Candidate Skeatz's Opening Speech. Tbe opening speech of Mr. Sheatz, tbe Republican candidate for State Treasurer was direct, manly and unequivocal. He gave every pledge that the people could ask, and his pledge was convincing be cause there wss an honest, fearless man behind it. Mr. Sbeatz declared for the punishment of the Capitol looters to the fullest extent of the law. Whatever be can do to pro mote that object will be done, and no ef fort within hia power to prevent the re currence of such crimes in any branch of tbe public service will be spared. He has himself been an upright and irre proachable publio representative and that, too, amid many temptations and he abhors such a betrayal of publio trust. But his pledges went much farther. He said: "Of this you can be absolutely sure that if elected I positively will re fuse to pay any request or demand upon the State Treasury where theexpenditure Is not clearly defined and approved by existing laws, or when I suspect that great extravagrnce exists." That goes right to tbe root of the whole matter. Tbe Treasurer is tbe custodian of the State funds. He pays upon war rant, but that is nota perlunctory mission to pay sny and every warrant that may be presented. He must know the au tbority of law for it. He must be on guard agaiust wanton extravagance. He must be a faithful watchdog. If any other official baa been lsx he must en force rigid accountability. That is what Mr. Sheatz pledges himself to do aud his record is tbe assurance that he will ful fill his pledge. Tbe people of the Stats can ask nothing more or better. Mr. Sbeatz will do bis dutv without fear or favor. He Is free and antrammeled. He is under no obli Rations except to tbe people. He was nominated, not by machine influence, but by tbe general sentimentof independ ent delegate who recognized the import ance of making a candidate whose char acter and record would command Im plicit publio confidence. A report from Fredonla, N. Y says the Chautauqua grape belt la in Ane con dition and tbe harvest promises to be very large. The opening of the publio school at Sblppenville, Clarion county, has been postponed for a couple of weeks to await the termination aud outcome of a case of small pox that bas developed in tbe com munity. At New Castle 62 children, under two years of age, have died during July and August. Cholera infantum was the chief cause of the mortality. At Youngstown 43 children bave died since August 1, the majority from cholera infantum. Emory Covell, aged 20 years, son of Mr. and Mrs. Cbsrles Covell, of Goodwill Hill, Pa., was killed at Celeron Sunday afternoon by being struck by a trolley car. His besd was badly crushed and bis body mutilated, death resulting Instatntly. Young Covell bad been employed as a pumper by George Coe at Pleasantville. Besides bis parents, he leaves surviving five sisters and two brothers, George Barnes, of Shingle House, N, Y., was held up Saturday by three masked footpads and robbed of bis watch and $7 In money. Not content with this tbe footpads relieved him of all his clothe-., even to his underclothes and socks. Clothed only in tbe darkness of tbe falling night, Mr. Barnes was enabled to reach a local hotel without being aeen by any but the greedy bandits. A number of young men who reside in Sheffield and Warren are preparing to go to Mardi Graa In New Orleans this winter, This trip will be msde from Warren to New Orleans by boat, and it ia expected that about three months will be consumed in their trip which will be started as toon as the water reaches a stage sufficiently high to carry tbe boat over the shallows in the stream. A naptba launch will be taken with tbe party so that good pro gress can be made through slack water when necessary, and tbe bouse boat can be kept out of the track of tbe big steam ers on the Ohio and Mississippi. Henry Wsgner, tbe prisoner in tbe Mead ville jail who is charged with assault ing 14-year-old Alma Whitehead near Turnersville confessed Wednesday to two similar cases of assault previous to tbe one on which be is now beid. He also made known bis identity. He said bis name was Henry Lehna, of West Newton, Pa., where bis parents and his brother and sister reside. One of tbe oases to which Lehna confessed was that upon Nellie Ott, 15 years old, at Ridgely, Mineral County, West Yirgiuia, on June 22 last. The other was upon 14-year-old Mary Meds gar, at West Newton, July 6. Lehna was Identified by both these victims. In tbe West Virginia affair Lehna caught Miss Ott early in the morning while she was in tbe mountains after the cows. He dragged ber to bis camp where be tied ber to four stakes previously driven in the ground. Well, this is one of tbe dryest seasons I ever saw. It has not rained for two months and everything Is drying up. In fact I am just about dried up myself and tanned as brown as an Indian. Some of tbe machines have shut down for water, but there is plenty of work and men are scarce here. The corn crop In this part is a failure; the wheat was good but there Is not much raised here.
