On recurring to this list we find among the dele gates who voted for Judge Wilkins' resolutions in favor of the Pennsylvania subscription the following names of (what were then) leading democrats: Reece C. Townsend, John Ander son; Hon. William Porter, Hon. Samuel Jones, - Samuel McKelvy, James Chambers, Hon. 'W. Irwin, John Watt Pipetown), Hon. R. C. Grier, Jesse Carothers, Patrick Mulvany, John Barber, lion. William Wilkins, Wm. G. Haw. kiwi, John D. Miller, Ac. Ac. These men were, in those days, the life and soul of the democratic party. and it was the array of such names that carried through that subscription and -initiated the policy which has been so fatal to the county. We come now to consider, further, the source from whence the power was derived to make these subscriptions, The first subscription was made in 1848, Its we have shown, under a law bearing the signatures of WK. F. PACY.EII and FRANCIS R. Sncws.. That subscription having operated so favorably, its success was made the basii on which all the others were urg d. It had been made nearly fire years, when the legislature was beset for similar grants to other roads. On the 7th of February, 1863;*an act was approved which, after authorizing the city of Pittsburgh to - subscribe for five thousand shares in the Char tiers Road enacted as follows: The Dnty of Organization—TO our Friends Cu the Country. It is but a few weeks to the election, and as yet we have heard scarcely a note of preparation for the great battle. In every respect the approaching r elect ion in this State is a niost important one--searcely iu i ferior, in its probable results, to the election 1 14t year. If Packet is elected it will lie regard ! ed by the people as an endorsement of the Kan -1 sae policy of the administration anti the infa mous doctrines avowed by Buchanan in Ow Oil- Liman letter; and if defeated, the country will interpret it as a condemnation of that In the former event, the South will have no hindrance in bringing in Kansas as a Slave State; in the latter event the administration will feelbound, in order to save itself with the North, to bring it in as a free Stare. A great result hangs, therefore, on the issue of this olcetioni 1 and if our friends rightly appreciate it they will go to work at once and organize ti.eir re-pee tire townships for bringing out a lull vote. BIOLER. There can be no mistaking these names. W. P. Solicit. is, at this moment, the democratic I candidate for Senator in the Bedford district, and Wm. Bunks is just now one of the great men of the same party. On the 24th of February the following act was approved : W. P. SCHELL, Sp -31:o of the Howe of Reprwentatirca. THO. CARSON, 40eaker of the Sesote Ammovun—The twenty-fourth day of Febru ary, A. LI.. one thousand eight hundred and -fifty-three. WM, BIGLER. On thebd. of April; 1859, the same legisla ture passed an act authorising tho city of Pitts burgh to subscribe for ten thousind shares in the Connellsville road, and pay for the same in bonds. On tho 18;11 of April the same legislature au thorized the :runty of Allegheny to issue bonds to the Connellbville road in payment of its sub scription thereto, which was approved OM that day by Wm. Bigler, the Governor. On the :th of April, the same legislature passed an net authorizing the county of Alle gheny to subscribe $200,1100 to the Stock of the Cleveland and Pittsburgh road, and to pay for the sumo in 1)01213. On the 21st of April, 1553, and the Bth of May, l& during the term of the same demo cratic; Governor, democratic legislatures passed acts authorizing the city of Pittsburgh to sub scribe eleven thousand sitars In the Pittsburgh and Steubenville road. On the 11th of April, 1852, a democratic legis l i - Jature, under the administration of William Bigler, authorized the city of Pittsburgh to sub scribe eight thousand shares in the Allegheny Valley road; and the same legislature, under the same auspices, authorized the county to sub scribe the stock it now holds in the same road. It will thus be seen that all the zubscrip. ions In which the cnpnty of Allegheny is inn dyed were 'authorized in acts passed by democratic legislatures and approved by democratic Gcv. ernors. Those in which the city is involvrtl were passed by the same legislatures and have the same democratic endorsement. The only exception to this rule is the law authorizing the city of Pittsburgh to subscribe to the stock of the Ohip and Pennsylvania road. This was passed in 1849, under the administration of 00T. Johnston ; but even that law bears the signature of WILLIAM F. PACELM, as Speaker of the House, showing that the democrats had con. trol of at least one branch of the legislature at that time. It is to the democratic party, therefore, that we have to look as the parent of tbitill-starred progeny of railroad subscriptionse' Etery act legalizing those subscriptions bears ,upott its face the endarsetcent of such names as PACKER, and SIiCSK and BIGLER. The party to which those men belonged has had, with rare excep tions, the control of the entire policy of the State for many years. It organized this thing of municipal subscriptions to railroads, and baa carried it forward to such a . pitch that the peo ple have been compelled to step in and prohibit thorn in future by a new clause in the Constitu tion. And yet this is the party which now, in All -gheny county, impudently