FRANCE. The ballotings closed in Paris on Sunday even ing, the 21st ultimo, amid complete tranquility, and without undue excitement. The result of the balloting in the twelve nrentiLsements of Paris, was as follows : Yes, ....... ...... 1,776,000 No, 207,000 Numerous dep . ntations, representing the trades and mannfactones of Paris, head address. Lem ornoix, on Saturday presented an to the President of the Republic, expressive of their deep gratitude for the measures he had adopted. At Rowen the votes were affirmative 28,090, negative 6810. At Lisle, affirmative 60,272, negative 9152.. At Angers, affirmative 9897, negative 1625. At Amiens, the Bishop, clergy, and the religious congregations voted openly in the affirmative. The Paris correspondent of the London Times says, that in the arrondisements of Paris, inhab ited more particularly by workmen, a majority for the President has beenpolled ; while in those quarters inhabited by the noblesse, neutrality has been strongly manifested. The working classes generally place strong hopes in Louis Napoleon, believing that he is a Socialist in the proper sense of the ivord..; that he is already contem plating, and will shortly execute deerees, testi fying his solitude for them, and that he will ap ply doctrines that have their sympathies, and theories that will give them material well-being and cheap existence. The bourgeoise also be lieve that the advantages to them from the pro longation of the power of Louis Napoleon will be equally great. The Bishop of Stratsbourg had addressed a letter to his clergy, urging them to vote in the affirmative. M. de Morney, Minister of the In terior, .commanded the attendance of the printers of Paris, and informed them that the intention of the government was to prohibit the publica tion of any pamphlet of less i bis t hen sheets, unless previously approved of. Victor Hugo made his escape into Belgium, by means of a false passport. ' Pews, Monday-8 P. M.—The known result of the election gives 2,000,000 votes for, and 600,000 against Louis Napoleon. A definite majority of 7,000,000 is expected for the Presi dent. General Bavaignac arrived in Paris on Bator day night, having been liberated that afternoon. • As the election is now over, the President thinks the time has arrived when he can with safety to himself set free the other Generals ; and a re port was current that they were to be liberated. The House refused to suspend the rules . Mr. Bayly, of Ve.., offered a resolution which • was adopted, setting forth that the Secretary of State of the Colonial Affairs of the British Gov ernment, had Issued a circular in October, 1860, in favor of inviting emigration to the West In. dies, of the free colored population of the United States, and called upon the President to comma. nicate to the House any information he may possess respecting said circular, and particularly what action the Legislative Assembly of the British West India Islands have taken in pursu ance of the suggestions contained therein. Some farther business was transacted of no special importance, when The House adjourned. FROM WASHINGTON. WASHINGTON, Jan. 4.
