DAILY POST. The Distress in Lancashire In the Rritish Howie of Commons, on the oth inst.. Mr. Algernon Egerton attention to the prevailing distress in I.s n cashire, owing to the cotton wished to have the opinioci of thy. Pre6i dent of the Poor Law Board on th., sub ject, and also asked the opinion of the Secretary of State for India, whether re ductions in the India tariff had been de- cided upon, and wheu they would come into operation. Sir C. Wood said that as yet he had re ceived no further information than had appeared in the papers; be had, however, no doubt of the truth of- the report that :he finances of India would admit of a con siderable reduction in the duties upon im parts. Mr. Villiers said that the Government were painfully alive to the necessities of the case, and he bad felt it his duty to warn his colleagues that if the war in the United States was prolonged, a great amount of distress in the manufactu turing districts might be expected. He had also issued circulars to the Boards of Guardians, urging them to take measures to be provided for such an emergency.— The answers which he had received were most confident, and he was satisfied from the tone of the general majority of them that they felt themselves prepar ed to meet any emergency by the ordi nary processes. He did not wish to mis lead, or, by understating the amount of distress, to encourage fallacious hopes for for the future; but, during the last weeks of April thort distress bad decreased, but it might be ovliag to accidental and special causes. In conclusion, he pointed out the neces sity of a firm and judicious. but liberal and humane administration of the Poor law, and assured the house that the Poor Law Board would do all in its power to give ad- vice and assistance to the local anthorities to meet the distress, which be was afraid would continue and become more severe. Mr. BRIGHT 'thought that government assistance would become 'necessary. He did not think that the boards of guardians could do all that was required. He urged the formation of local committees to col lect subscriptions from the classes who could afford to assist their poorer neigh bors, who were now struggling with diffi culties. Where this had been done no pressure had been felt. No doubt there was less cotton coming from India, which was owing to the fear of the war with America; and he wished to warn the noble lord at the head of the government that nothing was more prejedicial to the trade of Lancashire than hasty statements with respect to this war and the hiceskade. A statement of the noble lord, the Foreign Secretary, when he expressed a hope that in a few months the Northern States would allow the independence of the South, had for the time paralyzed business in Lanca shire by the sudden reduction it caused in the price of yarn. The Foreign Secretary was quite ignorant of the case if he sup: posed the North would have consented to loch a course. The trade was greatly un settled by the reports spread abroad of the blockade being raised, for the prices were so high and so sensitive that a sud den change was ruin to a person engaged in large transactions. It was, therefore, highly culpable and a breach of neutrality in the Foreign Secretary to indulge in the remarks he had made. Mr. ELIGILYT said he bad pereenally wit nessed the lamentable sufferings of the working classes, under distress brought upon them by no fault of their own, and the constancy and heroism with which they had borne them. He earnestly urged the government to do all in its power to promote the cultivation of cotton in India and the colonies. After some further remarks by sundry other niewhers the subject dropped. The London Tin:el ; itr an editorial upon the debate relative to the distress in Lan• cashire. says: It is, tob, for the honor of the nation that all the world should know its sacrifices in the cause of neutrality. The cotton manufacture suffers only from a dearth of cotton. It will be supplied ere long, it not from Ainerica, from those other cotton fields which this emergency is calling into fertility. Till then, Lanca shire is rich enough to do its dotGyy,•and recent alteration of the Poor Law will prevent the distress from falling into ex cessive pressure upon small localities. The. attention of government, .orthe Leg islature, of the whole nation, is upon the sufferers by this strange calamity, and if extraordinary and exceptional . means should be required, they will be forth coming." The Times looks upon the new slave trade treaty as the first fruits of secession, and says it is not a blow at the South, but a victory over the North. In theaame ar ticle the. Times says if the Northerners could only ace their own interests, they would stop short now and treat, as they will probably never have so good so op portunity.. . • • T.
