Mr. Spence is eulogis tic of the energy and power of the Con federates in which he pointed at the deficiencies against which the Confederates contend in organizing and mustering their armies and agrees that then is but one source of such strength, viz : tt sense of right. The Times again repeats in deprecatory terms the new American tariff. and hints at the injury to he done to England by it, but it contends that the injury will be nothing to what America will suffer herself. The Timeq, says that it is reported I,y private telegram from India that 115,000 bales of cotton have been shipped from Bombay in one week. This is believed to -have been under the news of a rise of only a penny in Liverpool. It is consequently to be inferrea that when the news of the recent great advance is received, much larger shipments will come forward than have been expected. The Viceroy of Egypt gave a magnificent entertainment, in an Oriental style of splendor, on board of his yacht, off Wool wich. Several members of the Royal fdmily, five of the Cabinet minist.erA, and many other distinguished people, were present. On the same evening a grand banquet was given in Loudon by M. Boucher, the French Minister of Commerce. at which Milner Gibson presided. About 150 mem bers of Parliament were present. The chairman, in proposing the health of Na poleon, said that at no time had the rela tion between the two countries been in a more satisfactory condition. M. Boucher made a very pacific speech, in which he expatiated on the benefit of the policy which France was thoroughly adopting.— He proposed as a sentiment the close alli ance of France and England. Mr. Coliden spoke of the pacific design of the Emperor and expressed the opinion that nothing short of an attempt to hit miliate France could induce them to a rupture with England. FRANCE.—The Presse states that the approaching imperial and royal interview will take place at Baden Baden or Co logne. A French provincial journal which had attacked the Czar of Russia for his recog nition of the Government of Italy had re ceived a warning for having insulted a sov ereign friendly to France. TT:MU:Y.-A desperate contest between the Turks and Montenegroes is reported to have taken place in the vicinity of Sentts river. ST. Louts, July 27.—A large and en thusiastic meeting was held in thd Court House last evening to encourage enlist ments for the war. The rotunda of the -Court House was-completely filled, and a large assemblage gathered on the street in front of the buildtug. Speeches were made by Charles I). Drake, F. P. Blair, T. S. Nelson -and others. A resolution was passed that the preservation of the Union is to St. Louis an interest greater than all other Intereit, and regardless of all other interests, declared to contribute the last dollar if necessary to reinforce the armies ; that loyalty shonld be intol erant to trason; and no discription of dis loyalty to the government of the United States should be tolerated by military au thorities; that we demand security from home traitors and rebel spies by their re moval from our midst. They are as follows: 1861 —Nov. 21st, 28th, 29th, (2). 1862—Jan nary 14th. _ - signed "German," we observe that one of the speakers at the German stand on Thurs day, Mr. Siebenick, a German attorney, stated that he would not enlist, being in favor of the conscription box, adding: "Let the lot decide who shall go or who shall stay at home, so that rich and poor shall be alike; I favor the conscription box;" and continuing to urge the people in that direction. Now we are not sufficiently versed in the German to have understood the speeci. referred to had we listened to it—and we regret this the more as we think there may be some misconception of the gentle man's -language. We do not believe that any speaker, English or German, would commit suet' a blunder as this—in the face of the motto on one of the stands: "No Drafting : Freemen always Volun teer." If such language was used and the views expressed are taken as those of any considerable portion of the people of Allegheny couidy, they are grossly misrepresented. Our people do not de sire a conscriptiom—they desire no such imputation cast upon their patriotism as the supposition that the required force cannot be made up here by volunteering. The whole community is in favor of this' system, as the most expeditious, honora ble and equitable. The idea ut a draft being equitable is simply absurd. True, all men, rich and poor, aristocracy and democracy, are equal in the drawing; but, when the lot decides, the pour man must go, willing or not, per haps leaving his family destitute; while the rich (in which category the speaker alluded to is included) can always pur chase a substitute. Thus it is the poor who must eventually go, showing that the conscription is unequal, inasmuch as it is unjust to tha laboring classes. Then when drafting is resorted to, un der what disadvantages does the conscript go forth to battle! Ile is drawn for three years, instead of nine or twelve months, gets no bounty or advance pay, and con sequently has nothing to leave w ;th hi s family, has no voice in the selection of his officers. and will get no land warrant if they Anal(' he given. The condition of the volunteer is superior in every respect to that of the drafted soldier, leaving out of the question the different individual es timation in which they would be respee tively held. There aro many reasons, aside from the universal desire to sustain the reputation of our State for devoted patriotism, why drafting should not be resorted to, chief among which is the length of time the pro cess would consume. We are confident that long before the lists could he prepar ed, Allegheny county will have furnished her full quota in rolunteer.g. and the ne cessity of nn unequal conscription be thus avoided. Enthusiastic War Meeting at Maysville. 'ursuant to announcement, a war meet ing waa held at Haysville on Saturday afternoon at two o'clock. The attendance was large, including a goodly number of ladies, and several gentleman from the city. The meeting was organized with the fol lo wing officers : President—Capt. J no. Ile said the Union army in front of Rich mond was still undismayed, and although not a prophet, predicted that the next fight would be significant of success to the Un ion arms. Great excitement has been produced at Canal Dover, inscarawas county, growing out of the discovery of a rieh vein of gold bearing quartz. n ear that place. The Dover Iron Company have been drilling for stone coal fir several weeks past, and a few days ago the auger struck a rich -vein of gold quartz, at a depth of about three hundred and sevens• five feet from the surlitce The quartz seems to be full of gold. and cveral gen Gimlet' have pronounced it fully as rich as the best California quartz. For some days the discovery leaked oat. and the country round about was so excited at the news that throngs of people docked to the scene of operations. The excitement. is still tremendous, and people continue to pour in from all directions. It is said that the company has been compelled to en close the ground with a stied, frame, in order to enable the workmen to go on with the drilling. The, quartz becomes richer a; the auger descends, and the Advocate says it would not be a matter of astonishment if a solid rock of almost pare gold should he renellf,l in a few days. Passing over the Minersville branch of the Pittsburgh and East Liberty Passen ger Railway, we observe that the streets over whieh it passes are kept in most admirable condition. and no complaint whatever is heard of dirty thoroughfares from the citizens along the road.
