Trhe election being over, And the amen ' ef..city of the Rfpublican party maintained -an*Seurei in this State, the time has now -conA to improve its lessons, for the benefit 'of 1 - 5 country. • mss confess now that. tve wore not ivitheirt °Ulf:ars as to tioreltlilt. The an . 4- , Parent apathy that preveifed everwhere, 7 seemed to torethe.dow disaster.'lltuth apathy 'vas not, however, the remit of indifference. It had other causes. Loyal men were per ' - :plexed, bewildered and discmumlied — rr:,. baps we should rather Say s t "..mied—by 4nanifestations from unexpected 'quarters lhat - inspired alarm end made -it doubtful - whether anything was to be accomplished, or any danger averted, by a successful con test. Ne`visPa s ters that were carrying our own flag and professing to be of the Re-- publican faith, were found sailing in coal puny with the organs of the Copperhead Democracy, and assisting in their attacks upon the platform and the acceptedprinci. pies of thel3efublican party, in imch a Way sts,to make it a sort of necessity on the part •of every man who laced to their teachings leyote with the,Copperheads, if principle, and rot habit or patty names, was to be tEe guldp. is rather surprising, them - pre, that we should have escaped defeat. • 'put we /race - escaped it notwithstanding !liese difficulties, and the question now iv, - What have the people decided? For this we mast have recourse to the lisrristurg platform, and we find there the enunciation of three leading ideas. The first is,that the policy foreshadowed in the proclamations has failed; that the people of the receding States have shown th thgir acceptance of the President's offer thatlhey ate not to be trusted with the restoration of the rights they have forfeit ed, Without the incorporation in their con stitutions of provisions to secure to all men theip.'"inalienable right to life, liberty and the pursuit of happiness." The second is, that having conquered the relellicus Stales they should be held in subjeltlon, and their treatment and the laws that are to govern them referred to - the law-ma bag power of the nation. TM: , third is,..that as the rebellion was - wantonly precipitated by the propertyth6l - the South, it is but just that they shoilld pay the expenses of the war, and Congress should declare as forfeited the xrnfhrty of all rebels whose estates exceed theAm of $lO,OOO and vest It in the Gov- Ontnerit,to pay pensions and damages, and ixdrice the'btuthen of the national debt. 1 .! rich aid All theft° points were s'ontly roverted not only by the Copperhead prfit o s and party, indorsing what they sup , pelted to be the antagonistic policy of the Priident, but also by such professedly Demplican papers as the Commercial of this city, holding the Same opinions as to the meaning of that policy. So far as the principle Was - Concerned, there was an en tire between these joint defamers of the tarty. Nobody who took couneel from either of them could conals- Maly vote with us, or would so vote unless he did it from the mete face, Of habit or in deference to a party name. Taking their opinions to be correct, the Republican party - of this Stile was. wrong, and ought by necessary logic, to have been defea ed. If It had been, the result would have been justly claimed as a popular verlickagainst our platform, and an affilmaitece.asf the Policy which they united in approving, and the Commercial itself would have straight way charged it to the account of Mr. STEVENS and the Radicals and the plat form made by them, as having been than condemned because it refused - to Indorse that policy,. Row much damage may have been in flicted here.,lty the insidious process of sap ping the foundations bf our strengtb,by de moralizing the party sentiment, and bring ing the weight of the administration,as far as practicable, into the Scale against us, we cannot soy. It may be well imagined, how ever, how difficult it was, with such coad jutors to bewilder the•reading community, to rally and inspire the vote's under such i it ut ling tu jnts. If they existed On where to the same extent, it Is a marvel that we were saved. 'There is no place .in the State where these things could do less harm than here. The result is, however, that the people of Pennsylvania have indorsed in all their length and breadth; the "odious and abom . finable." Stevens doctrines and platform, the . same - Prceleely Isiah 'were maintained . in -Congress-eighteen months ago by one of our. own Representatives, who has been • tlnee re-elected wish hie Opinions well and widely known, by a largely increased ma• jority, and the same, too, which our Repub lican (!) neighbor has declared so often MA it can never 10113,,W. LEd yet the same paper now has the coolness to claim oar 'vletorz, just salt would equally have claim ed Our defeat, as an indorsement of the poi icy which, as 1 says, the Copperbeads pre sierided to