All orders will be promptly tilled. News of the Day Thomas E. Franklin, Esq., of Chsnibersburg, Pa., has been appointed Attorney General by Governor Pollock. He held the same appoint ment under Gov. Wm. R. Johnston. Close calculators estimate the number of me chanics and laborers out of employment in the city of New York at the present time, at not less than 20,000. Gov. Bigler bee vetoed the bill relieving the Ohio and Pennsylvania and the Pennsylvania Railroad Companies from fines to the amount of $70,000, incurred by these Companies i passing small notes contrary to the small note law. --- There seems to be no prospect of the speedy election of a 11. 8. Senator by the Missouri Le gislature. Oa the 17th ballot taken on the 9th inst., the vote stood Atchison 66 ; Doniphan 68; Beaton 89. The London Athenanint has Mr. Bentley's au thority for saying that the following sums have been paid by his firm for American copyrights to three American writers—that is, to Mr. Wash logien Irving, £2,450; to Mr. Prescott, £2,495; and to Mr. Fennimors Cooper, £12,590—in all, £17,585. The unemployed workingmen in New York, on Saturday, presented a memorial to the Com mon Council, in which they state that there are now out of work, in this city, 80,000 men, 50,- _OOO women and 10,000 children, and that about — 70,000 persons are dependent on the above for support 1 A frightful state of things! Captain Ethan A. Allen, the last surviving son of General Ethan Allen, of the American revo lution, died at his residence in Norfolk county, Virginia, on the 6th instant, in the 77th year of hie age. He was born in Vermont, graduated at West Point, entered the United States army in 1804, and left it when the army was reduced in 1821. A convention of music publishers in New Took has just closed a stormy session of ten days, resulting in a determination to sell no lanai° to Wm. Hall & Son, and to refuse to sup ply music to any who are known to sell to them, in cotutequence of the recent proposal of that house to sell thertnon-copyright music to tht public at their reduced rates. Gen. Wool him been getting himself into ho. water with the War Department, as will be seen by the correspondence of the N. T. rimes, in another column. The letters that passed be tween him and Secretary Davis, published in the lame paper, are too long for publication. It is akin to the " hasty plate or soap corres pondence." The members of the Maseachusetts Howse of Representatives held a canons on Friday after noon, and nominated Henry Wilson, of Natick, for 11. S. Senator, to fill the vacancy occasioned by the resignation of Hon. Edward Everett. It la thought the Senate will nominate and adhere to Alfred B. Ely ; and hence a speedy election is not sure. The Hones ballot on Tuesday. Wil son has acted with_ the Free Sailers for many years. Dr. Graham (the killer of Col. Loring) bss been giving his keepers some trouble at the Penitentiary. Graham, on account of hia pro relational knowledge, was made physician to the prisoners, and among his medicines was some cognac. With this cognac, it seems, the Doctor made, personally, rather free—in short, got drank, seited.• knife and threatened the livee of everybody about and around him. The conse quence ie, the Dr. was secured and put in irons, and it is not probable he will be permitted to re sums his "practice." Reporting Death of Rea. John Y. Mason The New York Tribuse•of Saturday has a special despatch announcing the death of our Minister to France, which news is said to have been seat to our Government by the 17. S. Consul at Havre. It is said to have occurred at hie residence in Paris, on the 26th ult., and resulted from a stroke of paralysis. A despatch from Washington on Saturday afternoon says no such report was received by our Government; so it appears to be a matter of dispu•e among the quid nonce- Mr. Mason belongs to the cele brated family of that name which has figured eo extensively in the politics of Virginia, Mary land, Kentucky and Michigan. He had served in Congress from 1881 to 1837, as a Representa tive from Virginia; was appointed Secretary of the Navy, March i 4, 1844, by Acting-President Tyler, to succeed Thomas W. Gilmer, deceased; resigned March 3, 1895, and in 1896 President Polk selected him for the same post, to succeed George Bancroft, appointed Minister to England. On the inauguration of Gen. Pierce, Mr. Mason was appointed to the French Mission. To-day the Legislature elect a State Treasurer for the ensuieg year, and not Saturday last, as reported by an afternoon paper. As Colonel Ell Slifer, of Union county, has received the nomination of the dominant party, he will prob ably be the man. The East appears to have a monopoly of the offices, State and national; at least, it looks slightly that way, when the Gov ernor, State Treasurer, Attorney General, Sur veyor General, Auditor, and the two United States Senators, are from that point. TZENIBLI DINASTIN—Tease YOUNG LADIES BURNID TO Dratn.