Mr. Tilden'8 relatives, some of them at least, are much displeased at the way in which the deceased dislrib uted his estate, especially in devising so much to the public good, aud they are actually talking of contesting the will. They will probably think better of this determination, however, as a provision is inserted in the instrument which forfeits the legacy of any heir who shall unsuccessfully contest the will. Mr. Tilden seems to think that if the contcster can break the will be should be paid for bis trouble, but he fails he loses what he otherwise would havo bad. The dissatisfied heirs will all be likely to conclnde that "a bird in hand is worth two in the bush," however. anything to oeat Wallace is dow tbe battle cry of all the'opposing factions of the Pennsylvania Democ Tacy, and it begins to look as if the Clearfield statesman was cot to have a walk-over at the State Convention next week, as his friends had been predicting. Ilensel is credited with pulling President Cleveland into the fight as the supporter of Black, with the understanding that if the latter cannet be nominated McCormick, of Harri&burg, shall be the man. Ran dull and Scott are in the scheme along with all tbe other anti-Wallace lead era, aud they are cciosr to make it un comfortably hot for the wily William. It is questionable, however, whether tbe President's interference in State politics will not do the party more harm than good in tbo impending campaign. A very large section of the Pennsylvania Democtacy take mighty little stock in Cleveland at best, and if they fiud bini meddling with their little home arrangements the feeling will be much embittered. Taking it by and large, the coining canvass promises to be one of peculiar interest, with the factional fights in the ranks of the Democracy more bit ter than for years past. Meantime Wallace's friends continue to claim that he has already a sufficient num ber of delegates pledged to him to guarantee bid nomination on the first or second ballot. With tho Federal forces arrayed against hiui an entirely alifJoreut result may be reached. Mean time Mr. Waliaco is in a position to give battlo or run, as best suits his book, and thorein he has displayed wU$ generalship. Chronicle Tele-graph. Mexico's Courteous Proposal. A special Washington despatch to the New York World states that the Mexican Government proposes that the United States send to the City of Mexico an able lawyer as a ppecial envoy of this Government to confer with the Attorney General of the Mexican Republio as to the proper in terpretation of the law under which Cutting is held. If this is true it shows at least a friendly and concilia tory spirit on the part of the Mexi can Government. Indeed, all the acts and communications from the Mexican National Government have been mark ed by a courtesy which contrasts rath er unfavorably with the bearing of our own State Department, with its peremptory demand for Cutting's in stant release before a full understand of the case had been reached. There is need of just such an inqui ry into tho case by a competent and unprejudiced agent of the ' American Government. It docs not seem to be well understood either in Washington or elsewhere of what specifio ofTeusc Cutting was convicted and whether he did or did not personally circulate tbe second libel on the South of the Rio Grande. The Mexican authorities seem anxious to have an American lawyer examine their statutes and sat isfy this Government that the convic tion of Cutting was in conformity to and warranted by the laws of Mexico, Here the Mexicans seem to be under a misapprehension. It is not question ed, nor is it material, that Cutting's conviction and sentence are in harmo ny with Mexican law. The position ot toe united folates is tnat, with or without a law of their own, Mexican courts have no right to try a man for an offense committed in this country It is claimed in behalf of the Mex ican view that Cutting had been dom iciled in Mexico eighteen months prior to hia arrest. He had voluntarily taken up his residence and engaged in business there and subjected himself to the laws and authority of Mexico. One of these laws provides that under certain circumstances offenses commit beyond Mexican territory may be pun ished by Mexican tribunals. If Cut ting's merits were all that is involved in the affair this answer would suffice, but the Mexican claim of exterritor ial jurisdiction is at variance with the American idea of national sovereignty. A crime is against tbe peace and dig city of the country in which it is com mitted, and we can not with propriety allow a foreign tribunal to punish of fenses committed on this soil, especial ly when the alleged offender is also an American citizen. This view should be enforced without bluster or bravado, but with diguity and firm nets. As for the merits of Cutting himself, they may safely be left out of consideration, as tbe evidence shows they are non existent. rhila. Press. Good Farm for Sale. Geo.
