THE MEN CAKKOT GO IKTO BALOOKS At the meeting of Councils to-day Chief Brown, of the Department of Public Safety, will hare presented a paper outlining the duties of Fire Director and Court Officer. These are the two new positions the Chief asks Councils to create. "When the ordi nance was first presented, an objection was raised upon the ground that men were already being paid for attending to these duties. The Chief is prepared to show them that this is not true. The duties of the Court Officer hare already been presented in The Dispatch, and those of Fire Di rector are as follows: He shall always be subject to the au thority, control and supervision of the Chief of the Department of Public Safety; he shall have the power and command set forth in the following rules: Eule 1 A director of fires shall be as signed to the Bureau of Fire, who shall have his office in such place as the Chief of the Department of Public Safety may de termine and shall be subject to such rules and regulations as the Chief of the Depart ment of Public Safety may at any time pre scribe. TO KATE ABSOLUTE CONTBOL. Rule 2 The Fire Director shall have abso lute command, control, charge, manage ment, discipline and supervision of every officer and employe in the Bureau of Fire, save only the superintendent thereof. He shall take cognizance of any and all neglect ot duty by any of said officers ot the bureau or by any oi the employes thereof. J Knit 3 He snail nave aDsoiute com mand, control, charge and management of every fire in the city of Pittsburg, and the Assistant Superintendent in the various districts shall be subject to his command and control at such fires. At an alarm of fir: he shall report promptly to the place iron which the alarm has been sent, and shall assume control, designate the location of plugs to which tne various companies shall be assigned, ascertain the extent, size and magnitude ot the fire, and have author ity to send in other and additional alarms calling out such districts in the city as may in his judgment be required. ANOTHER SEW ffBINKLE. Rule 4 The Director shall, when other alarms are sent in, always send messengers to intercept the coming steamers at some point designated on the fire chart, to inform the Captain of each company what fire plug has been assigned to them, and impart to the Captain the nature and extent ot the fire, so as to enable them to speedily have a stream of water playing on the Eame, and to handle his company in an intelligent and expeditious manner. Rule 5 He shall have full power and authority to order any and all of the said employes of the Bureau of Fire to their re spective duties and to direct what particular duties shall from time to time be performed by the various men in the engine houses in the city limits. Rule 6 The Fire Director shall be re sponsible for the extinction of any and all fires within the city and for the best pro tection of person and property possible. TO INSPECT THE HOUSES. Rule 7 The Fire Director shall be respon sible for the good discipline, good conduct and efficiency of the force of the Fire Bureau; he shall see that the men are prop erly exercised, that each man knows exactly what his duty is. and intelligently under stand how to perform it;, that the physical strength of the company shall be carefully looked after and that their welfare and efficiency shall, by all possible means be cromoted. He shall weekly, and oftener if necessary, inspect each engine house in the bureau and shall keep himself fully in formed concerning the manner in which the men in each engine house discbarge and perform their various duties, to the end that he may at all times know whether or not they are faithfully and efficiently performing the same. He shall receive the reports of the captains and other officers in command of engine houses at 9 A. sl daily, and report in person at 10 a. Ji. daily to the Chief of the Department of Public Safety. MUST KSO THE LAWS. Rule 8 The Fire Director shall see that within the city all the laws of the State and ordinances of the corporation of the city of Pittourg, oi wmcn he nas cognizance, are rightly enforced. He shall transmit to the Chief of the Department of Public Safety, all charges against members of the bureau, and shall make monthly reports, in writing, to the Chief of the Department of Public Safety, of the condition of the Fire Bureau and the condition of each engine house, to gether with such statistics and suggestions as may be deemed advisable for the good dis cipline of the Fire Bureau. Rule 9 The Fire Director Bhall attend daily a meeting of the officers of the Bureau of Fire; at which meeting the Chief of the Department of Public Safety, Fire Director and three Assistant Superintendents, shall be present, and at which time any and all reports of fire matters shall be made fully known and explained to the Chief of the Department of Public Safety. On Mondays of each and every week the said Fire Director shall attend a meeting as aforesaid, at which he shall have, in addition to the parties above named, each and every captain of every engine house in the city, which meeting shall be held at 10 A. 21. Rule 10 The Fire Director shall keep at his office such books of record as shall be prescribed by the Chief of the Depart ment or Public Safety. Among others he shall have a requisition book, from which he shall issue orders to the superintendent of the bureau for any article or thing he may need for the use of the Fire Bureau. TO ENFORCE CLEANLINESS. Rule 11 The Fire Director must see that each engine house and other fire quarters in