—The residence of Mr. John A. Haven, at Fort Washington, about ten miles from New York city, was burned to the ground early on Saturday morning. Two of his (Laugh ers, aged twenty—Mary and Sarah—were sof 'located, and a third, named Grace, seventeen— burned to death. They had escaped in their night clothes, bat went beak and unfortunately become bewildered by the smoke. The oldest daughter, Anna, was saved by a neighbor. The loss to the building is $20,000. It is supposed to have bean caused by the carelessness of the servants. Ussueeleartrx Arnim :iv Res A BANIE.—The night watobman of the Farmers' Bank, Mount Holly, New Jersey, was found in the Bank, on Saturday morning, at six o'clock, bound and gagged. He says, on entering the building on Friday night at nine o'olook, he was seized, tied and gagged by four men who had previously en tered the Bank, and that be remained in that situation all night. The robbers were in the Bank from nine in the evening until three in the morning, but did not summed in getting the vault open, nor did they carry any money away 'with them. Bases UPOL THZ WAIIMEI.—The Secretary of the Howard Association of New Orleans has notified the people of New York that they can be drawn upon to the amount of $2,000 for the relief of the destitute in the Empire City. When New Orleans was suffering from pestilence, the merchants of / New York raised upwards of $25,- 000 for thirelief of their suffering brethren ; and now, their bread Mist upon the waters has returned after many days. Ilastraansx, Cow'e Puns.—We invited at tention to these pills when we first inserted the advertisements in our columns; since then we have heard of a case of /them:Whom cured by them, and the person cured says he would not take Ave dollars for the box of pills if he could not get them again. JANUARY 16 I returned from Philadelphia (from which place I wrote to yott,) on Tueaday hot, in com ply with any qmintity . of the law-makers, and we are now; as before, pursuing the "even tenor" of " our way." Bills, divers and sundry—es lawyers would say,—have been read in place; and once the (7. minium get fairly going, and cut out some rk for the flouse, we shall have the hopper filled to the brim, and laws ground out by the legislative law (?) mill I decidedly faster than Bryan, Kennedy & Co. manufaeturti the best article of " superfine," at their infierb " Pearl Mills" in Allegheny. The making of laws hero is a matter of most easy and speedy performance in these fast times of Young America, blooded nags, and—failures! of course! The election for State Treasurer will take place on Monday. As the hour approaches, the excitement increases, and candidates become in finitely more affectionate. The " run " upon oyster cellars and •cigar stores is equalled only by the recent run upon your shaving shops, in the money market. Members are thriving under it, vastly, and talk as if they wished an election was to come off every week. One mem ber from the North, told me he thought he had " Havanna enough to smoke the present year away!" There will, however, be some long faces, on Monday night, I feel well assured, and a decided decline in the price of cel lar edibles! I sincerely trust so, for, belonging as I do to the "outside barbarians," or third house, this raise in provisions is not in direct, sympathy with the anti plethonio condition of my purse, or the kindness of the times. The question now is, who shall be State Treasurer. We shall see. In the meantime, I venture the prediction that Gen. Joseph Bailey, the present incumbent will be the man. Althongh.not in the ring, I think I know somewhat as to " how the cat will jump !" -We are having here, by this morning's train, quite a delegation from your city. !Albers Fahnestock, Fundenberg, Phillips, Wright, Saw yer, Owen, Culp, and others whose names do not occur to me. Part of them left to-day, and the balance who are after offices—of course, will abide the inauguration of the Governor sleet. I had a talk with Gen. Cameron this afternoon, who feels, I think, almost _certain, in his own estimation, of his election to the U. S. Senate. I should not much doubt, as •' Ni mon " more