favor, in order to secure our votes; which is a confession, by the way, that this would have hematite natural effect of an approval of that policy, and that they had-no fears :of alienating their own sup porters by Indorsing It. That is tall strate gy, 4s every body will admit, that draws reaobrces from adversity, and tome either defeat or victory colts own advantage. We are almost tempted to envy that comforta ble tame of mind, that is equally cheerful under either aspect of tortnne. What we have to say, however, is that if the Presi dent's policy has tnumph.d in the indorse -limits:l STE' ENS and the plat form,it la elth orner very changeable one in Its hues under different lights, or a very harmless one In idapting itself aelt ought, - to the expressed' opinion• of the party. There is no .doubt now,as to the scull tent of the Republican party of this State, ate that declares as siroagly as words can altvey it, that the policy of the Executive, sitetctofore interpreted US , the Coninier .ralb not in accordance with its wishes dr exintetattc ns. The President large prope y, c;got to suffer in puns,: and person, ant he or , eiordingly them from his proclamation of amnesty— but obviously proposes now to pardon the whole of them. 'The Republican party de clares It to-he both Just and lawful that the estates of thh great criminate should be confiscated for the payment of the damages and expenses of the war, an 1 these ere differences of tha gravest Mad. But `the Republican party instead of looking to, Washington for its opinions, as som , r reacts and politicians are in tha b.• - doing, sill expect the - " dt of its own choice to de" 'esllent r expectations of the leolto the just tLe people of Gee Sts " y a all 13, ...ePosho elected him, by :caving ..oe questions free to the action of ,neir own representatives, and In no wise undertaking to forestal their:ilscision in the premises. With al] their respect for the President of their choice, who should he but the exponent of their will, no consid• enticing of deference to his supposed opin ions will persuade them to surrender their own convietiona upon a question that be longs so exclusively to themselves, and in which the vital interests of twenty millions el people here, and the whole future of this nation are so deeply involved. If he cannot agree with *them, that will be his default and their misf rtune, they still, thank Goa, hold In their hands that depart ment of the government to which this ques tion belongs; and where freedom may tits,d a safe refuge either against disappointmet or betrayal. He cannot expect that the twenty millions of the free States will sur render their opinions to his. But he must and will, we have no doubt , surrender any opinions that he mt'y hold himself in °pea s lion to 'hem, if the loyal C.)ngressmen f the North are true to the sentiments of the people who elected them. It is only in the case of a serious division among them- St ices, of a tic fc ction of just so many as may tranefer the power to the opposite scale, that there is any rise of his adherence to any opinions that he may possibly have termed in oppositson to our views. That defettien, if it occur, will be chargeable solely to the mercenary and timid or time serving presses and politicises—the mere Swiss of the party—who have either mis interpreted or misrepresented the popular sentiment,or studiously avoided the expres sion of a bold and manly opinion in opposi tion to what they know to be fall of danger and unacceptable to the loyal people of the free states, We have no fear, however, for our own immediate representatives. No man of character and position in these communities is likely, se none could safely venture to brave such an opinion as exists by even squinting in the direction which the teachings of the Commercial have so strongly indicated. There is a sentiment amongst us in this and the surround ing ,counties, which the brief sojourn of its conductors amongst us has not yet enabled them to fathom or understand, that would utterly overwhelm the public man who would go • one step backward from the platform that has Just been endorsed by the votes of the people, notwithstanding the obstinate but ineffective opposition it has encountered at the hands of its ovrn 'professed fnenda And this, we think, may be said with equal truth of every dis trict this side of the mountains, or in the western and New England States, although at the homes of such politicians as the Weeds It may be otherwise. Congressmen have been bought and sold, we know, in or dinary times by the temptations of office, and still continue to gild over their delinquencies and maintain some char acter. But these are not ordinary times, and the man who wcuid now betray the people upon any temptation, however great, had better have a mill-stone tied about his neck and be ceet into the sea, than encounter the infamy that will cleave