The- following ,conamunication - diom, the male Principals of Public Schools was read: To the Board of Sehool'Contllol : The un dersigned, a committee of the - Asiociation of Male Principals of PUblic Schools, ap pointed for the purpose, would respectfully represent that we have suffered so much, in Common with all the teachers and others connected with the public schpols,..in not having.thErneagre amount.of our. salaries paid when the warrants for the same are due, or in having to submit to a consider able discount .when -the - full amount, promptlypaid, is insufficient, that we are -compelled to ask for a change. -We would, therefore, request you,to ask of the State Legislature the passage of :a law requiring that the whole amount of money appropriated by the Legislature of the Com monwealth of Pennsylvania for the First School District, and levied, by, the Councils of the city of Philadelphia for school pur poses,, shall be set apart by the Receiver of Takes and'the City Treasurer, and held sub ject,tothe order of theßoard of Controllers, to be used fur •.scluica purposes, and for no other purpose Whatever. Hu,NT.E.P. - -• • - COMMittee: The Committee on Qualifications of Teachers reported the result of the exami nation held at the Marshall School, Frank ford road, with the names of appliearits who were recommended for teachers' certi ficate. The report was accepted. • The amendment :to thernles of the Board, offered at the last meeting, requiring the office of the Board closed after 3 Y. M., was -amended to 3'P. 'M., and then-passed. Mr. Shippen moved to proceed to the con sideration of the teachers' communication. For years, he said, the teachers have been insufficiently paid, and with this meagre ness of pay they: are not paid their, full salaries. They are 'obliged to peddle their warrants through the streets of the city. This is all wrong. Were the proper amount assessed for school purposes extended for the schools, there would-be no difficulty. Councils levy the whole amount of taxes fixed by law, but they appropriate to the Board of School Control only abthit two thirds of the sum. The, schools - are made to suffer for the discrepancies and the defi ciencies of the other departments. All. this is radically unjust. The schools, while spending only a portion of the money levied for their support, get credit for the entire sum. To remedy this, Mr. Shippen said the teachers had at last taken the case into their own hands, and requested the Board to petition the Legislature to enforce by ,or dinance the expenditure of the school taxes for school purposes alone. In further car rying out the suggestion, Mr. Shippen submitted the following: SECTION I. Be it enacted, dt,c., That the whole amount of taxes laid, levied or as sessed by the Councils of the city of Phila delphia, for the support of public schools and for sehool purposes for the year 1.8ri , ;, and in each succeeding year, shall be cre dited upon the books of the City Treasurer and of the City Controller as a whole sum, and the same shall be subject to the drafts of the Controllers of Public Schools, by warrant duly countersigned by the City Controller. SEC. 2. It shall be the duty of the Trea surer of the city of Philadelphia to set apart from each payment of city taxes into the treasury such ratable proportion of said payment as the amount levied for school purposes during the said year bears to the entire amount levied for all city pur poses: He shall pay the same forthwith into a separate and distinct account, to be kept in a bank designated by the Control lers of Public Schools, and shall keep distinct and separate' accounts thereof in the books of his office. He shall in like nianker "pay_ into the , same account all moneys a l , ' ceived by him by virtue of ap propriati ns by the Commonwealth for the use o e public schools of the city of Phila elphia and the same shall Ale sub ject to the drafts of the Controllers of the Public Schools, countersigned as aforesaid, to be used for tchool purposes, and no other.. Mr. Shippen said that this wonld prevent the sale of the warrants of the teachers at 5 10, and even 20 per cent. discount. He moved to refer to a special committee of 5, The Board so determined. The 'committee are John W. Clark, James McManes, Dr. Nebinger, William M. Levick _and N. J. Hoffman.. - • Mr. Shippen, was added by, the unani mous voice of the Board. Mr. Freeborn; moved that ten days leave of absence be given to Mr. Halliwell, the Secretary of the Board. Agreed to. The establishment, of a Bureau of Immigration, and the reorganization, of new counties west of the fifteenth meridian,, are recommended,and the Federal Government is,urged to extend surveys to that point at the earliest passible tittle. The Land of this Company consists of 120 ACRES to Iff ecklenberg county, North Carolina. 85i miles from the town of Charlotte, ona branch of Sugar Creek, which stream furnishes gook water power for grinding the ores. This Mine was first opened in 1833 b a man named Carson, who worked it succmsfolly for num ber of years. He died in the town of Charlotte, in 1516, worth over half a million dollars. Two shafts have betsn sunk on a his property, one o them SO feet, the other 69 feet, on different veins averaging from two to three feet in thickness. which veins still continue on down increasing in width and richness. These shafts are in good order. and ore can he readily taken out at any time. Other veins have been discovered on this property, and tested and proved to be very rich In gold. The ores of this mine are known as the brown ore, and very rich, yielding readily 510 per bushel. This is believed to be one of the best and most certain mines in the State, on account of the abundance and quality of the ore, and ease In which It is obtained Ana reduced. This property has been worked by ILsJor Z. A. Grier from IMO to the breaking out of the war. This Company have purchased this property, and intend to erect machinery and put the mines in immediate operation. The many advantages of this mine over the mines of Colorado and Nevada can hardly be estimated. It is more readily reached, and has abundance of fuel. with cheap labor. It can 0e worked all the year, and not, as In the case of Colo rado and Nevada, be compelled to lie idle for three or 'our months In consequence of the severity of the S inter. This mine having been worked for a long time proved to be a rich paying one. We do not, therefore save to incur the riskl.nere is in an undeveloped pro pelts. but can count on large and immediate returns on the Investments. Raving an ore that rear ly yields !.lo per bushel, some estimate can be made of the value of this property. With the present imperfect system of mining In this locality, and absence of pro per machinery, ten tons of this ore can be taken cut .fatly from every shall opened.
