SA.TITRDAY MORNING, OCT. 18 Slavery in Louisiana A New Orleans correspondent furnishes the following incident : One of the most interesting and signifi cant things is the fact that, a few days:ago, a "delegation of slaves," belonging to Manuel White, one of the oldest and wealthiest planters of the parish of St. Bernard, below the city, called to see General Shepley, and asked, as citizens, for an audience of the Governor of the State. The request. was granted, and these ,men informed the General that they came for freedom; they said their fellow-ser vants in other places were all leaving their masters, and that they wished also to im• prove their condition, but that it was not clear to their minds how was the best way to do:so. They emphatically said, how ever, that they did not intend to labor much if they could help it, without re muneration, and they concludedtheir re quests and protests by asking that if they, remained peaceably at home, they might have fair wages secured to them for their services. General Shepley treated the matter with great consideration, and, after conferring with General Butler, per• mission was granted to these men to make terms with their master, who consented to have la partner in the transaction, and these men have gone to work, not as slaves /e 1 as hired ?nen. 11;renl interest is ex hibited to hear what will be the effect of this arrangement. Most people affect to believe that the whole thing will prove a f ,iliire—that the nogroes will work a short time, while the novelty lasts, and then lull into utter idleness. Mr. White has al ways had a disposition to ameliorate the condition of hi, negroes. I rcznember reading, many years ago, in the old Pella, a very interesting account of where he established on his plantation a regular court; for the trial of turbulent and ungov ernable negroes. If I mistake not, he acted as judge, and the negroes as jurors and witnesses, and whatever verdict was awarded, it was faithfully carried out. A Rat Story At Davenport, lowa, the other day, a rat eras being chased by several persons, and ran up a nian's leg inside his trousers. It laid hold of th,• desli with its teeth and held its grip with such tenacity that the man'S trousers had to be cut, and the rat Was ultimately taken otT witlia piece of the flesh between his teeth. The wound indicted is stated to . he serious.
