According to previous arrangement the committees appointed on Thursday-, by the Board of Trade and by the eitizeneat the public meeting on the same evening, as sembled at the Board of Trnde rooms on Friday morning. A number of physicians and nurses. both male and female, were in attendance, desirous of rendering any ser vice they could. A dispatch had been received from Sec retary Stanton, authorizing Maj. Mont gomery to charter a steamer to _transport It) the Tennessee river such a corps of physicians and nurses, with necessary sup plies,as the Itoard of Trade might organize and send out, and also to bring back a reasonable number of the wounded in the recent battle. The committee determined to send one boat entirely independent of the Govern ment end accordingly two steam ers, the ".I. W. Hailman" and "Marengo'' were chartered for the expedition. It was decided that F. lt. Brunot. Esq., and Rev. W. D. Howard. should' go in ad vance of the boats to Cairo to make the necessary arrangements for their reception and for bringing back the wounded. RICHMOND, , March 29 .—President Davis has sent a message to congress, asking a repeal of all existing military laws and ad vocating the enactment of a conscript law instead. He recommends the adoption of a law subjecting every man between the age of eighteen and forty-five years to a liability for military service. On its re ception a spicy debate ensued, in which Wigfall spoke in favor of, and Oldham against the recommendation of the mes sage. The Battle at Winchester. A dispatch from Richmond, dated March 96. says President Davis had that morning received a letter front General Jackson, stating that he had a fight near Winchester, on Sunday, with a Federal force of 18,000, which lasted till 4 P. M. when tho firing ceased on both sides. Jackson fell back after night to a better position at Cedar Creek, leaving Col. Ashby on the field un til next morning. The Vederals, Jackson says, moved also in tho night. retreating hack towards Winchester. His loss was considerable in officeri and men, whilst that of the Federals was enormous. The Revolution in Naval Warfare English Opinion The London Times thus speculates upon I iron-clad vessels, the subject being sug gested by the fight between the Mouitor and Merrimac. Eveu in this we can see the blind prejudice of the Times towards the South; it talks of the Merrimac with admiration, forgetful, apparently, of the Monitor's having "made her take water'." The campaign in Virginia has at last be gun. A. naval battle and a general advance of the federal army on the Potomac are the events which we record today. The Confederate frigate seems to have gain nn easy victory over her wood en opponents. The accounts of the action arc rather vague, but It appears that site disabled the Cumberland and the Con gress in a very short time. fulfilling, to the most complete manner the expecta tions that have been formed concerning irott-plated vessels. She received the broadsides of two of her Opponents at one hundred yards without sustainin g any damage. Site then ran into the Cumber land and with her iron prow laid open her sides. Thus, both in defence and at • tack, the Merrimac has realized the cal cnlations of European constructor!- It must now he looked upou us proved that woode n vessels go to sure and speedy de feat whenever they venture i'ito action against an iron-plated adversary. Those who object to iron sides that they are not invulnerable, inasmuch as, however strong the ship may be. cannon can be construct ed powerful enough to pierce it, must. we think, abandon theirtoo captions criticism. We see in the Merrimac that a vessel can be made practically invulnerable even to the heavy naval guns which are at present in use. Nothing now remains .;,r the Ad miralty but to discontinue the building of wooden vessels, and to convert all that will bear it into machines of war resembling the Conftderate frigate. The only real opponent which the . lerrituac foti.el was another iron-plated frigate, and, had it-not been for this vessel, it is possible that the Aferrimac might have destroyed the whole federal squadron. The Merrimac is de scribed as " covered with sloping iron plates, extending two feet below the water line, and meeting above like the roof of a house." This peculiarity of construction may possibly not be necessary to efficiency; but, as a vessel thus built has actually matte a great success, it would be worth while fully to examine the principle before con structing any more of our own on the plan already adopted. The equipment of the Merrimac shows that there are good heads in the Navy De partment of the South, and the gallant manner in which she was handled in action is a token that the Confederate courage is still as high as ever. But it is not by sea fights that the fortunes of the new republic are to be determined. The brilliant affair of the James river will, no doubt, do much to reanimate the Southerners after their successive defeats, but in itself it is of little importance. The Tenth New York. Among the many regiments in service few surpass the Tenth New York, Col. Bendix, in appearance, discipline and drill. Constant practice has made them perfect, and the best military judges acknowledge them equal to regulars. FROM WASHINGTON The Finance Question.
