'Besotted, That the doty of every loyal man is plain and. unmistakable—unconditional allegiance to the government, to be manifested in a hearty support of the policy of its Executive for the suppression of the rebellion. - Uetolced, That the domain of loyalty extends to the very boundary line of the domain of treason, so tbat.tfaere is no middle gronnd where men may stand, neutrals,having neither lot nor part with either; and that, therefore, who is not unconditionally for hU government and oonntiy is the foe of both, perhaps not actively, but in effect, and by example. Besotted , That the members of the National Union league of Wellsboro will so testify of their loyalty to the government, both in speech and action, that no roan can reasonably question it; and that they will never give over active co-operation, with the constitu ted authorities in the prosecution of this war, until all traitors. Sooth and North, shall have received the just punishment which their misdeeds merit. On motion, the subject of organisation was referred to the Executive Committee. « On motion by Hev. J. F. At a meeting of tile citizens of Mansfield and Rich* mood, held at the IM. E. Church, in Mansfield, on Monday evening, March 23, 18C3, a Loyal Unton League was formed; and tho following Preamble and Constitution accepted: PREAMBLE. Section 1. That |it is the duty of every citizen to unite in all efforts to preserve and perpetuate the Union. Secl 2. That the conduct of disaffected persons, claiming to be citizens of the United States, yet zealous ,in their attempts to embarrass and impede the actions of t|ho legally constituted authorities; and in their utterance of treasonable sentiments de serve and should receive the condemnation of every lojal citizen. Sec. 3. That every citizen owes allegiance to the government, and be who denies its authority or fails in his July to uphold the honor of its fiag, is an abet' tor of treason, and should suffer the penalty due to bis crime. Sec. 4. That {bis meeting, under solemn convic tions of dnjy, and on the firm reliance of the justice .of that Providence which guides and guards govern ments and peoples, does hereby resolve itself into a Loyal Xeaguo 6f Union citizens, pledged to an un conditional support of government in all its efforts to suppress tfce rebellion, and an uncompromising oppo sition to treason in whatever form it appears. Now we, th£ undersigned, citizens of the United States of America, so associated and assembled, do affirm the said- resolutions os constituting our plat form and declaration of principles,. to which we pledge unwavering fidelity. And we adopt the fol lowing plan of organization : CONSTITUTION. Article 1. Our name shall be the “ Mansfield and Richmond Loyal League Association.” Art. 2. The officers of tbo League shall be n Presi dent, two Vico Presidents, a Secretary, and an Ex ecutive Committee of five members, (three of whom shall form a quorum,) who shall hold their respective offices for the term-ef three months. The President and Secretary shalTfbe cx-ojido members of the said Commitcc. Art. 3. Tbo duty of tbo President, Vice Presidents, Secretary and Treasurer, shall be those .ebargod by such officers. Art, 4. It sboll be the duty of the Executive Com mittee to call meetings of the League, to correspond with loyal associations, to fill vacancies in the board of officers, and to devise, adopt, recommend, and carry into effect the purposes of the League declared in the foregoing preamble. Adams, Geo. W, King, and S. B. Elliott. Is is hoped like .Leagues and associations will be formed throughout the county, and a full and eom plere organization bad by oar people to pat down this most causeless yet wicked of all rebellions. Mansfield Classical Seminary and State Nor- mal- SchooL ■Mr. Editor: I am requested to announce, through youv paper, that the trustees of the Mansfield Classi cal Seminary and State School, at their meeting yes terday, passed a resolution expressing their intention to open school with an entire new Faculty, to com mence ou or about the 29th of April next. Negotiations are in progress to secure teachers.
