, in the sums set op posite their names, for distribution among the business portion of the county, and those needing change to purchase the ne cessaries of life. By this course I have endeavored to afford relief, so far as in my power at present 'lies, by placing change in the hands of those from whom purchases are usually made, and I wil, continue so to do, from time to time, as may be supplied by the Treasury Depart. ment, of which due notice will be given. No Postage Currency will be paid out al this office, except to persons in business not included in this list. C. W. BATCHELOR, United States Depositary. Bagnley, for Wholesale, Houses 500 Notwithstanding this, many persisted in applying at the. Custom House, but their applications were fruitless, as they were referred to the depositories. These were besieged in turn, and by one o'clock the whole was exhausted. Some few who did not come within the above list were sup plied directly from the Custom House. Capt. B. has now paid out all not re quired for the use of the government, and no one need apply until he receives an other installment. The sum now placed in circulation is small, but will afford ma terial relief to the community in making change in the purchase of small commodi ties. After the Drafted Militia. In pursuance of the arrangement con cerning the drafted militia noticed else where, a number of officers, from several Western Pennsylvania regiments, have arrived in the city, with requisitions for the drafted militia to the number necessa ry to till their respective regiment.. The officers now here represent the Fourth and Twelfth Cavelry,Eighth Reserves,lo2d, 105th, 57th and 63d regiments and require perhaps 1,800 men : tilt?, remainder of the 3,000 men in camp will be taken up by other regiments. It is the intention to fill up the Reserve regiments first. The militia now in camp will soon have been transferred and as others come in they will be assigned to such regiments as may be entitled to them. The new order has created quite a rush, as it is thought to be much superior to the old process of filling. up regiments by recruiting. To be Re-examined. A Harrisburg correspoudentsays : "All the drafted men who have succeeded in obtaining surgical examination here, and who were pronounced unfit for service, and provided transportation home under the supervision of the State authorities, are to be recalled to the place of rendez voussat the expense of the State, and sub jected to re-examination by Surgeons ap pointed by the United States." This would be a very expensive and useless measure, as the Surgeons of the State are probably quite as competent as those of the United States. This business looks very much like red tape. Send no Liquor. In sending boxes or packages to soldiiTs, their frieuls should remember that the Government has recently placed lnspec• tors in the express offices at Washington, Georgetown, Alexandria, Baltimore and all other offices near the army, who open and inspect each box or package, and when found to contain liquor of any kind —even one bottle—they seize and confis cate the entire contents. Attention to this matter will prevent the loss to soldieia of articles which would be useful to them. Personal. Brig. Gen. Schuyler, brother-in-law of Gen. Haßeck, passed through yesterday on his way Westward to report to Gen. Rosecrans, under whom he will have a command. He was accompanied by a portion of his staff. Col. Fifield, of Gen. lifcClellan's staff, also went West yester day, having been detailed on special duty. Mirgains. The long-expected postage currency ar rived yesterday. It is now pretty well dis tributed, and to those who wish to make a good investment of it we suggest a call on Jos. H. Borland, Market street, who ad vertises boots, shoes and - gums at the old' prices far postage currency, although such goods'have advanced 40 per cent. Great Bargains.