to bins like a lepro sy and dog his foe steps to the grave. PINA7iCIAL POLICY The Secretary of the Treasury, in hislate speech at Fort Wayne, Ind., defines his po sition broadly on the ground indicated by as on Saturday. Ha is for a contraction of the currency and an early resumption of specie pap:ter...a He is, of course, too shrewd and cautious a . financier to urge rap id rntraction ; but he favors and will press upon Congress such measures as will with. draw gradually, but resolutely, the Govern ment currency, and thus reach a specie ba_ sis. lie thinks that by adopting a gradual prousti, arid pursuing it steadily and per— sistently, a specie basis may be reached without producing a financial collapse. Of course, to reduce the volume of currency to a point that twill admit of the resumption of specie paymenst, will take time; but the policy once fully inaugurated, inflation will terminate, and the evils resulting from the present condition of things will steadily diminish. • We do not doubt that Congress will fol low the advice of the Secretary, and the buatriess men of the country will be wise to take note of the matter in season, and shape their future enterr risas by the policy likely to be adopted. The change will not be effected hastily, nor pressed to the injury of legitimate business; but that it will be press. ed in the manner poiated out by Mn. MC- CrLLOCII is so certain that men is active business will do well to stand prepared to slacken sail as fast as the change goes on THE PElc S LCANII ELECTION. The news comes in better and better. Instead of 17,000, which we claimed on Sat urday, our majority in-the State, cannot IN lees than 20,000, and may reach 25,000. Liazerne, reported at 1200 Copperhead majority, .gives a Republican majOri ty, and elects a - Republican Se nator and two dssem bly men—'2ll gains. The Copperhead caa- Mate for Senator was a son of Judge WOOD went), 504 this triumph is therefore doubly This change gives ua 21 of the 33 mem bers of the Senate and CS of the 100 mem bers of the House. On joint ballot the vote will be 89 to 4f—more than two to one. Northampton, reported at 2000 dam: Is only 2000 ; Adams reputed at 200 dem. Is only 10 ; S.cbuylkill Is cut down from 1500 .to 1200 dem. ; and so on, throughout the State. That Pennsylvania should do as w e ll , i n this quiet election, As she did in I 'l6 I, under the press= of a tremendous excitement, is glory enough. "Jerry.Ellack.Buchanism is buried deeper than ever, and we hope it will have the decency now, to stay burial. IT AVE 111 E CONDITIONU BEEN In the various proclamations issued by the President, appointing Provisional Gov ernors in the Southern States, and author izing the formation of new State Constitu tions, certain conditions and limitations were named by him,ro be observed by those to whom they were addressed. These proclamations tear distinctly declare that its (+put Is -to enable the loyal people of said State to organize a State Government, wig reby jutt.ec may be established, domes. tic trarquility insured, and loyal citizens piotteted In ail their rights of life, liberty and property." If the Constitution to be framed by any convention does not secure that objec , in the judgment of President Johnson, he'svill have the same right to reject the action of the ccnvention that he eriginally had to authorize it. 11, el.. !hese conditions bean met? Has a sirg:e St..te, in revising Its Constitution, taken any steps "whereby justice may be eetablishe citizens protected In ail or say elj their rights of life, liberty and pro pet tyl" W e do not know of one. Misstsstr• PI has et t done it; for not only are the ma jority of h.r[ loyal jcitizens left without pro tection to life and liberty, but they are de nied the right to hold property, and it seems even doubtful if they will be allowed to testify in courts of justice. ALABAMA has not done it; for her loyal citizens are left to exact their rights to life, liberty and prop erty as they best can hereafter. SOUTH CAROLINA has not done It; for beyond sub mitting to the abolition of slavery as una voidable, she has done nothing towards protecting the majority of her citizens. And so of all the rest. Congress, will, therefore, be perfectly luttifiable in referring the whole matter Lack to these States, until they learn to comply, literally and liberally, with the President's conditions THE ‘VIRZ TRIAL. The government might as well cut this trial short. The defence of the p risoner amounts to nothing. Ills witnesses are all of the florally° character. They testify, flat that there was no cruelty there, but that, if there was, they didn't see it. As the commission is net like the Dutch jus tice of the peace who discharged a thief because only one witness saw him steal, and a dozen swore they did not, this kind of testimony can produce no impression on thew, ands It is evident the defence has no other.
