It seems that all that is necessary to call forth i shot from a Spanish gun is for a ves ael flying the stars and stripes to be caught anywhere within a dozen miles of the Cuban coast. It is difficult in get accurate re ports of the many skirmishes and battles fought in Cuba between the Spanish troops, and the Cuban revo lutionists, but it must be evident to all that the rebellion is stronger to day than it has been at any time siDce the present revolt began, and it is more formidable than any rebellion ot the past. That Geueral Campos, the leader of the Spanish forces, has suffered disastrous defeat in an aggressive campaign ag.Vmst Macco, the leader of the insurgents, can no longer bo disputed, and the success of the revo lutionists has certainly been rapidly spreading the revolt amoDgst the Cuban people during the last few months. The only possible hope of main taining Spanish ascendency in Cuba is in sending an army of not less than 20,000 well equipped troops into Cuba for winter operations, but even then the difficulty would be that the insurgents can elude them in their places of retreat and delay them un til another summer comes, when dis ease would be certain to be much more deadly for the Spanish forces than all the battles they could Gent. Whether Spain is able to meet this great strain upon her is questionable, but unless she can send sufficient forces to overrun the entire couotry and hold it, Cuban independence may be regarded as in the near future.
