Mabct, Secretary of State: Sir: The undersigned, in compliance with the wish expressed by the President in the several confidential dispatches yon have ad dressed to us respectively to that effeot, have metin conference, first at Ostend in Belgium, on the lOtband 11th inst., and then at Aix La Cbapelle in Prussia, on the days follow ing up the date thereof, There has been a full and unreserved in of views and sentiments between ns, which we are most happy to inform you has resulted in a cordial oamoidence of opin'* ion on the grave end important subjects sub* mitted to our consideration. We have arrived at the conclusion and are thoroughly convinced that an immediate end earnest effort ought to be made by the government oi the United States to purohaee Cuba from Spain at any prioe for which it oan be obtained, not exceeding- the sum of ——dollars. ■ . The proposal should, in our opinion, be made in such a manner as to be presented through the necessary diplomatic form to the Supreme Constitutional Cortes about to be assembled. On this momentous question. In which the people both oi Spain and the Uni ted States are so deeply interested, all our proceedings ought to be open frank and pub lic. They should bo of euoh a character as to challenge the approbation of the world. We firefly-believe that in the progress of human events the timo has arrived when the vital interests of Spain are as seriously involo ved in the sale as those of the United States in the purchase of toe island, and that the transaction will prove equally honorable to both nations. Under these circumstances, we cannot an ticipate a failure, unless possibly through the malign influence of foreign powers who pos sess no right whatever to interfere in the matter. Wo proceed to state some of the reasons which have brought us to the conclusion; and for tho sake of clearness, wo shall state them nnder two distinct heads: First. The United States ought, if praoti* cable, to purchase Cuba with as little delay as possible. Second Tho probability is great that the Government and Cortes of Spain will prove willing to soil it, because this would cssenti ally promote »he highest and best interests of the Spanish people. . The firs;—it muse be olear to overy reflect mg mind that, from the peculiarly of its ge ographical position and the oons derations at tendant on it, Cuba is as necessary to the biorth American Republic as i ny of its pres ent members, and that it belongs naturally to that great family of States of whioh the Union is the providential nursery. From its locality it commands the mouth of the Mississippi and the immense annually increasing trade which mu3t seek this avenue to ths Ocean, Oa tho ni memos navigable streams measuring an aggregate course of some 30 000 miles, which disembogue them selves through this magnificent river into the Gulf of Mexico, the increase of the population wit.iin tho last ten yftira amounts to more than that ot the entire Union, ot the time Louisiana waß annexed to it. The natural and main outlet to the pro* duoie of this entire population, the highway of their direct intercourse with the Atlantio and the Paoifio States can never be secure, but must ever he endangered while Cuba is a dependency of a distinot power, in whise possession ir has proved to be a source of constant annoyance and embarrassment to their intererts. Indeed, the Union can never enjoy repose nor possess reliable security, as long os Cuba is not embraced within ita boundaries. It can scarcely bo apprehended that foreign powers, in violation of international law, would mterposo their influence with Spain to prevent our acquisition of the Island. Its inhabitants are now suffering under the worst or nil possible governments—that of absolute despotism delegated by n distant power to irresponsible agents who are changed at Bbort intervale, and who are tempted to im prove tho btief opportunity thus afforded to accumulate fortunes by the basest means. It is not impro bable, therefore, that Cuba may bo wrested from Spain by a successful revolution, and in that event she will not only lose the Island but the price which wo are now willing to pay for it—a price far beyond what was over paid by one people to another for any pro vince. , . .
