That ir ony person deprived' of citizenship and disqualified as aforesaid shall at any election hercaltor to bo held in this Commonwealth voto or tender to tho officers thereof, and offer to voto a bal lot or ballots, any person to-offending shall bo guilty of a misdemeanor, and on conviction therool'in any Court ol' Quarter Sessions or this Commonwealth, shall for each offence be punished in a like manner us is provided in tho preceding section of this act, in tho case of officers of elections receiving such unlawful ballot or ballots. That if any person shall hereafter persuade or advise any person or persons deprived of citizenship and disqualified as aforesaid, to offer any ballot or ballots to the officers or any election horeifier to be held in this Commonwealth, or shall per suade or advise any such officer to receive any ballot or ballots from any person de prived of citizenship and disqualified as aforesaid, such persons so offending shall bo guilty of a misdomeanor, and upon conviction thereof in any court of Quarter Sessions of this Commonwealth, hi all lie punished in like manner as provided in the second section or this act, in tho case of olllcers oi sucti election receiving such un lawful ballot or ballots. REGISTRY LAW. I also give official notico to tho electors or rorest county that, by an act entitled " An act further supplemental to the act relative to the elections tit' this Common wealth," approved April 17th, 18ol, it is provicieu as louows : Section 1. 15e it enacted by tho Senato and House of Representatives r the Com monwealth ot Pennsylvania in General Assembly met, and it is hereby enacted by tho authority of tho same, That it shall lie tho duty of each of tho assessors of this Commonwealth, on the lirst Monday of J uno ot each year, to tako up the transcript ho has received from the county commis sioners under tho eighth section of tho act or loth of April 1834, and proceed to an im mediate revision of tho same by striking therefrom the iiamo of every person who is known by him to havo died or removed since tho hist previous assessment from tho district of which he is tho assessor, or whoso deoth or removal shall ho mado known to him, and to add to tho samo tho namo of any qualified voter who shall bo made known to him, to have removed in to tho district since tho last previous as sessment, or whose removal intothe same shall be or shall have been made known to him, and also the names of all who make claim to him to be qualified voters therein. As soon as this revision is completed lie shall visit every dwelling house in hisdis trict and make careful inquiry if any per son whoso name is on his list has died or removed from tho district, and if so, to take the same therefrom, or whether any qualified voter resides therein whoso name is not on his list, and if so, to add the samo thereto, and in all coses where a name is added to the list a tux shall forthwith be assessed against tho person, and the asses sor shall in all cases ascertain by inquiry upon what ground tho person so assessed claims to be a voter. I." and immediately ussoss him with a tax, noting in all eases, his occupa tion, residence, whether a boarder or house-keeper, if a boarder with whom ho boards, and whether naturalized or de signing to be, marking in all such cases tho letters opposite tho namo "N." or "D. I," as tho case may be; if tho person claiming to bo assessed bo naturalized, he shall exhibit to the assessor his certificate of naturalization and if he claims that ho designs to bo naturalized before the next ensuing election, lie slia 1 exhibit his cer tificate of declaration of intentions ; in all cases whero any ward, borough, tow nship or election district is divided into two or more precincts, the assessor shall note in all his assessments the election precinct in which each elector resides, and shall make a separuto return for each to the county commissioners in all eases in which it re turn is required of him by the provisions of this act; und the county commissioners in making duplicate copies of the names of the voicrs in each precinct separately, and shall furnish tho same to tho assessor, and the copies required by this act to bo placed on the door of or on election places on or before th 3 first day of August in each year, shall bo placed oii tho door of or on the olection place in each of said precincts. Skc. 4 On the day of olection any person whose name is not on tho said list, and claiming tho right to vote ut said election, shall produce at least one qualified voter of the district as a witness to tho residence of tho claimant in tho district in which lie claims to be a voter, for a period of at least ten days next preceding suid olection, which witness shall take and subscribe a written, or partly written and partly printed affidavit, to the facts stated by him, which affidavit sliull clearly delino where the residence is of the person so claiming to be a voter, and tho person claiming tho right to voto shall also take u-id subscribe to a written, or partly written and partly printed affidavit, stating tiiat to tho bested his knowledgo and belief when and whore ho was born ; that he is a citizen of tho Commonwealth of Pennsylvania and of the United Stales ; thut he has resided in tho Commonwealth one year, or if former ly a citizen therein, and has moved there from six months preo ding such election; that ho has not moved into the district for tho purpose of voting therein; that ho tias paid a State or county tax within two years which was assessed at leust ten days before said election ; and, if a naturalized citizen, also stato when, whore and by what court ho was naturalized, and shall also produce his certificate of naturalization for exami nation; the said alhdavit shall also suito when and where tho tax claimed to be paid by tho affidavit was assessed, and when, whero, und to w hoiu paid, and tho tux re ceipt therefor shall be produced for exam ination, unless tho affiant shall state in his affidavit that it lias been lost or destroyed, or that he never received any, but if the person so claiming tne right to voto shall take und subscribe, an affidavit that he is a native born citizen id' tho United States, or if born elsewhere, shall state that fact in his affidavit, or shall produce, evidence that he has been naturalized or that lie is entitled to citizenship by reason of his father's naturalization; and shall furihci stute in his ulliduvit that lie is. ut the time of taking the affidavit, between the ago of iweiuy-ono and twenty-two years; that lie has resided in the Slate one year and iu tho district ten days preceding such elec tion, he shall bo entitled to vote, although ho shall not havo paid tuxes'; tho said ulli duvits of the witnesses to their resilience shall bo preserved by tho election board, und at the eloso of the election they shall bo enclosed with tho list of voters, tally list and other papers required by law to be filed by tho return judges with tho pro. thonotary, and shall remain on file there with ut the prothouotary's office, subject to examination as ottier election papers are; if the election officers shall llud that the applii-uiilor upplicunt possess all fho legal quuliliculioiis of voters, lie or they shall be permitted to vote, and the Hume or names shall be udihsl to the list of luxu ries by the election officers, the word "tux' being added w hen the claimant claims to voto on tax. and the word 'ue' when he claims to vote on age, the same words being added by tho clerks iu each ease re spectively on the list of persons voting ut such elections. Sec. 15. All elections hereafter held, un der the laws of this Commonwealth, the polls shall bo opened between the hours of six and seven o'clock a. m., and closed at seven o'clock p. in. Sec. Hi. It shall bo the dutv of tho Secre tary of the Commonwealth to prepare forms for all the blanks made necessary by this act, und furnish copies of tho samo to all the county commissioners of the sev eral counties of the Commonwealth ; and the county commissioners of each county shall, as soon as necessary after the receipt of the same, at the proper expense of tho county, procure nnd furnish to all the election officers of the election districts or their respective counties, copies of such blanks, in such quantities us may be ren dered necessary lor tho discharge of tlioir duties under this act. That citizens of this Stato tem porarily in the service of the State or the unitod Slates Government, on clerical or other duty, and who do not vote w here thus employed, shall not bo deprived thereby of tho right to vote in their several election districts if otherwise, duly quali fied.