the city are clean and neat, and always in good order; that the men are comfortably provided for; that the company's books are kept in conformity to the rules and regula tions, and that the men are faithful to the discharge of all their duties; that thev are courteoHS and gentlemanly in all their rela tions to each other. Rule 13 The Fire Director will be held to a strict responsibility for the general good condition of each engine house, 3b well as the good order in the same. And while no rule is laid down for hisprecise government, it is expected that the Fire Director will visit the engine houses within the city at un certain hours of the day and night; that he will diligently inquire into every complaint made by citizens against the men while on duty, and or the general good condition of the officers in and about the engine houses, report all violations of the rules and regula tions in reference to conduct and other mat ters to the Chief of the Department of Pub lic Safety. Eule 13 The Fire Director is absolutely prohibited from indulging in profane or vul gar language at any time or under any cir cumstances while in the discharge ot his duties as Fire Director. Rule 14 The Fire Director, together with the Assistant Superintendents shall consti tute a board for the investigation of all complaints against the members of the bureau. This board shall cause a record to be kept of the charge, testimony and de fense; this, together with the findings of said board shall be 6nbmitted to the Chief of the Department of Public Safetv for his approval. Second Sleeping while on duty or willfully neglecting to perform duties which may be as signed to him. Third Wilful disobedience, or uslne pro fane, vulgar or disreputable language to any superior officer or to any fellow member of the bureau or to any citizen. Fourth He shall have power to suspend from duty, pending an investigation, any mem ber ot the bureau lor any improper or immoral conduct unbecoming a member of the Bureau of Fire. Rule 16 The Fire Director shall be pos sessed of. or shall acauire such scientific knowledge as shall enable him to operate the Fire Bureau with the best possible re sults the maximum of power with the minimum ot danger. He shall thoroughly acquaint himselt with the tensile strength of all building material, shall fully acquaint himself with chemical combustion, air cur rents, gases that may be caused by building material, or by the contents of large ware houses and stores; he shall keep a fire chart which shall he made so as to exhibit by com parison all the different fires that may occur within the limits of the city of Pittsburg, and he shall make himself thoroughly ac quainted with a scientific knowledge that shall enable him to jntelligently perform the duties appertaining to his office, and he shall make a theoretical study of all subjects th.it shall tend to give him the scientific training and knowledge. Eule 17 The Fire Director will be held to a strict accountability tor the faithful performace of the foregoing rules and the rigid enforcements of all regulations apper taining to the Bureau of Fire. Joshua Kuttall. the man who was, shot by Officer Cross at Glenwood, on the night of April 12, is still at the hospital. It was re ported yesterday that the man was dead, but this was found to be untrue, although he is in a critical condition. Inspector Mc Aleese thought the man's condition such that it was necessary to apprehend Cross, the colored police officer, who was sus pended at the time of the shooting. IfNuttall dies, Cross will be arrested and a charge of mnrder made against him by the Inspector. The latter had De tective Shore working on the case yesterday. The bullet has been extracted from the left groin. CAUGHT SHOOTING CRAPS. A Party of Petty Gamblers Gobbled Up by Ibo Police. The space on'the Monongahela wharf, un der the Baltimore and Ohio Depot, has been the resort for all kinds of tough characters lately. Yesterday Detective Fitzgerald was sent to investigate. He found six men and boys playing craps and poker, and by his presence kept others from locating there. The crap shooters and poker players were arrested and taken to Central Station, where they registered for a hearing this morning. THE BOOM X5 KENTUCKY. A prospector who has been in Eastern Kentucky lor several weeks was telling on 'Change yesterday about the boom at Ash land and the confidence and activity pre vailing there since the Ashland Improve ment Company began to develop the place by buying out the John Means interest. "I bought a lot on speculation," he said, "and got terms that show how much confidence the agents there have in the future of the place. I paid one-third cash, and got my title bond without making any notes lor the deferred payments. There is no personal liability for the deferred payments, and if I sell my lot for an increased price the pur chaser gets my title bond and has no per sonal liability. There is a great deal of dif ference between this plan and giving promissorv notes, which come back to -plague you if the person to whom you make e sale should default in his payments. It gives every man with small means a good chance to speculate with his ready cash without having his other property held liable for results. The lot is its own se curity. It shows that the people of Ash land and the new company have lots of faith in their own town when they take the property itself as sufficient security, because it shows they believe it will advance in price." The prospector was Mr. John T. Broad nax, of Philadelphia. He said Ashland was busy with