frequently, ae you know, points up" than down. He is certainly a crafty old fox, and hard to hold. Ex Gov. [From the Oorrespond7 , c of tbs Pnlawylruatan I VVASHINOTON, .111111110) 11. —The Speech of your Representative, air. Chandler, on the entject of Know-Nothingism, to-day, produced a greater effect than has ever before been witnessed in the hall of the House of Representatives. This in strong and unqualified language, hut men who have passed the last thirty forty years in Washington assure me that nothing like it vr.s ever before seen or heard of at the Capitol. The galleries were cremated with spectators, and all who were enthled to seats on the floor eagerly availed themselves of the privilege. AO he exposed, in a strain of unsurpassed eloquence, the dangerous tendencies of the dootrines of the Know Nothing party, and of the enjoin penmen. tions waged against the Roman Catholic portion of our citizens, the most deafening applause lot lowed the burning words of the orator. Through out the speech he was repeatedly interrupted with enthusiastic demonstrations of approval, in which members themselves heartily participated The Speaker's hemmer had almost as much of feat as a bellows in a whirlwind. This great speech should be circulated by thousands of copies. General Dawson's homestead bill is only "scotch'd, not killed." As soon as the Senate bill is fairly before the House, he will again of fer his amendment, when the question will hare to be fairly met. X. Y. Z. ;From the earth/. Dent, crat, Jan ♦ Novel Law Sall. A somewhat romantic suit at law, has just been terminated in Franklin county. It seems that one John Leacher, became pierced with the arrow of Cupid, and within to beat the wound by lawful wedlock, he made proposals to the oh jeot of his affections, which, it seems, she re ceived favorably ; but the father, Mr- Jacob Wyant, being a prudent man of much foresight, required the said John Leacher to eater into bonds of five hundred dollar.. "conditioned that the said John Leacher should live with his wife sad treat her as a kind and affectionate hus band should do." lint the parties, after living together some months, separated, and this suit was brought to recover the amount of the hood The cue was first tried at the lut April term of the Franklin court, when Judge Kimmel decided the bond to be invalid. The case was carried to the Supreme Court, and it was decided that the bond was "good and slid, and in accor dance with the law." Trim case, therefor?, came up again in the Franklin county courts when the jury found a verdict for the plaintiff for $979.- 75. The result of this suit may give a valuable suggestion to anxious fathers whose daughters are sought as partners at the hymenial altar; and an imitation of Mr. Wyant's forethought, would show a prudent concern for their daugh ters welfare. Unlittar Attack A young man named Minglell, while passing along the road near Corner Ketch, in Delaware county, some ten days since, observed a flock of Divers or Loons, in a field in that neighborhood. He approached near enough to throw a stone at one of the birds, which wounded it so that he could secure it. After obtaining possession of the bird, it uttered a plaintive cry, which brought all its comrades around Its captor. They attacked the young man with . great fury, picked him in the face and other parts of the body with their sharp bills, to ugh a degree as nearly to overpower him. He called lustily for help, and after assistance had arrived, the birds were driven off. The circumstance is a remark able one, u the Loon is known to be a shy bird, and when flying, generally rises to a great height from the water. They seem to think the effects of ether, especially upon fe male patients, have been exaggerated. Tarr TZLIORAPEI AROUND THI Vi r OILLD.-A tele graph around the world is a thing talked of, and it may be not impossible. The plan is suggested by Mr. Shaffner, wbo his had considerable ex perience in telegraphing, to start from the north ern part of North America to °roes to Greenland, thence to Norway, thence through Russia and Asia, across the Eastern Continent, to the Sea of Oohotek, thence by way of the Aleutian or Fox Islands, to the northwestern coast of North America, down which he proposes to ran to San Francisco, and across the plains to Missouri. The project is a magnificent one, and if tale• graphic communication is ever had between the Eastern and Western Continents, it will probably be by this plan or some modification of it. ges-In the Pennsylvania Senate, on Satur day, George