It is so arranged that w lieu a claim is liled it goes lo a certain division, where the chief and his examiners are all trained in the consideratiou of tbe special class of claims to w bicb the one filed lie longs. In this bureau are found all tbe records and appliances for the considera tion of these claims. But, first, a word as to the origin of the pension system and the pension bureau. Originally pensions were granted and paid by the slate. In September, 17si, the Vaii-?J states assumed tbe obligation to pay the pensions theretofore paid by tho staled. But as early as August, 177ii, fol lowing tbe Declaration of Independence, congress bail, by resolution, promised pensions to those disabled iu war. Then bilf pay tor seven years was provided to all commissioned officers w bo served until the end of tbe war. In May, Iis, full pay was allowed and under condi tions. In time the widows and orphans were embraced wilbiu tbe provisions of the pension law, aud then finally the mother, father, sisters and brothers of a soldier were included under conditions defined by statute. Tbe pension bureau was established on March 2, lstt, the commissioner in charge being subject to tbe directiou of the secre tary of war. It was uot uutil March, 4, lslJ, that adjudication of navy pension claims was transferred to the bureau of peusious. The interior department was created March 3, Ilii, and the pension bureau at once transferred to it, where it has since remained. All claims for pensions are adjudicated in the pension bureau. In that bureau all claims must be filed and testimony submitted. Tbe first paper to be f.led is the decla ration or application. It is tho basis, and should be perfect in every respect, great care being taken to fill it out correctly. Thousands of d tims are delayed every year, wilb loss to claimants, and ueid!ss correspondence results wh;;n all this might have been obviated had the appli cation, in tbe first instance, bven iu prop er form and properly executei!. What ever the nature of the claim, then revo lutionary, Mexican war, Iudian war, war of ibe reliellion whether filed by tbe soldier himself, bis widow, his miner children, his Mother, father, si-ters and brothers, it must be founded upc-u a doc la rat. on. Among the volunteer regiments of Illinois and In diana alone there were over 2V) men by the name of Smith, so that a soldi-r's name alone will not identify bis olaim. A pamphlet issued by the bore iu of pensions very clearly defines the course which a pension claim lakes in its furth er adjudication. S one citations are made from that paper: The declaration first receives the olHcial stamp of the bureau, which shows tho date of receipt. This is important, inasmuch, as under cer tain statutes, tbe pension is ma li to com mence from the dale of filing ibe applica tion in tbe petislou bureau. Tbe application is then sent to the rec ord di vision, where it receives a jicket in c dors that is, a jacket o striped as to in dicate at a glan.-e tbe division iu w hich the claim wiii be adjudicated. For in stance, yellow stripes indicate a claim for tbe western division (western service); red stripes show an eastern division (east ern service). We coir have a claim for pension made up iu regular form, le.it without proportion, unless testimony bas accompanied the declaration. If au ap plicant has designated an attorney to as sist in the prosecution of bis claim, it is next sent to the law division, to ascertain tbe status of the attorney, after which it is sent to the proper adjudicaiing'diviKion. If tbe claimant desires to prosecute bis on claim, it is sent direct to the adjudi c uiou division. Of these divisions there are seven the old war aud uavy, eastern, middle, sou hern, western, board of re view and medical. Atfer reaching the a Ijudicaiing division the claim is regu larly filed and taken up for preliminary action in the order in which it bas ls-en filed, and for final settlement in theoidr j of its date of completion. Tha cimmis siouer calls upon the claimant or his at torney, from time to time, for such tesii m ry as the nature of the cas-j demands. After this testimony bas boeii considered by an exarniuer in the adjudicating di is ion, the claim is transmitted to the board of review, where the action and recom mendation of the division below is gouo over carefully by a reviewer, aud the re viewer's findings are also carefully aeru tiniz'jd by a re reviewer. This complete the legal action to be taken Ly the bu reau, if the claim involves a medical or surgical issue, it Ls then referred to the medical referee, where Ihe points Involv ed are f Jt'.lc-d. Tbe claim is now returned 4.0 Ihe board of review, and if allowance bas Ie u recommended by the adjudica tors it is submiued to the "raters," who indorse upiu ihe face brief of the papers the rate. Many cases are submitted to the com missioner for his own consideration. Tbe claim next gM to the army and nivy survivors' division for statistical purposes, and from tbence to the certifi cate division, where tbe certificate is made out. Tbe certificate and brief of tbe claim are then sent to the commissioner's office, where the brief is carefully examined aud compared with the certificate. Tbe com missioner then signs tbe certificate aud forwards it to tbe secretary of the iuterior for bis signature and the seal of the de partment. Tbe secretary returns the cer tificate to the commissioner of pensions and. with the brief, it is ag iia sent t . tbe certificate division. The brief and other papers in the case are sent to tbe admitted him. Tbe certificate and other papors necessary to secure payment are seut to the proper pension agent, w bo at once ad vises the pensioner. The pensioner's Dame is then placed upon lb rolls. There exists the right of every claimant to appeal to the secretary of the interior for a review when his or her claim has been finally passed upon by tbe commis sioner of pensions and rejected. But un til final action by the uommissioner ail correspondence and all testimony what soever should be seut to tbe commis sioner. In every paper or letter the sol dier's full name should be given, with bis company and regiment, and 3 umber of bis claim. I can not but urge tbe same tbougbtful uess aud oars on tbe part of tbe claimants for pensions in lha preparation of tbeir claims which they would exercise in tbe transaction of any ordinary business af fair. The arrangement for the adjudica tion of these claims are made with care. The policy of tbe government is liberal, and delays in adjudication as well as re j'sslioos are as often due to lack of knowl edge as to the m-nle of procedure. The enactment of a law for the more severe punishment of complainants In suits brought for revenge or other reas ons not justified by the law would meet with the approbation of taxpayers. Many of those ho instigate petty prose cution and who are sentenced to pay tbe cost lake advantage of tiie insolvei t-y law and ess-ape punishment altogether. A suggestion made by one who has stud ied tbe question is that when the costs are not paid the person upon horn tba y have been plar-ed by the Jury should be sent to jail for a sufficient period.