signs of activity. Streets are being graded, street car lines building, work progressing on several new manufacturing L establishments, the big hotel crowded with visitors, many sleeping on cots, and every thing was lively. "All Eastern Kentucky is booming," he said, "but Ashland takes the cake. If the letters pouring in there mean business, the big sale of lots on May 20 will bring a tremendous crowd of people to buy. I was shown letters from Dakota, Michigan, New York, Ohio and all the States surrounding. From Ashland south west to Middlesborough, Kentucky is about to enter upon a career of wonderful develop ment, which will be of great benefit to the country. Pennsylvania and Ohio do not want to see the iron interest transferred away off to Alabama, leaving a gulf be tween. The natural course of development is through the great coking coal field of Eastern Kentucky, and with Ashland guarding one end and Middlesborough the other, Kentucky has two strong points of beginning. Ashland .is a very successful iron town, and will soon have a great steel plant. In all other respects it is growing wonderfully, and the Northern people at the sale on May 20 will see in Ashland something to surprise them, if they have the usual idea ot Southern towns. Ashland is like a Northern town, and has the largest proportion of manufacturing population in Kentucky." Improved Service on the 15. & O. THE CELEBRATED FLYING GOOSE, And the Amusement It Caused at the Hand Street Bridge. THE BITERS ALSO AM0XG THE BIT The. old Hand street bridge, in recent years called the Ninth street bridge, is rapidly disappearing, one timber after an other giving place to iron beams and rods. It is the oldest bridge across either of the rivers here, and is therefore the patriarch deserving respect. Two other bridges were built before it was, but they have been long torn, down and replaced by suspension structures. The first bridge at Pittsburg was a cov ered, wooden one at the foot of Smithfield" street, built in 1818. Two years later a bridge very much like it was thrown across the Allegheny river from St, Clair street, now Sixth, to Federal street. "When the Smithfield street bridge was 13 years old, its two spans toward the Pittsburg bank Tell down one night and dropped a coal wagon, the driver and four horses into the river. In 1845, when the First ward was purified by fire, the bridge went up in flames and smoke, and was succeded by Mr. Roebling's suspension bridge. Tbe wooden bridge over the Allegheny lasted 40 years, when the present Sixth street bridge took its place. The Hand street bridge was begun in 1837 and completed in 1839, so that it is at least 51 rears old, thongh it may claim to be 53, if it be sensitive on that subject. STOET OF A BIO HOAX. The Hand street bridge was the scene of a celebrated flying machine hoax, of which many people still talk, but of which very few now know the facts. When built Jhere was a promenade on top of the bridge, from which there was an excellent view up and down stream. The story of the "flying goose hoax was told to THE DISPATCH yesterday by Mr. L. D. McCandless. The affair occurred on Monday, August 31, 1846. It originated from an article written by J. Herron Foster, then the editor of the Dispatch, describing a flying ma chine invented and nearly completed by a Mr. Trouberg, of Birmingham, which was to-be exhibited in public in a very short time. The machine and its inventor, if they ever existed, disappeared, and Mr. Foster and tbe flying machine became the objects ot jokes by his friends and ridicule by his cotemporarie? At a printers' dinner, in the Old Bank Exchange, he was toasted and roasted over the promised exhibition. This put an idea into the heads of some of Mr. Foster's printers, and on the Saturday night following the dinner three of The Dispatch compositors, Oscar McClelland, Dave McCreary and Hen Balsley printed and posted about the city handbills an nouncing that Mr. Trouberg, having com pleted his flying machine, would give a public display of its powers from tbe top of the Hand street bridge on the following Monday. THOUSAKDS WEKE SOLD. On that day tbe three printers went to the river to see the crowd and enjoy the result of their sell. The impression that none but the inventor and his intimate friends would be permitted on the promenade left that de sirable position comparatively free. Every available point on both' banks of the river was occupied, and the surface of the stream swarmed with rowboats. The crowd was estimated at nearly 10,000. While the three printers were enjoying the affair hugely laughing at the auxiety of the multitude, thev were surprised to see a commotion among the people on tbe prom enade, and to distinguish two men carrying a conee sacc. xney were coniounded when the sack was opened and a live goose flew from the top of the bridge to the water be low. The printers had no knowledge of this appropriate climax, but they joined in the yells of the multitude as the goose went flapping into the water. Ralph Jackson, a well-known citizen, and John Plankerton, a steamboat pilot, feeling certain that the thing was a hoax, had bought the goose on their way to the bridge. When it reached the water it was chased by a number of boats. Little Alec Murray, a steamboat steward, captured the bewildered bird. On the next trip of the Clipper No. 2 he gave the goose to J. H. Green, the reformed gam bler. He took it with him to his home in Kentucky, where it may vet be alive. Green took good care of it, and several years afterward said he still had the goose at his home in Bowling Green.