W. The Emperor's Speech—Comments of the Press thereon—lts Eject on the Fwsds—G•eat War Loan of 500,000,000 francs—The British Vote of Thanks to the French Are y. On Tuesday, the 26th of December, the Em peror Napoleon 111. opened In person, in the Sidle des Mareschaux, at the Palace of the Tuilleriee, the legislative session of 1856. - The throne was placed at the end of the room, slave vated on a dice, in the bay of the window which looks into the garden. On the right of the throne was placed a chair for Prince Jerome Bonaparte, and on the left another for Prince Napoleon, absent in the Crimea. On the right and left of the two chairs were seats for the recognized princes of the Bona parte family, and near them others for the great mscers of the crown, the cardinals, marshals, admirals, ministers, grand crosses of the or honor, the president, vice-president, and members of the Council of State. The diplo matic oorps occupied - position to the right of the Emperor, the members of the Senate were in front of the throne to the right, and the members of the Corps Legislatiff to the left; deputations from the judicial body, the Cath olic and non-Catholic clergy, and the enperior commandment of the National Guard and staff. A number of generals and Colonels of the Im perial Guard and the army of Paris were also present. The gallery above and in front of the throne was reserved for the Empress, the Princesses, the ladies of the Impend household, and others who had received 'invitations. At a quarter to 12 the ladies invited took their places. At 12 came the corps dtplomatique. At five ufinutes to 1 o'olock a master of ceremonies announced the Empress. A salve of 101 guns notified her arrival, and attended by the Princess Matilda, and a bevy of ladies, Eugenie entered, and took her place in front of the throne. home• diately thereafter the Emperor, attended by a brilliant cortege, entered the hall, and took his seat on the throne. Prinoe Jerome Na poleon seated himself on the right. Prince Lucien Louis, and Prince Lucien Murat ou the left. An usher proclaimed, Gentlemen be seated "—after which Napoleon pronounced the rollowin "Gentlemen Senators and Deputies —Since our last meeting great events have happened. The appeal which I made to the country to cover the expenses of the war, was so well responded to, that the result even surpassed our hopes Our arms have been victorious in the Baltic and in the Black Sea. Two great battles have shed Lustre upon our flag. Striking testimony has proved the Intimacy of our relations with Eng land. The British Parliament has voted thanks to our Generals and soldiers. A great empire, reinvigorated by the chivalrous spirit of its sov ereign, has separated itself frum the power which for forty yearn has menaced the independ Nice of Europe. "The Emperor of Austria has concluded a treaty, defensive at present, soon perhaps offen sive, which unites his cause to that of France and England. Thus, gentlemen, the longer the war continues, the more numerous becomes the number of our allies, and the closer are drawn the bonds alri.ady formed What firmer bonds can there in fact be, than those bearing the names of victories belonging to the two armies, an•d recalling a common 'Very—than the same anxieties and the erase hopes agitating the two countries--than the same views and the same intentions animating the two governments in every corner of the globe? ••Tons the alliance with England is not the result of a passing interest and of a policy of en:smite:ices : it is the union of two powerful nations, associated together for the triumph of a cause in which, for more than a century, their greatoess, the interest of civilisation, and at the same time, the liberty of Europe, have been en• gaged. Elute, then, with me in this solemn oe casion, to thank here, in the name of France, the British Parliament, for its cordial and warm demonstration; and the English army and its worthy commander, for their valiant eo-opers tion. Next year, if peace should not have been re-established, I hope that I shad have to render similar thanks to Germany, the union sad pros perity of which we desire. lam happy to pay • just tribute of praise to the army and fleet, which, by their devotion. and duiciplioe, have worthily responded to my expectations, In France as in Algeria, in the north se in the south. Up to the present moment the army of the East has had to suffer, and Au overcome everything— disease, tee, tempest sod privations--• citadel incessantly re provitooued, defendedl4`l\ formi dable artillery by laud and