The civilized world needs a road there is no getting abng without it. It would be naural to suppose that roads would im prove with the progress ot civilization. This is not exactly Ihe case, however li uiie had heller roads 2.000 years ago than England has to-day. Ot course. This issue ' 1-,l lin.u. K..A '..!!.. .1. a t . w.uo urcu iiiiiy uismaa or oy actuil resumption, and the wind has been com pletely knocked out of the sails of all the soft-money factions. The supremacy ot the Union over seces sion has been fully established, both in the field and at the ballot-box Lawless re sistance had to give place to law ful author ity and human slavery to freedom, under Republican rule. The great issues ot the past have been practically settled, either at the bsJIol box or by the wager ot war, and the people naturally inquire what the locmocraey will bring torth as a rallying cry in the coming contest. The Democra cy cannot afford to restate the issues ot the past, because they have been settled and the people are disposed to let them remain in their present set'.led condition. In the South, where the right of a free ballot has been destroyed, anything that sayors of secession or State sovereignty is popular and will win ; but it will require 49 electoral votes from the Xorth. besides a solid "south, to elect a Democrat. That is just where the fun comes in. What has the Democratic party done during the past 30 years that will commend ilselt lo the people, and serve the Duroose of a rallying cry tor the Democracy in this meir nour oi iroubie r In 1850 tbey enacted the Fugitive Slave Liw, which virtually destroyed the right of private judgment upon ali questions of right or wrong touching the question, ot human slavery. Not very long after this. Chief Justice Tanney, a dyed in-the wool Democrat, rendered the iutamous decision, that the black man had no rights the while man was bound to respect. This was nemans the mist dastardly blow ever struck at the lilierties of a race. By virtue ot this de cision Ihe black nun could no longer go before a court of civil justice lo indict the pluuderer of his property, the murderer of ins cuild. or the d-jlaiuer ot bis household, for uo other crime than that God made his skin black. The slavb power was not satisfied to eat the bread of unrequited toil, but it had lo have loose reins to ply the art ot profit and pleasure without restraint or molestation. supposing tbe slave stripped ot every power by which he might elevate himself and bring alxmt his own emancipation, the next thing in order was to plot the overthrow ut ihe Union, so that uuon its ruius they might erect an empire, with human slavery as its chief corner stone. The repeal of the Missouri Compromise became necessary in order to carry slavery into Kansas. The passage of the Kansas Nebraska bill by the XX.XIII. Congress, was a flagrant violation ol the laith and honor of ihe Democratic party, and opened a bloody conflict in the Territories, be tween slavery and free labor, which did much to precipitate tbe rebellion. Iu 18U0, James Buchanan, lhelat Dem ocrat who occupied the Presidential chair, sent his message to Congress, saying, there was uo power in the Constitution to coerce a seceding State lo keep it in the Luiou. When during the early days of the war it became apparent that either the Lulon or slavery must perish, the Democracy prelerred s.avery and denounced ihe war lor the Luiou aa a "nigger war, and emancipation as an attempt to elevate the black man al tbe expense ol the while man ll is true there were a tew worthy individ ual exceptions ; but, as a parly. Democrat is orators appeared to vie wiih each olher ii. the use ot epithets lo condemn the war and lis supporters, but overt!. )wed with ajsilogies and eulogies for treason and traitors. I a ItSGA. less than a year belore the close ot ihe war, the Democratic party met in convention at Chicago, and declared tne war lor the Uniou a lailure, aud demanded thai it should be stopped. li is worthy ot observation iliat this took place at a lime when the overthrow of the Confederacy had become iuevilable, even lo the casual thinker. Alter the close of the war the Democrat ic parly asked thai those who paid their money to equip, feed, clolh aud pay our armies, who lou tilt our battles aud wou our victories, should be defrauded out of their dues. Supposing the Democratic party had been aa successlul as she has been unsuc cesslul, aad the Fugitive Slave Law of lo0, the Dred Scott decision of lbob" still iu force ; the opinion of Buchanan in 18b0 correct ; the falsehood uttered in 18U4 by a Democratic convention at Chicago true, what would the condition ol the Union and people bet What has the Democracy done since 1850 that will coiutneud ilselt lo the people and answer Ihe purpose of a rallying cry in 18801 At the late extra ses-i n of Congress, an attempt was made to coerce the Execu tive into tbe recognition ot a law that was Calculated lo destroy Ihe Natioual protec lion of a tree ballot under the threat ol starvation ; but this outrage met wiih a signal defeat last tall. What next will the Democracy bring forth I The doctrine of Slate sovereignly has recently met wiih a sad rebuke in the State of Virginia, in the case of Coles The Supreme Court ot the United States affirms ihe supremacy of the Federal law over Stale statutes iu all m alters within the legitimate sphere ot the General Gov. eminent. It is claimed that the Democracy will continue to hold to the dogma of S'aie sov ereignty and treat the decision of the Su preme Court with couleiupl. Perhaps Ihe Democracy could make a poiut by introducing a bill to set aside the J- ederal Courts. It might be the open "bar'l." B. A. F. CoNXLlEXCK, March 22. Uow toRhacb Kassas.
