The candidates for tlio several offices e lift 1 1 have their names an nounced in one or more of the county papers at least three weeks previous to the Primary Meetings,' stating the office, and subject to the action of the party at the said primary meetings. 2. The voters belonging to the Re publican party in each township or borough, shi.il meet on a day to be designated by tho County Committee, at the usual places of holding spring elections, at 2 o'clock, r. M., and pro ceed to elect one person for Judge, and two persons' for Clerks, who shall form a Board of Election to receive votes and determine who are the proper per sons to vole, and who shall hold the polls open until 7 o'clock r. M. After the polls are opened, the candidates announced shall be ballotted for; the name of each person voting shall be written on a list at the time of voticg, no person being allowed to voto more than once for each office. 3. After the polls are closed the board shall proceed to count the votes that each candidate has received, and make out the returns accordingly, to be certified by the Judge and attested by the Clerk3. 4. The Judge (or one of the Clerks appointed by tho Judge) of the respec tive election districts, shall meet at the Court House in Tionesta, on tho Tues day following tho Primary Meetings, at 2 o'clock r. M., having the returns and a list of the voters, and the person having the highest number of votes for any office, shall be declared the regular nominee of the Republican party. 5. Any two or more persons having an equal number of votes for the same office, the Judges shall proceed to bal- ot for a choice, the person having the highest number to be the nominee. 6. The Return Judges shall be com petent to reject by a rnnjority, the re turns from any district where there is evidence of fraud, either in the returns or otherwise, and shall reject them where there is evidence of three or more persons voting at the primary meetings who are not Republicans." 7. The Return Judges shall appoiut Conferees Representative, Senatorial and Congressional whoso acceptance of said appointment shall be a pledge to support the person who may receive the largest number of votes cast for that office in the county. 8. The Return Judges may at any time change the mode and manner of selecting candidates ns they may be instructed by the people at their pri mary meetings, due notice being given by the County Committee. 9. The Chairman of the County Committee shall be required to issue a call in pursuance of the action of the Countv Committee. Notice to Tax-Payers. Under date of February 22d, 1873, Miss Sara T. Smith writes from Llnwood, Del aware county, Pa., to Co). Dunbar, of Wau kesha, Wis. The letter Is boforo ns. It bears the unmistakable evidences of cul turo and' refinement, 1esldes being per vaded with the writer's religious feelings and full belief that a Divino hand led her to try Bothesda water for her aflliction, "Bright's disease" Wo mako some ex tracts. After detailing her intenso miller ings, Miss Smith tells of the arrival, of tho first gallon of Bethosda water : "It came, and I followed tho directions, stopping all other medicine. In less than four hours the pain was gone. 1 slept well that night, and tho next day left my room for the first time for four weeks." The supply of water (1 gallon) then gave out, and it was flvo days before the suller er received a 10 gallon keg. Meanwhile, "tho ptdn had returned and all tho old mis ery. On Wednesday night (February 13), I suffered so that Ivm given 1 of a drain of morphia (the most I ever took at one time) without effect. On Thursday I com menced drinking the water at 8 A. m., and before noon was perfectly free from pain, and had no return of it."
