Senate.— The report of.the Adjutant General, together with an abstract of the militia in the United Stateß/was.preßented; also, a comm tun •« cation from the Secretaiy of the Interior, enolos ing Uißtruotiona to the Commissioners for the settlement of .California land clauns- Various petitions were presented, among them a remonstrance from the Board of Trade of Phil adelphia, against the establishment of a branch rmint at New York. - The bill providing for a supermtendant of In-j dian Affairs in California, was ordered to a third) reading. Mr. Brodhead offered a resolution directing an inquiry into the expediency of appointing a Charge d* Affairs to Switzerland. The debate was resumed on the bill substitut ing confinement, the ball and chain, bread and water, and other punishments, for flogging m the Navy. The amendment by Mr. Hale, making the term of commissioned offioers ten years only, was re jected; and the bill was ordered to be engrossed for a third reading. The bill providing for the holding the courts of the United States, m case of the siokness of the Distnot Judges, was ordered to a third read ing. The bill granting a portion of the public lands to the State of lowa for Railroad purposes, was called up, when Mr. Feloh addressed the Senate in its favor. Mr. Cass gave notice that he would, on to morrow call np the joint resolutions, respecting non-intervention; and the Senate then o4joumed till to-morrow. House. —Mr. Andrews presented a resolution from the Legislature of Maine, favoring Kos snth’s doctrine of non-intervention—referred to Committee on Foreign Affairs. The House then went into Committee of the Whole, 1 on the ’bill explanatory of the bounty land law of September, 1860. The debate took a political turn, —m which Mr. Cabell, Mr. Disney and others participa ted. Mr. Cabell charged both the Northorn Whigs and Democrats with being tainted with abolition ism ; and said that the Union party of the South must take steps in relation to the next Presi dcntial election. There was a warm debate, in which Mr. Dis ney repelled the charge of abolitionism for him self and the Northern Democrats generally. The National Intelligencer publishes the offi cial report of Mr. Clay’s remarks to Kossuth. It states that Mr. Clay welcomed him, and proceed ed to address him on the subject of intervention, and expressing his decided opposition to that doctnno. He reviewed its effects, and contend ed that we would be drawn into a war, without effecting anything for European Liberty. After effecting nothing, and after abandoning our an cient polioy of amity and non-intervention, and thus justifying Europe in abandoning her for bearaooe and non-interferenoe, —her despots, becoming irritated aad provoked by our fatal example, may turn upon us in the hour of our weakness and exhanstion, and with almost equal ly irresistible force of reasoning and of arms, may say to us—You have set us the example; you have quit your own to stand on foreign ground, yon havo abandoned the policy professed in your days of weaknoss. We, m our turn, believe that your anarchical doctrines are destructive of monarchical prin ciples; which we deem essential to the happi ness and prosperity of our subjects; and we will orush you as the propagant ists of doctrines so destructive to the peace and good order of the world. We might remain unsubdued, even by so tremendous a combination ; bat the con sequences would be terrible enough. Mr. Clay further alluded to the present affairs of France : of an enlightened People voluntary playing with the yoke of despotism that was about their necks, as teaching us that we can only despair of the present success of liberal institutions m Europe, and as a warning to America to rely apon her self, and cherish with more care than ever, the security of her institutions, and the preserva tion of her policy and her principles. If we adhere to these principles, and progress In greatness, we may. in another quarter of a cen tury, furnish an example which the reason of the world cannot resist, —whi-h would be far better than becoming entangled in foreign wars. We should keep our lamp burning brightly; os n light to all nations, rather than hazard its utter extinction amid the rums of fallen or falling re publics in Europe. Kossuth (the statement says.) listened with great attention ; and did not attempt to contro vert Mr. Ciay’B positions : but gave many rea sons for the failure of liberal institutions in France. After many senoas, entertaining and instructive remarks about the condition and prospects of Europe, he rose to depart Mr. Clay also rose, and bade him farewell—forever, with the utmost cordiality, and grasping his hand said “God bless you and your family;—God bless your country. May she yet bo free. Kossntb, profoundly bowing, pressing Clay’s hand to his heart, and replied, in tones of deep emotion —“ I thank yon, honored sir.
