We had intended to append to each name the occupation in life of the candidate, but some have been so long in public position, that we found it impossible to ascertain their original calling. In some instances, the office sought compared with the profession of the candi date, strikes one as somewhat incongruous. Al though there are many very clever gentlemen and worthy persons on the list, there are but few whose profession would appear to indicate any pe culiar propriety in the candidacy for the position. As exceptions - to this we remark, that all the candi dates for Engineer of the Water Works aro practi cal engineers nr machinists; while a practical butcher is <<outo fur Commioioner of Markets. A tanner, a hatter, and a grocer, are the only candi dates for Chief Commissioner of Highways; while for Assistants, saddlers, hotel keepers, flour mer chants, artificial leg makers, /ea., aro pitted against each other; and for Superintendent of the Girard Trust, we have a bookbinder and a sulphur-bath keeper ! Many of the canuidates are exceedingly reputable gentlemen, whose electionS would ailb serve good purposes. Mr. William J. Phillips, of the Twentieth ward, the first and only superintend ent of the Fire-alarm Telegraph office since its or ganization, will be re-elected. His able adminis tration of this department richly merits this. PHILADELPHIA, THURSDAY, FEBRUARY 6. 1862: • COLONEL R. BUTLER PRICE'S CAVALRY RE ODIENT.—In many respects, the cavalry regiment of Colonel It. Butler Price is one of the finest that have been recruited in this or any other State. The men are all healthful, 'maim, and full of esprit du corps, In One of the companies, front the interior of the State, the men are all nix feet and upwards in height, and proportion ately developed otherwise. The regiment has been in course of formation since October last, and has already enrolled one thousand men. The camp is situated opposite Point Breeze, on ono of the mcat eligible locations That could have been selected. The ground being gravelly is never intolerably damp, ab sorbing all the rain that falls. It is pretty well "snowed up," at present writing, however. The men are pro s ided with Sibley tents, which are made ceinfertable Icy camp-stores. But little sickness has prevailed thus far, which is owing to the energy and skill of Dr. Taggart, the surgeon, and the great care and attention paid to the Willll9 end comfort of the men by 2norternmftter But two of the cowponies are as yet mounted. The horses are staunch. well fed-looking animals, and are sheltered with shedding that does not leak. The following is a list of the regimental and company officers: Menai, R. CRIMINAL INSANE ASYLV24.—At the present time there ore seven insane persons confined in the county prison, of whom three were convicted of murder. These parties ware taut to the Insane Asylum at 'Mirth. burg in 1854, but laat winter an act ,Vas passed by the Legislature empowering Dr. Curwen, superintendent, to discharge those persons who were deemed by him to be incurable, and return them to the place from whence they came. Under the power conferred by that act these persons are now in Moyamensing prison, which, it has been demonstrated, is a very improper place for their confinement. A committee, composed of members of the Guardians of the Poor, the Prison Inspectors, and the Prison Discipline Society, have adopted a resolution that it is the policy of the State to provide accommo dation for the criminal insane, and if the accommodation■ at Harrisburg ware insufficient, that the Legislature should be requeeted either to enlarge them or Great a new building near thereto, to be placed under State authority, for the reception of this class of persons. CAUTION TO SNOW-BALLERS.—Yesterday morning the Mayor called the attention of the lieutenants of police to the gt , at nuisance and annoyance to which sleighers are subjected by being snow-balled at almost every corner by boys and men. He said that three cases had been brought to his notice, in which parties were. Quite seriously injured by these halls of iee. One case bad happened in the Second district, where a large num ber of balls had been piled up to be thrown at eleighere, and a policeman, who bad refused to interfere in the mat ter, when called upon, had been suspended. The Mayor then instructed the lieutenants to put upon the streets all the officers except those actually required at the station honece, wlll. orders to arrest all - men and boys found snow-balling sleighers. The sport of small boys playing amorgst themeelves, however, is not to be interfered with. The arrangement Is to continue until the sleigh ing is finished.
