SUNBUKY AMERICAN AND SHAMOKIN JOURNAL. iUttsIjmgton Ncrus. TiiiBTV-rinsT eosr.nE--wni Hslon, Washinatoh, Jan. 23. House. Committees were called on for report, and the House paused a bill to enable n old Revolutionary soldier to locate two pieces of land script. Mr. Johnson, of Tenn., from the Committee on Agriculture, reported a bill to eneoiimse agriculture commerce nnd manufactures, by giving to every head of a family one hundred and sixty acres of land, provided they culti vate the same for a certain period. Mr. Johnson moved the bill be refored to the Committee of the Whole on the slnte of the Union, and said this bill oueht to have passed instead of tho Homily Lund Bill of Inst session, which pave forty-eicht millions to soldiers not previously provided for. His scheme would have kept out of the hands of Shylocks a largo number of warrants, nnd been of more benefit to those who are bodily able to cultivate the soil. He would pivo to the old soildier who was not able to cultivate, Treasury Script. Sixty-five bills have been brought forward, asking" lands for corpotate companies, lunatic asylums, and every other purpose; anil surely the poor landless man should have one hundred and sixty acres, pro vided he cultivates it. The proposition is lay ing hold of the public mind. The Leuislntmc of Illinois is the first leiiisliituie to pass resolu tions in favor of it, and ho was satisfied it wa riot the last. He called upon all true fiiends of the wotkinan to give to the measure their support. Mr. Milliard believed, truly and sitrerfly, this to be the true system lor disposing of the public lands. Government nn;:lit not to be a land holder. The source of its wealth i not land sive every man a home, make it his interest to cnltivato the soil, to maintain his family, and educate his children, and this would do more to the foundation of national prosperity than any pecuniary system. He believed we shall have no settled stem of revenue until public lands shall cease to be a source of revenue. Mr. Casey said he was a member of the Committee on Agriculture, but he was not present when the bill whs prepared, lbs knew nothing about its objects he had not turned his attention to it, ami thought the House was in the same condition as himself He spoke against the unequal portions of lands given to the new States, anil wanted the older ones to have their share. He was nut pie pared to express his opposition to the bill. He was the last man to deny the bounties and tiHiipfils of tlu Government to tin houseless 6 1 , , . i.i mi ,,,.,! and homeless; but In' would devote a proper j portion of the lands to National Internal Im- provenicntg am I I'llueiitiotial I'litpise- Mr. Biown. of Miss., sp i'.:e in I'.'.vor of pro widin!i lands, but not in the mtmiiiT proposed. Ho inteiuied to uilVr a substitute He proceeded to show that by eueouraL'iiC' Agriculture, the aji;;'e";ate wealth of the rutin, try is increased, commerce iiuL'tneiited, anil the national prosp u ity prn.no'.ed. Mr. Green replied to some rema rks of Mr. Casey, and expressed his belief that ''onjiress tiaa undoubted power not only to pass this bilb but to make any similar other provisions hav. in;; in view the resources of the Treasury and the a;eneral iuletests of the community at large; and it is on the same principle that la rye grants of public lands have been given to the new Slates.
