When lee called attention to this matter, some lime since, we were officially informed thdt all men furnished by any state up to Decemberlo,ln excess of former calls, were to be -added to the quota of that State, the districts tarnishing the supplies getting the benefit in their local credits. Thus, if we suppose_ the snare of Massachusetts in the 300,000 to be 20,000, and ;that she has fur nished 20,000 in cards of former mils, her quota would thus be mispd to 40,000, sub lent to reduction in local quotas to the ex tent of 20,000, and still leaving 20,000 men to be raised. This, however, does not appear to have been done. It says: We know that many of the newspaper publishers of the country do not agree with us. Compelled temporarily to pay a high price for en article on which their psofits are so dependent, thy are, wo think, blind- ' ed by a seeming self interest. For that very reason their views and wishes are the loss to be relied upon. If, however, Congress permits itself to be influenced by them, we beg leave to remind it that the Associated Press of this city, embracing the most in (Wends' journals, and of the largest circu lation in the country, do not ask or wish for a reduction of the paper duties. As long as the paper makers kept up the price of paper to 27®28 cents a pound, the New York Associated Press (embracing some half dozen papers) were eager for the repeal of the duty, and cordially signed the petition to tlaat effect4but as soon as the paper makers let them into a special arrange ment, and furnished with paper at 10@„20 cents a pound, they chaiiged their mind. - "For that reason their views and wishes are "the lees to be relied on. A horn of flat porter grows minicasant on ninny repetitions. Would it nut have been better for Porter to have pushed on to Wilmington ' instead of stopping to spin yarns without end on Fort Fisher. The Navy dould not take Fort.Fisker, but there was work Inside the river that it might do. Yet, all we hear from Porter is his sea yarns, and Isis reiter ated determination to fish persistently for torpedoes, and to run no risks from them. Why is it that the navy is t. 3 run no risk? Ile was very willing thattho troops should assault Fort Fisher, although he says it is the strongest fort he ever saw. Yet assaults are quite as risky astorpedoes. Ile reports also his vigorous shelling of the woods on both sides of the river. Iles the Nary De partment a plethora of amunitiort, that he is expending it bombarding Cho echoes of Cape Fear river? The Infinite garrulity and gasconade of the commander tempts us to say that the performance of the navy was quite Inade quate to Its immense force, and that the veal operations Lave shown his folly, if his own versatile and contradictory accounts did not. Ile claims to have reduced the fort and made the assault easy ky silencing its gnus, bat any person of common sense knows that the mounted guns of a fort are not the great resistance to an assault. Be sides, they were only silent because the gar rison did not care to expead ammunition in returning his fire. He thought Butler's men might have' gone in without resistance because the fort did not respond to his harmless bombard ment, but It took double the force seven hours of the most stubborn fighting to carry it, in which the whole were engaged, and a large part expended; and he says it was stronger than the Malakoff or Bedsit. Ile reiterates that the co-operation orthe army and, navy was most cordial, but It was he thrill did not co operate before. What is there in Porter's performance that he should assnme the part of arbiter of the perfor mance of the land forces, and should assail Butler, and still more offensively patronize Terry! The great arm of the expedition was the naval part. Its first performance was a mere pyrotechnie exhibition, harmless to the fortand like other displays of fireworks, most dangerous to the exhibitors. After his,lnnocent display, he assumed that his work'was done, and that Butler ought to go in. Ills second was like the first, with improvement from the rehearsal. The great Peet bombarded at a range that avoided risk. And Le set up the fear of torpedoes. as a reason wliy he should make no effort to Inn his 'Vessels past the fort. Thus the rebel vessels were allowed to conic down with impunity, and take psrt in the battle, and ttertretire in safety. There is nothing in Porter's performance on' the Missiisippi which entities him to speak as the judge of military or naval oper atiOns. lie was there regarded ns—to use e Southern phrnse—of no account, ilk part in the Fort Fisher success should make hint modest. But instead of that he assumes that the whole affair rested on his shoulders, and he' - patronizes and endorses those who won the victory, and dlipenses condemna tion to cover up his own default, and he de votes. his feeble energies to writing numer ous reports, In the Robinson Crusoe style, when he should be pushing on his Iron-clads to.Wdmingtoce. That the rebel journals should now, after it is sealed up, belittle the importance of Wilmington Harbor, was what we expected. From the start they have exhibited a happy faculty for discovering the non-importance of one position' after another so soon as wrested from them. "Blessings in dis guise" have been showered in such num bers upon the Confederacy that it is new ready to collapse under the weight of them. Were it necessary, we could reproduce in numerable extracts from their files to show that our Southern cotemporaries are now falsifying their past record by asserting that the loss of Fort Fisher is a trivial matter. They know as well as we that Wilmington was the great artery of the rebellion through which it received the supplies necessary to its existence, A dispatch from Hada:, published yes terday, affords abundant proof of this tact. Six blockade runners - left Bermuda for that port during the six days ending with the llOth, and five more were on the point of sailing on the 21st, when the news of the fall of Fort Fisher prevented them from do ing so.