olaime to he op posed to such subscriptions ! and to be lAe party and the only party that can rescue the county from their evil effect/ !! Let the people remem ber that if it had not been for that party the °minty would never have been cursed with them. But this is not all. After these subscriptions had been made and prudent men began to grow appalled at their magnitude, the question of their cotunitutionality was raised and carried before the Supreme Court. Every man on the bench of that court was a democrat. Its mem bers consisted of Jeremiah S. Black, at present Attorney General under Mr. Buchanan; Ellis Lewis, the present Chief 'Justice; Judge Lowrie; Judge Knox; and Judge Woodward. The mat ter was argued In all its bearings before that court., and that democratic court, • with a full understanding of all the points at issue, decided that the subscriptions were constitutional and valid. Thus wo have, briefly recapitulating the facts developed, the following points established: lot. A democratic legislature, over one branch of which Wm—F. PACIC2a presided, passed an set authorizing the county to make its subecrip tion to the Pennsylvania Road, which act was approved - 4 Gov. Shank, a democrat. 2d. The Commissioners of this county refused to make the subscription until the people au thorized it, and . ealled a county convention to ascertain their opinion. Bd. This Convention when It met was officered by Democrats, lion. It. C. Grier, a Judge of the 11. R. Supreme Court, presiding, and was man aged by democrats throughout. Hon. William Wilkins took the lead in It, pressed through the resolutions in Savor of the subscription, and was supported by the prominent democrats of the day, who were members along with him. 4th. This subscription naturally led to all the ethers in which the county baa since become In volved; and the laws" authorizing them were pissed by democratic legislatures and approved by Wit Blom, a democratic Governor. • . It elected a Commissioner and Auditor lest fall, and these are all the county officers it has chosen. nit offices about the Court House are' nose, with one or two exceptions, held by 1000- focos, and Ir.putting locofocos into office would do any good certainly they ought to have pre vented the present condition of things. We claim, therefore, that our party comes before the people with clean hands in this matter, and that the only party which is unworthy of trust is the one that, as we hare shown, has saddled these railroad troubles upon us. "In Favor of Inve•ligatlon According to NlrAilawkins and his defender,, the Pose and Union, the locofoco platforiu does not mean Repudiation nor opposition to the Rail road Tax, but only Investigation. All that the platform demands is that our railroad subscrip tions and railroad abuses should be thoroughly investigated and this, they say, is the full ex tent to which the locoluco catelilites nre pledged. !fads be so, there is no difference between the candidates on our ticket and theirs. Mr . Muse is as much in favor of itlrt , ligatiOrl no Mr. Hawkins is. and he has the advantage of tat being embarrassed with Mr. Ilawkina' ree'oc I. And not only so ; but every candidate on our ticket, from the highest to the lowest., is in fa vor of the fullest and most thorough Investiga tion that can be instituted into this whole Rail road business. This being the cue, let not car friends in the country be misled by thecunningprofessiiinsanl hypocritical cant of the locofoco leaders. Either the locofoco 'candidates are for Repudiation or opposed to it. If they are fur it, then all these professions about being merely in favor of In vestigation, are so many lies; and if on the other hand they are simply demanding n thor ough scrutiny of our railroad s.ubscriprians, they occupy precisely the same ground as the candidates on our ticket., In the first rue, they are unworthy of confidence; and in the other there is nothing to be gained by trussing them. The next Legislature most promptly prohibit all such arrangement, for the future, and turn over to private banker, all such customers." The N. Y. Er eniny Pow has an article .;' the same tenor, and . the Philadelphia papers are similarly minded. The plan of paying intvrest on balances has also, we learn, prcvailc•l in Philadelphia, and it has been 'coupled in 5.,,114 instances with the disgraceful condition of al lowing the depositors to overdraw to a spe"ifled extent. The Cincinnati papers ; of course. have not been backward in perceiving the real noose of the present trouble; but the fact that the PAW' system has been in vogue among the hanker • i n that city has served to modify somewhat the tone of condemnation. • It is to be hoped, now that public attention has been so thoroughly called to this sour, of financial evil, that the whole system of paying interest on devoeit balances will be and so remove a grand temptation to illegitimate speculation. The NeiYork and Philadelphia banks will, in that event, have a smaller line of deposits to parade to public view, and be less able to accommodate those harrowers svho live by financial gambling; but the banks of the country will be able to lend more, and more safely, at home, and am sudden inflations and depressions which have Charaeterised the New York money and Stock markets hitherto will cease for want of the material by which they have been carried on.
