These ten companies have Lwu steamers, 60ven hand emrit.es, (two condemniai by the Committee of Inspection and recom mended to be replaced by steamers.) eleven hose carriages, (one condemned,) and 1b,500 feel of hose. As we have said, the companies are all active and efficient, doing good service in time of need. We have a Firemen's Asso ciation, composed of delegates Irom nine of the companies, (one, the Fairmount, not shar ing the benefits of the Association,) a Chief Engineer of the department, with assistants, and a sufficient number of Fire Wardens.— This Association is sustained by subscriptions irom Insurance Companies. Councils making no appropriations to it. The Engineer and bis assistants are competent and energetic, per forming their duties as w.-!i as circumstances will permit, but laboring under the disadvan tages hinted at in our last, tine of the com p&oi6B enumerated &bovc bas contracted for • first-class steam engine, which will he put in •ervioe during the coming month ; and two Other companies are making strenuous exer tions to the same ond and will doubtless suc ceed, so thst by the close of the year our force will probably stand thus: five x'.oam engines; five hand engines ; ten hose carriages; ]' v 7im feet hose. Now, few persons who have nut taken the trouble to investigate this matter for them selves will believe when we state that the total appropriations to the tire department by the city this year amount to s7,f>7'i 70, divided thus; three steam engines, sl,unu each, SB,OW: sii hand engines, S4W eseb, s2,4f>o ’ repairi on engine houses, gS 1,17 G 7o ; installment on Allegheny lot, sl,utxi. And this is all they will receive from the city. The appropriation this year is liberal, compared with what it has been, in the aggregate, yet how insignificant this amount when tho valut' of tho dopErtm&rit, small as it ig, is taken into consideration, (jf course, $4<X) per annum will not support and keep in repair a band engine, and hose ear- ' riage, nor will sl,uwi maintain a steamer Consequently, tbe balance necessary must be made up by private contributions of the citi aens, members, (who thus pay for the priv ilege of protecting the city,)'and insurance Companies. All appeals for larger appropria tions have been steadily disregarded bv Coun cils, and until within a year or two wo have not had an adequate euj ply of hose, so that Borne of the companies were even obliged to solicit contributions f.,r ihe purchase ..I that very necessary articlo. What a commentary this is upon the wealthy city of Pittsburgh doling out this niggardly sum to the noble firemen, who, without feeor roward, protect the property of her citizens. The policy seems '•penny wise and pound foolish the depart ment Bhould be liberally provided for and its strength increased, tbps giving it additional efheiency. From a little book we nave in our possession ■we learn that the Fire Department of Phila delphia is (or was in IBGUI composed ~f 4.; en gine companies, 42 hose companies and 4 hook and ladder Companies—Ml :n all. The number of aleamers then in service wap IP, and hap, we believe, since increased. Tue number oi active members is about 8.000. The officers of the Department are a chief engineer, n.ur assistants and a secretary, paid by the city The organization is sustained bv appropria tions Irom the city, dividends from the Fire Ascociatlon and contributions. We are not advised of the cost of maintaining this large organization, but it mast be heavy. Had we a similarly organized department, proportion ately large, our security from fire would be much greater. We have no hope of seeing a paid fire de partment organized in this city during the nest ten years, but we think that Councils might be induced to make larger appropria tions for tbe Department. As we have stated It is probable that wo shall have five -team en gines in service by tho close of the year, if a sum could be raised to purchase j teamere for the five other companies, wo be lieve, In proportion to our population and ex tent of territory, we should boas well supplied as our neighbors. Tbe old engines would bring something and a reasonable sum could br raised by private contribution. Then, all companies being on equal fooling, bavin steamers, which require fewer men to manage them, with a board of officers well pa { d by tbe city, and a liberal annual appropriation of say $1,600 to each company, we would have a do partmont in which our citizens mignt take a Just pride, inasmuch as it w-.uid s« ure them all possible protection. The organization could be made more perfect, and tho Chief Engineer and bis assistants would feel more interest ar J take more pride in inspiring a proper degree of respect among tbe members of tho depart men land enforcing thoir orders. More money, perhaps $10,060 or $20,000 annually would be required to keep up the steamers, pay officers, engineers and drivers, purchase hose and keep houses in repair, but the benefits oi a complete and efficient fire department would he uni'ver aally lelt and recognized, amply repaying the incroaaed expenditure in additional scJuri.v in case of fire. The establishment of a central firo alarm which has already been agitated, is another important matter. It would not only prevent the frequent false alarms, which arn'a serious evils bat give the public some intimation ol tho locality ot a firo, which they and the firemen are now left to ascertain by their viis The cost would be trifling, and n man could be cm ployed to keep constantly on the l„u!i- ou t and g,>ethe alarm when a li re does breakout for a mo<2.« rate compensation Wo do notadvo. cate the establishment of tho police and fire alarm telegraph in use in other cities, with sta tions ail over thOcity, for we bolievo that until our police force is i-'-crganizod and increased it would be, in a manna.'- useless, aside from the expense of introducing it. Nor now do we need afire detective police. These will follow in the train of other reforms spoken of in due time. But wo do seriously urg'.o the central fire alarm, believing it will be of great benefit In giving early and reliablo informa tion as to fires, thus leading to tbeir prompt extinguishment. Wo Fhould have had this long ago, especially as the cost, in comparison with the benefit, would bo nothing. Two or more book and ladder companies would also increase the efficiency of tbe Department.
