In the first place, this statement is not official, because the appropriations have not yet been summed up. It was taken bodily from a epeeoh delivered by Mr. Letcher, of Virginia, several days before the adjournment, in which kis ingenuity was ex ercised to discover some mode by which the charges of excessive expenditures might be an swered. Mr. Letcher could not then have known the aggregate of "indefinite" appropria tions voted by Congress, which be has set down at a conveniently low figure, for there is no mode of ascertaining this result, until the equi table claims, which form their staple, shall be allowed and paid at the Treasury. Then we shall know whether three, or five, or ten mil- hone are required for this elastic hem. The Union and Mr. Letcher confined their vision ex clusively to the appropriations authorized by law, in computing the expenditures for the next year. They thus exhibited either culpable igno rance, or a willingness to suppress facto, which cannot be ignored. They ought to know that in almost every fiscal year a balance of what is called existing appropriations, is carried for ward to the next year—that is, of appropria tions made, but only partially expended. By turning to the report of the Secretary of the Treasury, it will be found that a balance of these appropriations for the current fiscal year, which may be applied to the next, beginning on the Ist of July, exists in the Imposing form of $16,596,588 35, which must be added as a part of the available means to the regular appropria tions, thus making an aggregate of $84,366,- 588 35 for the coming year, on the basis of the statement made by Mr. Letcher,'and adopted by the 1311i011. If these two classes of appropria tions should not be entirely expended within the year, then the gross expenditures would be en titled to the credit of whatever unexpended bal ance may be carried forward on the let of July, 1860. SECRETARY Fun u rs ANOTHER PRZRICAKEST. —lt appears as If we were never to have done with the very peculiar financial transactions which hove distinguished Governor Floyd's ad ministration of the War Department. I have Just discovered another of his operations in this ithe, almost rivalling the famous Galpbin swin dle. A man by the name of Gordon has been prosecuting-a claim before the Treasury Depart ment for the last ten years, for damages on ac count of depredation, committed by Indians, on a plantation of his father-in-law, in Alabama, a Mr. Fisher. Hitherto be has been unsucoess fel, because Congress had paid him $27,000, which the Treasury Department held was a full and liberal satisfaction of all claim, which he could bring against the Government. Attracted, however, by the reputation which Secretary Floyd has gained in financial matters, he got an act slipped through Congress, referring his claim to the Secretary of War to compute and ascertain, if any, the amount due. The claim thus went into Flcyd's hands, and, tinder hi, manipulation, Mr. Gordon has obtained an award of $146,000 in paymen t of damages, which Congress and the Treasury Department for ten years past have repeatedly held were all paid and satisfied' The money has, I believe, not yet been paid, and the exposure ought to prevent its being drawn - 'from the Treasury, but I sup pose it will not! In the course of his address, he stated that the famous letter of Mantel, and the elo quent speech of Mr. Edwin James, in his (Dr. Bernard's) defence, had, by the subscriptions of the working classes of France, been translated and printed, and were now, in spite of the sur veillance of the French police, circulated in every town of France, and were producing their results. The establishment of a Republican Government in France was the only guarantee of n lasting alliance between the English and French nations; and although, prior to recent events, there had been a want of cohesion be tween the different exiles in England, at the present moment, the exiles of Italy, Germany, Hungary, Poland, and France, were agreed that the only way to restore to the people of Europe that liberty of which tyranny and despotism lead deprived them, was to attack and overthrow it in its centre.