sea—two hos tie it mien, superior in numbers Nothing could weaken its courage or impede its teopetuottity. Every man has tobly dohs his duty, from the Marshal who bid death wait till victory had crowned hum, down to the pnvstes and sailors, whose last cry In expiring wee a prayer for France—au eaciamation fn the elect of the country. —Let us, then, declare together, that the army and the fleet hue well deserved of their country . War, it is true, entails cruel sacrifices, yet tree• rything commends me to push it on with vigor and with that i.bject in view I count upon your usietance. The land army consists at present, of U 41.000 'abhors sod 113,000 horses ; the na vy of 02,000 eider., ou board ehip it is indis pensable to lice') up th;e effective force. To fill up the vacancies caused by annual liberations and war, I shall rt9urat from you, as I did twit year, a levy of 14000 men and • bill will he introduced to amelitirate (without increasing the expenses of the treasury) the condition of the soldiers who will re-engage. If will afford im mense advantages by iucreudng the numbers of old soldiers io the army, and by diminishing the oppresion of conscription. This bill will, I hope, soon have your approbation. 't I shall uk your authority to conclude anew national loan. Doubtless such • measure will increase the debt, but let It not be forgotten that, by my conversiou of the Route, the inter est of that debt has been reduced twenty-one millions and a half. My efforts have been di rected to place the expenses on a footing with the receipts, and the ordinary Budget will be presented to you balanced. The resources of the loan alone will suffice for the expenses of the war. ion will see with pleasure that our reve nues have not dithinished. Commercial activity is maintained—all the great works of public utility are continued—and Providence has deign ea to grant as • harvest which will satisfy all our wants. Government nevertheless does not shut its eyes to the distress occasioned by the high price of provisions, and has taken every measure in Its power to provide against the distress and to re lieve it. New sources of labor have been crea ted in many districts. The struggle which is going on oircumscribed by moderation and jus tice, whil.t it makes the heart beat, nevertheless alarms so little, that shortly an assembly will be held here oot all parts of the globe, with the products of peace. Strangers will be struck by the remarkable spectacle of a country which counting on divine providence maintains with energy a war at GOO leagues from its fnotiers, and which at the tame time with equal zeal de velopes its internal riches--a country which does not prevent agriculture from prospering, the arts from flourisniug—and where the genius of the nation reveals itself in everything which tends to the glory of France." The Emperor's bpeeoh was frequently inter rupted by acclamations, and terminated amid repeated cries of Vire l'Empereur." Imme diately thereafter, the newly appointed Senators and Deputies took the oaths. The Nisei= was declared formally opened, and the Emperor and Empress quitted the hall, under a salute of ar tillery. The English papers exhaust all their terms of eulogy in praising the Emperor's speech. Even the London Daily News, the ultra liberal (radi cal) organ, says: "Napoleon rises 'to the level of hie situation. His language is the language of s true statesman. His speech is character ized by an eloquence as powerful as that of the first of his name, and infinitely more chaste and dignified." All the Paris journals publish the speeoh with out comment, excepting the Steele, which says that the friendly sentiments expressed towards England, have the approbation of France; and trusts that the gracious words respecting the Em peror of Austria, may have their due influence on his decision. The London Times mixes the sweets and bitters of its criticism—says the speech le, on the whole, " firm, clear and decid ed "—takes the opportunity to say that theEng llsh alliance is not en alliance with the Bona parte family, bat with France; under whatever government, and concludes by advising the Em peror to accord greater publicity to matters of politics. The remarks of the other London pa pers call for no special notice. GOLD DI GIOROIA.