Talk like that was never beard when both branches were Demo cratic. While it is easier to suggest state luws than to pas them or secure consent of tbe courts for their operation, it is to be hoped that tbe efforts of tbe Pennsylvania legislature will prove fruitlul of real reform. Titusville Herald. Yes, real reform. All tbe really good men seem to be quitting Congress. First there was our own and only Joe Sibley; then Mr. Dresser, of Bradford, and now cornea "the best and dearest among tbem all," Hon. William 0. Smith, who eays he'll not ask to be sent back. It doesn't seem to be a real "love of a job" alter all. Funny, Isn't it, that most of the news papers of tbe State are now violently in lavor of trolleys carrying freight, and are saying so out loud? There was a dense silence on tbe subject a year ago. Pbila. Press. And none more dense than the Press. That paper was able to "keep still" in more than nine different and distinct languages. Judge Bouton, of McKean county, has declared unconstitutional the section of the road law of 1905 which provides a method of abolishing the right to work out taxes on the public roads in the town ships of this state. The question came upon the petition of citizens of Foster township to hold an election on tbe prop osition under the terms of the act. Tbe court beld tbe mode provided by the legislature for changing the method of collecting road tax to be in conflict with the clause of the constitution prohibiting special legislation regulating tbe affairs ot townships. It is beld that, while the legislature has the right to pass a law changing the system of collecting road tax in townships, it must he of general application. As the legislature can not change the system In one or more towD ships by direct enactment, it can not dol ogate authority to do so in the manner provided by tbe law of 1905. Things are bad enough now, when stock may be kept tweuty-eight hours without drink under a July sun in a hot car, but to enable heartless nieu to keep cattle. Bay, from Monday morning at six o'clock to Tues day night at ten, is unworthy of a civil' ized people. Cattle and horses Buffer as keenly as do men and women when they are deprived of water and there are now available thousands of Improved stock cars which may be used, and thus the animals properly cared for. Another im portant consideration is that stock thus treated becomes feverish and unfit for human food. If the National Health De partment does not prevent the enactment of any such legisU Ion, or at least try to tlo so, it will have failed in Its duty, and any Congressman voting for these bills blight to be at once retired to private life, Franklin News. . In tbe House of Representatives at Harrisburg, Wednesday, Chaplain Moore offered this prayer: "O Lord, we com mend Thy blessings to rest on these dear representatives. We verily believe there is not a bad man on this Door that money or politic! influencs could constrain to puncture the dear old constitution of the state. May those representatives quickly consummate the legislation of this session aud go to their homes and loved ones, and then tbey can afford to patiently wait tteir judgment day in November." It la noted that tbe reverend gontleman "does not believe there is a bad man" in tbe House who could be constrained to "puncture the dear old constitution of the state." We trust Chaplain Moore's belief is well grounded, but, as an example of man's faith in man, it must be admitted that tbe one be furnishes Is striking to a degree. All, however, will echo his sen timents to the end that the members get move on and get borne as soon as pos sible. Blizzard. In yanking himself bodily out of the contest for any 'future Congressional honors Hon. W. O. Smith, of Punxsutaw ney, makes a good bit in an editorial in his paper against the detestable rotation system of electing members of Congress, system which debars many good and honest man from ever forging to tbe front, or being of any prac'ical use to his constituency. In conclusion Bro. Smith says, "In making my exit from the Congressional arena, at tbe end of the present term, I feel that I bive played tbe part of an awkwaid amateur, in an engagement which has been unsatislao- tory to myself and unprofitable to my constituents; that while I have attended to the distribution of seeds and docu ments, and made an honest effort to gel everybody a pension or posto(ucel there will be no reason wby I should not slip so quietly aud unostentatiously back into tbe harness as tbe editor of the Punxsu tawney Spirit as not in tbe least to dis turb tbe equilibrium of the country or cause any undue consternation in tbe next Congress because of my absence." What Vaccination Did. Commissioner of Health Samuel O. Dixon has received the following letter from John T. Hyatt, of Jersey Shore, Pa., former Vice-Consul at Santiago, telling of Mr. Hyatt's personal expe rience In fighting small-pox with vac cine virus: Jersey Shore. Pa., Jan. 4, 1906. Hon. Samuel G. Dixon, Commissioner of Health, Harrisburg, Pa.: Dear Sir As at Lock Haven and other parts of the state there Is so much opposition to vaccination, as re quired by the Act of June 18, 1895, I feel constrained to write you some of my own experiences and observations with reference to that subject I was American Vice-Consul at Sant iago De Cuba from 1893 to 1897 Inclu sive. The influx to Santiago from the rural distilcts. where, on account of the revolution. It was very dangerous to live, was very heavy, and particu larly after the inhuman reconcentra- tlon order of General Weyler. In 1896 Industry was stifled and poverty and starvation were reigning supreme at Santiago, mrat selling as high as 75c. and 1 a pound, eggs at 10c. apiece, and other things at proportionate prices. At this time yellow fever and small pox broke out In the most virulent form. It was estimated at the time that during that year there were 10,000 cases of yellow fever and 20,000 cases of small-pox In the city of Santiago. As I recollect It now, the death rate from these two causes alone In that city ascended to a level of from 60 to 100 deaths per day. The Spanish government, unmindful of the welfare of the people, took little or no steps to stamp out the scourges. and although private enterprise im ported a considerable amount of vac cine virus, yet the indifference of the authorities and the opposition of the illiterates, being perhaps about 75 per cent, of the population, prevented any considerable amount of vaccination. No efforts were made at quarantin ing. Those suffering in various stages of small-pox walked about the streets, mingling with the people unmolested, and many of them came into the con sulate on business. Small-pox broke out in nearly all of the houses in the vicinity of the consulate. One man, I remember particularly, afflicted with the dreadful disease In its confluent form, lay In my plain sight in the open air under the eaves of a house stand ing back in the adjacent lot, not more than 40 feet from where I worked at my deBk, with the breeze blowing from him to me, and I saw this man die and his corpse carried away. My father and mother and wife were wJth me at this time, and aa soon as the small-pox broke out we were all vaccinated, although we had each been successfully vaccinated in previous years. The vaccination took slightly with each member of our family, and we were all vaccinated regularly there after every month or two. In order to use every possible precaution, but the vaccination did not take In any case practically after the first application. Whenever fresh virus came to the consulate from the States we distrib uted the supply where It seemed to be most advisable. Although constantly exposed to confluent small-pox for nearly two years, none of my family took the disease. Neither did others at Santiago during that eventful period who were careful to be successfully varclnntod, as I recollect now from in quiries then made, although the dead wagons were carrying such a continu ous freight to the cemetery that it was a common thing for the sexton and his help when night fell to find 20 or 30 more corpses on their hands for inter ment than they were able to bury, and which they had to leave out all night in the cemetery and bury in the morn ing. If this letter can be of any help to you in your nwgnlfkent work of en lightening the people of this Common wealth on the importance of vaccina tion, you have my permission to use it.
