They are put forward as so much party capital, the ides being that, in the ' present unsettled condition of the finances of the country, the people will turn to the demo cratic party, in whose name these sentiments &rapist forth, as their only relief from the trou bias ,of -an imperfect banking system. The motive is plain, bat it is not so plain that the result will justify the anticipation. We rather fancy It will not. Still, this does not and -can not change the animus of the message. The spirit Is willing, even If the Rosh is weak. The reader of the Message (we assume that it has had readers, although we know that that is assuming a great deal) will net fail to have noted that the President, while giving fall vent to his denunciations of the paper money system, takes good care to propose no practical remedy. The party may profit by the denunciations: it could hardly profit mud, we imagine, by any effort on its part to reduce the denunciatioris to acts of n-consistent nature . The only measure proposed or hinted at is the enactment of a National Bankrupt Lawby which any citizen may wind up and put out of exis tence any bankrupt bank. Experience has already shown the uselessness of such a law. We have on 'our statute book, a law by which any citizen could, for some Unit after the late suspension, have forfeited the charter of any suspended hank in the state; yet no one availed himself of the privilege, and the legislature, under the general pressure of public opinion, was compelled to suspend and nullify the pen alties. in New York thecitirena hadthe further protection of a provision in their State Consti tution to the Mime effect—a provision which no legislation could suspend; yet the Courts put a construction upon it, to suit the public necessi tien..which completely nullified it. The banks of that eitylireihow la a very - Sit - nagpost - iron, and have been, practically; paying specie for some time past. Their ability to resume is unquestioned. Our New York papers of Thursday ea . ,- that a meeting of the banks was held at the Clearing house on Wednesday, at which a resolution to resume on the 14th was voted down-14 to 24. From the above dispatch, which is authentic and reliable, it would seem that this action has been re-considered and the resolution adopted. The adoption of this course will have an Immense influence throughout the country, and will doubtless stimulate the inclination to resume wherever there is the requisite ability to sustain 1 such n step. WASIIINOSON, Dec. 9.—The speech of Senator Douglas to-day is universally admitted to be a great speech, perhaps the greatest he ever made. It is admired by all sides for its compact force and plain solid strength. Though his language was courteous, the man ner of Senator Douglas was bold, haughty, deftant—the manner of a man who had assumed a perfltins position, and had made up his mind to brave tie consequences. Ills closing declare ration, given with great energy, that if the Ad ministration and the Democratic party persisted in the course they were now punning upon the Kansas question, he should be compelled by ev ery consideration of honor, good faith and con &latency, to separate himself from them, was greeted with eroundof applause by the crowd ed galleries. Although every Senator in the chamber must have felt that Mr. Douglas's speech was unan swerable, one or two of the Administration men undertook to parry a few of his blows. Mr. Sigler of Penn. undertook to speak for the Pres dent. Ile ventured also to taunt Mr. Douglass with inconsistency. • The Little Giant turned upon hint with the mien of a lion who had received an insult from an inferior quarter, and speedily brought the Senator from Pennsylvania to 11 highly deferen cutlet attitude. • The contest between them sta.s almost painful to behold. It was the spectacle of a weak man struggling unavailingly in the grasp of a strong man. in the course of the debate M. Biglerailaded to a private conference of Democratic Senators a year or two ago at the house of Mr. Douglas, at: which it was determined by them, that for certain considerations the Sansap Constitution, when framed ; should not be submitted to the - popular vote. He insinuated, rather than charged, that the Senator from Illinois, influen ced by the aforesaid "certain considerations," bad assented to the agreement that the Consti tution should not be submitted to the people.
