Tbe State Supreme Court, silting in Philadelphia, on Monday granted a new trial to J, M. Andrews, of Warren, convicted last August or the murder or Emile Amann, superintendent or the waterworks. It is stated Andrews' at torneys will make a motion for a change or venue, basing their argumeut on tbe belief that it is not possible to secure an impartial jury in Warren county. It is lossible tbat either Elk or Clearfield countlea may be selected if tbe motion is granted by Judge Hinckley. Tbe reason for the reversal or the lower court's decision was based almost entire ly upon tbe Instructions to the jury given by Judge Hinckley, whicb were termed "inadequate and erroneous." Judge Stewart banded down the decision, whicb is lengtby. Although there were 42 as signments or error Judge Stewart passed briefly over all but the first.
