The Geneva arbitrators are to decide as to what claims made by the United State. in this matter shall be allowed and paid by England. Acting upon the principle that they will not get what they do not ask for, the attorneys for our Government have pre sented to the Conference the Wrongest and fullest case they could make out claiming some things which they did, and some which thev did not exneet to obtain. Among the latter were the constructive or consequcntlial Alabama damage the amounts which the burned vessels would have earned for their owners if thev had not been destroyed. This step at once aroused the British lion, and he has since been roaring fearfully, and even thro-atenincr to break un the treaty and ultandon. all its results. This is utter foolish ness, for the United States has certainly a light to present any claim it pleases ; while it is the province of the arbitrators alone to decide upon its justuess and validity. In Quarter Sessions, to-day, a decision was ren dered refusing the rule for trial, and over ruling the motion in arrest of judgment in the case of Joseph P. 3Iarcer, the defaulting City Treasurer, and Chas. T. Yorkas, jr., broker, Mareer being sentenced to pay fine of 300,000, with imprisonment in the Eastern Penitentiary, by seperate or solitarv confinement, at labor, for four years aud nine months ; Yorkes to pay $500, with the like imprisonment of two years nine months. The city is all excitement over the $10,000 robbery com mitted by John O'Connor, Paymaster of the Delaware, Lackawanna and Western Bail way Company, on Friday night, and which was made public yesterday. The facts are briefly these: O'Counor stepped into the Frst National Bank about 6 o'clock on Fri day evening and presented a check to whicl the name of Cliief Paymaster Phelps was feigned for $10,000. The money was paid without hesitation, and O'Connor left the city, going, it is supposed, first to New-York, thence by steamer to Savannah, Ga. O'Con nor has been in the employment of the Com pany fur several years, and enjoyed the con fidence cf tUtt officers to the fullest extent. Strang and Purman and now consists of four Republicans and three Democrats. There appeared to be no disposition anywhere to deny the privilege of a coutest to Col. MeClnr and it is probable that a Committee will be drawn to act upon the case this week Gray and MeClure seemed to be nn nn amicable footing, and sat beside each oili er during the proceedings. "-" Loss Of Baggage on Railroads. . The New York Court of Appeals has just affirmed an important--decision in regard to the loss, of baggage on railroads. The case was as follows : Dorothy Itawson sued the Pennsylvania "'railroad company to recover $ 1,000 fpr loss ol baggage. On behalf of the defence it was insisted that ns there was a condition printed on the ticket '-upon which - the plain! ff wa riding at the time of the loss the company would not lie liable I'orTloss exceeding 8100 and &he could not recover more than that sum. On the trial the plaiutiff ob tained judgment for 81,000, and the courtol appeals have affirmed that judg mcnt. -This decision maintains as law that the clause on railroad tickets limit ing the loss to $100 for baggage does not so limit such loss. The greater part ol Monday was occupied by the Senate iu discussing amendments to Summer's sup plementary Civil Rights bill, which he was trying to attach to the Amuesty bill. Several petitions asking for Civil Service Reform were presented iu the Senate ou Tuesday. A resoullion was iutioduced calling for information in regard to lhe reported threats of England repudiating the Washington treaty. It met . with much opposition, being characterized as an insult to Great Britain, aud was final ly laid over. In the House the Kduca ticual bill, providiug that the proceeds ol the sale of Public Lauds shall be devoted to educational purposes, was under con sideration nearly all day, without a vote being reached. Nothing was doue iu either House ou Wednesday, the Senate discussing the Amnesty bill . and the House, the Kducatioual bill; but on Thursday the latter was finally voted up ou, and carried with numerous amend ments Sumner's Equal Rights ameud meut to the Amnesty bill was voted upon oa Friday, aud carried by the casting vote upon ou Friday, and carried by the cast ing vote of the Vice President; but the bill itself was defeated, the vote being 33 iu favor of it to PJ uuys, thus lacking the requisite two thirds majority. The New Military Law. The new law before tho legislature re peals all acts hitherto passed referring to military matters. -The number of troops to be enlisted is restricted to 20,000 men. instead of being unlimited as heretofore, and the number of divisions to be reduced to seven ; thus throwing at least fourteen Major-Geoerals out of employment. Oue of the most important parts of the act is that pertaining to the mode and manner of raising tho requisite funds for tho sup port of tho Natioual Guard. Each couu ty in the State is compelled to make a report each year of the number of citizens between the ages of twenty one and foaty five years, the only exemption beyond the usual onc3 being those wounded in action during the late ' Rebellion. This report is forwarded to the Adjutant- Genral's office, and on that basis the tax for military purposes is levied on each county, and collected and paid into the treasury 01 the State in the same manner as county rates and levies arc collected and paid.
