To the Citizens of Philadelpttice: It will he three years on the 27th day of May, IM4. since the Union Vo lunteer Refreshment Saloon commenced its operations. The Committee never have pressed their claims. Nei ther have they lost sight of the fact that there were other institutions equally worthy of public confidence and support; and they have endeavored to discharge the duties entrusted to them in an honest, economical, quiet, and unostentatious manner. Up to this time We have been generously supported by contributions from Our friends and a portion of the moneyed corporations of Philadelphia. We have tried to lessen the burdens of our kind friends by annual fairs in June; the first was a success; the second comparatively a failure, in conse quence of the raid into Pennsylvania last summer, and there is no prospect of heldlaa one this season, as in tendey. The high price of provisions and the heavy and constant demand on our Saloons, have nearly de pleted our treasury, and as the signs of the times point to a series of protracted battles, and as there will no doubt be still further calls on our limited rozOnfeeil, eve are compelled to make this appeal to the liberality of the citizens of Philadelphia and vicinity for assistance, otherwise our future usefulness will be very much Un paired. Theca Bends are issued under the Act of Congress of March Sib, 1E164, which provides that all Bonds issued under this Act - shall be EXEMPT PROM TAXATION by or under any State or municipal authority. Subscrip tions to these Bonds are received in United States notes, or notes of National Banks. They are TO BE RE DEEMED IN COIN, at the pleasure of the GlQYPrnmeAto at any period not tees than ten nor more than forty 71, rears-from their date, arid until their redemption FIVE PER CENT. INTEREST WILL BE PAID IN COIN, on Bonds of not over one hundred dollars annually. and on all other Bonds semi-annually. The interest is payable on the first days of March and September in each year. Subscribers Will receive either Registered or Coupon Bonds, as they . may prefer. Registered Bonds are re corded on the books of the U. S. Treasurer, and can be transferred only on thri owner's order. Coupon. Bondi are payable to bearer, and are more convenient for commercial uses. Subscribers to this loan will have the option of having their Bonds draw interest from March lot, by paying the accrued interest in coin (or in United States notes, or the notes of National Banks, adding fifty per cent. for premium), or receive them drawing interest from the date of , subscription and deposit. As these Bonds are EXEMPT FROM MUNICIPAL OR STATE TAXATION. their value is increased from one to three per cent. per annum. according to the rate of tax levies in varione parts of the country. At the present rate of premium on gold they pay OVER EIGHT I'ER CENT. INTEREST in currency, and are of equal convenience as a perma nent or temporary investment. It is believed that no securities offer se groat induce ments to lenders as the various descriptions of IT. S. Bonds. In all other forms of indebtedness the faith or ability of private parties, or stock companies, or sopa rate communities, only is pledged for payment, while for the debts of the United Stites the whole property of the country is holden to secure the payment of both principal and interest in coin. These Bonds may be subscribed for in cams Pam WO up to any magnitude, on the same terms, and am thee made equally available to the smallest lender and the largest capitalist. They caujoe converted into money at any moment, and the holder will have the benefit of the interest. It may be useful to state in this connection that the total Funded Debt of the United Stat 96 on which interest is payable in gold, on the 3d day of March, 1864, was $768,966,000. The interest on this debt for the coming fiscal year will be $45,937;126, while the customs reve nue in cold for the current fiscal year, ending June 30th, 1864, has been, so fax at the rate of over $100,000,000 per anntart. It Will be seen that even the present gold revenues of the d oirernment are largely in excess of the wants of the Treasury for the payment of gold interest, while the recent increase of the tariff will doubtless raise the an nual receipts from customs on the same amount of im portations to *150,000,600 per annum. Instructions to the National Banks acting as loan agents were not issued until March 26, but the amount of Bonds reported sold at the U. S. Treasury up to May 7th, was 844,616,10°. Subscriptions will be reoeiyed by the Treasurer of the United States at Washington, and the Assistant Treasu rers at New York, Boston, and Philadelphia, and by the First National Bank of Philadelphia, Pa., Second National Bank of Philadelphia, Pa. I Third National Bank of Philadelphia, Pa., First National Bank of West Cheater, Pa., First National Bank of York, Pa., First National Bank of Baltimore, Md., First National Bank of Washington, D. Years of experience.and a correspondence extending throughout all nationalities of the habitable globe, have turned theories into facts and established a basis from which we need •not err. We are not surprised at such facts as the following, al though the persons who write them are. We know the persons and circumstances; hence .feel at liberty to en dorse their statements: " NSW BEDFORD, Mass. , Nov. 24, 1.862. "Dean Sin: I have been afflicted many years with severe prostrating cramps in my limbo, cold feet and hands, and a general disordered system. Physicians and medicines failed to relieve me. While visiting some friends in New York, who were using Plantation Bit ters, they prevailed upon me to try them. I commenced with a small wine-glassful after dinner. Feeling hotter by degrees, in a few days I was astonished to find the coldness and cramps had entirely left me, and I could sleep the night through, which I had not done for years. I feel like another being. My appetite - and strength have also greatly improved by the use of the Plantation Bitters, " Respectfully, " REEDSBURY, Wis., Sept. 16, 156:3 t'* * I have been in the army hospital for fourteen months—speechless and nearly dead. One little girl, in particular, with pains in her head, loss of appetite, and daily wasting consumption, on whom all medical skill had been exhausted, has been entirely restored.