-A rich gold vein was dis covered, a short time since, by a Mr. James Brown, in Hart county, on his own land. It coo , tains no harsh terms—nor a word that would i'Cal to have been chosen to express an unkind sentiment, or the elighteat disposition to evince , disrespect to the 'officer to whom It is addressed. Yet there is no ambiguity in its criticisms of the • conduct or the letters of Gen. Wood. As the ogee stands, it puts the General in a very disa greeable position. It accuses him of failure to obey his instructions, with neglect of official duty, positive errors of judgment, inconsistency and the want of system in the discharge of his duties. It does not (Marge him with faleehood; and yet it seems to show decided discrepancies between the General's statements and the truth; and it closes with a delicately conveyed but un mistakable intimation that he has lost the confi dence of the President, and lost it, too, in con sequence of his own official acts. . There is a secret history connected with all this. Before Gen. Wool went to the Pacific he entertained the suspicion—whether justly or not —that the President was jealous of him as a rival candidate for the Presidency ; and I am not cer tain but this suspicion was extended so as to in clude the Secretary of War also. His appoint ment to the Department of the Pacific was deem• ed a sort of peace-offering, to satisfy the Gene ral that hie suspicions were groundless. It ap pears that this arrangement did not altogether convince the General of his error. He went to California in a frame of mind likely to obscure his mental vision, and to give a diaagreable col oring to every administration act towards him. His failure to rebuke the attack upon the Preei ' dent, by ex• Senator Foote, of Mississippi, at the complimentary dinner given to Gen. Wool on his arrival at San Francisco, was naturally cootider ed an indication that a cordial feeling of friend ship to the Administration was a stranger to hie breast. L'is conduct, since then, as developed in his oorrupoodenee, seems to show that his unfortunate frame of mind has beau the occa sion of much unhappiness to himself, and has betrayed him into a course of conduct, which his hest friends can view only with regret. Here is the secret of his difficulties. General Wool, during the Mexican war, was in General Taylor's division. It is known he was not a favorite with the stern old hero of BaenaNista, and that his council had not the weight with his superior officer which ordinarily woutd have been due to his rank. Col. Davis,— then of the Mississippi rifles, and now Secretary of War,—oa the contrary had the unbounded confidence of General Taylor, who &dewed with him on every subj.et, and relied upon his user ring judgment in many a trying military emer gency. A mind open to suspicion, as General Wool's has been of late, would naturally feel some unpleasantness when a subordinate of f icer, who had thus by force of circumstances been brought into such intimate association with hie superior,—is elevated to be head of the Wsr Department. There were some other occur rences during the war calculated to excite Gen. Wool's jealousy of Davis. It is boldly stated by Capt. Bragg acid other meritorious officers who were on the field of Buena Vista, that daring the fight Gen. Wool approached General Taylor with the exclamation,—••We're whipped, Gen• cral,—ve're whipped." Taylor replied in his peculiarly nervous tone,—•• No! no by I:3—d,— oq we're not! Well give them another bile card : wa Il press 'em a little. And he dad press them, and gained a victory the fame whereof adorns one of the brightest psgie in the history of American arms. Col.. Davis differed with Wool on teat arsenate., and the re sult is a striking evidence of the wisdom of bis jedgment. This statement of facts is due to an owlet standing of the causes of the differences between Gen. Wool and the AdodoistratiNi. A I roper understanding of the use is doe to the patties most directly coacented ; it is due to the army arid to the people as well. There tea difference of opinion se to what course Urn Wool wilt take in view of the Secretary's letter ; but most of throe officer, with whom I hare conversed think he will resign—that a proper self-reepeet will render it impossible for him to continue to serve unser the direction of one who has eo severely reviewed his official acts and comspondence. arr The Canal Commissioners of New York, in their report to the legislature, urge a toll epos roaroacla, which, they say, may be made to produce • revenue to the nate, of from live to to seven hundred and fifty thousand dollars, and will make up for the irjory done to the canal revenue by the railroads BEIOII MASISTACTTOII3O. —We hear that about one thousand persons, including men, women and ehildren, are out of employment in Lynn, Hass.
