At the annual meeting of the Liverpo-I Chamber of Commerce tho blockading .e of Charleston harbor was at ongly denoun red, and the efficiency of the bloclte, questioned, but continued non interventio n was generally approved. Mr. Bright, in a speech at Birmingham denied that the American blockade was ineffective. He ridiculed the idea of America being in a position to be trampled on. He pointed cut the dangers of inter ferenco, and strongly urged a strict new. trality. B.—Parliament opened to day, when the Queen's speech was de livered, which is as lollOWS: My Lords and Gentlemen—We are corn mantled by Her Majesty to assure you that Her Majesty is persuaded that you will deeply participate in , he affliction by which Her Majesty has been overwhelmed by the eslamitous, untimely and irreparable loss of her beloved consort, who has been her comfort and support. It has been soothing to Her Majesty, while suffering must acutely under this awful dispensation of Providence, to receive from all CISEStS of her subjects the most cordial assurances of their sympathy with her sorrow. We are commanded by Her Majesty to assure you that she looks with con tidence to your as sistance and advice. Her Majesty's rela tions with all the European vowers con.. tinue to be friendly and satisfactory, and Her Majesty trusts there is no reason to apprehend any disturbance of the peace of Europe. A question of great importance, which might have led to very serious con. sequences, arose between Her Majesty and the government of the United States of North America, being the seizure and for. cible removal of four passengers on board a British mail packet 1 y the e , romander of a ship of war of the United States. That question has been satisfactorily settled by the restoration of the passengers to Brit , ish protection, and by the disavowal by the United States government of the act of violence committed by their naval officer. The friendly relations bet ween Her Majesty and the President of the United States, are therefore unimpaired. tier Majesty will willingly appreciate the loyalty and patriotism which have been manifeated on this occasion by Her Majesty's North American subjects. The wrongs committed by various parties and by successive governments in Mexico, up. on foreign residents within the Mexican territory, and for which no satisfactory I redress could be obtained have led to the omelusion of a convention between Her Majesty, the Emperor of France and the queen of Spain, for. the purpose of Toga. lating the combined operations of the coast of Mexico with a view to obtain that redress which has hitherto been with- held; that convention and the papers on the subject will be laid before you. The, improvement which has taken place in relations between her Majesty's Govern ment and the Emperor of China, another good faith with which the Chinese Gov ernment have continued to fulfil the sir rangements of the treaty of Tien Sien. have enabled Her Majesty to, withdraw her trcops from the port of Careen end to reduce the amount of her forces. Her Majesty always anxious to exert her in fluence fur preservation of peace has con cluded a convention with the Sultan of Morocco by means of which the Sultan has been enabled to raise the amount nones. eery for the fulfilment of certain treaty ar rangements which he had contracted to .werds Spain, and thus to avoid the re. suit of a renewal of hostilities with that power that convention and papers connec ted with it will be laid before you. Her Majesty regrets that in some parts of the United Kingdcm and in certain branches of Industry, temporary muses have pro. died considerable pressure and privation, but we havErremon to 'believe the gene:. al condition of the country is sound and satisfactory. Her Majeaty_oonfidantly com mends the general interests of the nation to your wisdom and care; she fervently prays that the blessing of Almighty God may attend your deliberations and may guide them to the protection of the wel• fare and happiness of her people.
