President Hariison's message on the Chilian affair was read in both houses of Congress Monday. It is couched in language dignified and firm, and goes straight to the matter at issue, its very brevity gives it force, and from the facts so saliently presented the people can see the situation which confronts the Nation. The time when further delay cannot honorably be tol crated is here, and if Chili will not act this country must. As summarized in the ultimatum sent to Chili last week me 1 resident s conclusions are that hostility to this government, and do act of the sailors themselves, led to the assault and murder; that the public authorities of Valparaiso not only failed to protect our sailors, but that Chilian police and soldiers par iicipatea in the assaults opon them both before and after arrest, the inhe rent probabilities beioi; that one soilo was killed by police or soldiers, and therefore, the President asks "for suitable apology and some adequate reparation tor the injury done this government." If this proposition is not ac ceptable to the United States Govern meot, the Chit ian Government suggests that the matter be submitted to the decision of the Supreme Court of the United Slates. Ihe death of Justice Joseph P. Bradley, of the United States Supreme Court, occurred iu Washington on Jtriday last, and removes from the oencn one ot the oldest, in point of years, as well as one of the ablest cf the eminent jurists from that exalted position. He was aged nearly 79 years, and has occupied the bench since March, 1870, when President Grant oppointed him to the place, his residence then being New Jersey.
