His face was bright, bis smile pleasing, and his remarks and repartee apt and keen, and his meeting with ex-Secretary of Slate Bayard pleasing. The in formal gathering of tbe guests and their semi-formal reception was a pleasant one, preparatory to the baucjuet. The dinner, which Wan at C o'clock, was completed shortly after 0 o'clock, and Windom was in troduced by Judge Arnold, who acted as toastmaster. He arose to spsak, being the first speaker of tbe banq'iet. He respondea to the toast, and riuisbed his speech at U:o5 o'clock p. in. It had been remarked that he was reading off hurriedly from a printed copy, going faster and faster a he neared the end, and at last he requested tbe audience not to ap plaud. A quiver of fear s'ajt througn tbe assembly like an electric shjck as the speak er finished. Windom wa? standing erect tinder the glsre of the ga-j light, with the most famous leaders of men in the country before him. Something was the matter, but they knew not what. For a moment the Secretary of the Treasury stood still, w bile the banqueters, eq-ia'.ly silent, watched him. It was a moment that no one who was pres ent will ever forget.
