Movement of Troops. New Votik. Aug. 19.—Tho Fourth and Fifth Re giments of Sickles' brigade go South to-day, if pos sible, and the Anderson Zouaves to-morrow. United Statk3 District Court—Judge Cadwalader.—The August term of the court com menced yesterday morning. Samuel H. Flslicr vras appointed foreman of the Grand Jury, The petit jurors were discharged until this morning at 10 o’clock. Judge Cadwalader then proceeded to charge tho ©rand Jury, stating first that the act of Congress Under which they were empanelled, constituted them in effect, though not in form, a Grand Jury for the Circuit Court. This touring: been fully explained to the Grand «Fury of the Inettcmii the judge stated that n copy cf his charge then would he handed to the fore man of the present jury. The jury were next in structed that the jurisdiction of both courts extend ed only to crimes committed in this judicial dis trict, or on the high seas, or out of the jurisdiction ©f any particular £tatc, in eases in which the offend ers have been apprehended in or first brought into Ihe district. It was further stated that indictments for certain effencos alleged to Imre been committed on the high peas would probably be laid before the jury. The judge then proceeded to review the law of piracy, both under the law of nutions nud as speci fied in the acts of Congress of 1700 and 1820, Stating that same of the offences described in these acts of Congress as piracy would, if committed by s person owing either permanent or temporary al legiance to the United States, fall within the legal definition of treason* and that the act of 1790 gave to the Government the option to prosecute for either piracy or treason. The former charge was again taken up, and the definition of the law of treason and the positions advanced there, were reasserted. In that charge the judge States that anv citizen, resident, inhabi tant, or sojourner, within the United States or their Territories, at any point between the Atlantic and Pacific oceans, and between the Mexican aud Bri tish dominions. engaging voluntarily in hostilities against the United States, is guilty of treason iu levying war against the Government. He also Stated.that merely cruising on an armed vessel with .& hostile purpose, i.= levying maritime war. though the cruiser may not encounter a single voWl at «**». The treatment of prisoners charged with the offences described in the act. whether as prisoners of war or pirates, the judge stated, was purely a measure of governmental policy, with which the court had nothing to do. In a civil war, prose cuted on an extended scale, it is usual to treat pri soners as prisoner* of war, but the usage is not founded in any rules of absolute legal right, and the question of their observance depended upon the decision or the legislative or executive depart ments, and not upon the opinion of judicial organs. The Buffalo Commercial Advertiser snys that the banks in Canada have recently adopted a prac tice which must necessarily terminate the use of their curreucy on this side of the line.
